Planning and Zoning Commission Minutes Tuesday – January 5, 2021 – 6:30 PM Liberty Hill Municipal Court 2801 Ranch Road 1869 – Liberty Hill CALL TO ORDER The Planning and Zoning Commission meeting was called to order by Commission Chair Wes Griffin on Tuesday – January 5, 2021 at 6:33 PM at 2801 Ranch Road 1869, Liberty Hill, Texas. Quorum was established. Invocation was given by Wes Griffin followed by the Pledge of Allegiance and Texas Pledge. Planning and Zoning Commissioners present: Wes Griffin, Brian Williams, Steve McIntosh, and Steve Messana REGULAR AGENDA Discuss and consider approval of minutes of the Planning and Zoning meeting held December 1, 2020. OUTCOME: On motion by Steve Messana and second by Brian Williams, the Commission approved the minutes of December 1, 2020 as amended. Motion passed on vote of 4 ayes, 0 nays, and 0 abstentions. Discussion and recommendation to the City Council on final action of the Final Plat application for the Stonewall Ranch Section 10 addition, located near the intersection of Stonewall Parkway and Siltstone Way. OUTCOME: David Stallworth, Senior Director of Planning addressed the commissioners stating this application is for 71 residential lots and 1,911 linear feet of new public street on +/- 11.90 acres. On motion by Steve Messana and second by Brian Williams, the Commission approved recommending acceptance by Council of the Final Plat application for the Stonewall Ranch Section 10 addition. Motion passed on vote of 4 ayes, 0 nays, and 0 abstentions. Discussion and recommendation to the City Council on final action of the Final Plat application for the Summerlyn West Section 3 addition, located along the north side of Hummingbird Lane, west of Green Egret Way. Planning and Zoning Minutes 1|Page January 5, 2021 4 OUTCOME: David Stallworth, Senior Director of Planning addressed the commissioners stating this application, if approved, will yield 68 residential lots and two non-residential lots on approximately 18 acres. On motion by Steve Messana and second by Brian Williams, the Commission approved recommending acceptance by Council of the Final Plat application for the Summerlyn West Section 3 addition. Capacity for Planning and Zoning Commission meetings is now set at 50% or 35 persons. Discuss and consider a request for a Zone Map Amendment from the High Density Residential (SF3) zoning classification to the Multi-family Residential (MF2) zoning classification on the following property: 15.67 acres out of the J.M. Glasscock Survey, ABS 254, Williamson County, Texas; specifically 3607 Ranch – to – Market Road (RM) 1869, generally located along the south side of RM 1869, between Taylor Smith and Barton Drives, and identified as Assessor’s Parcels Number R-392551 (14.67 ac.) and R-022214 (1.00 ac.). Senior Director of Planning David Stallworth presented, informing the Commission that it is staff’s recommendation that they approve this item for recommendation to City Council. Commissioner Steve McIntosh inquired about the lack of a traffic assessment, and Mr. Stallworth informed him that it is not required at this point in the process but that TxDot requires it at a later time. Mr. McIntosh asked that Mr. Stallworth follow up by confirming that fact. Motion passed on a vote of 3 ayes, 1 nay, and 0 abstentions. (Nay from Commissioner Steve McIntosh.) Discuss and consider a request for a Zone Map Amendment from the General Commercial / Retail (C-3) zoning classification to the Planned Unit Development (PUD) classification on the following property: A portion of Lot 1, Replat of Quicktrip No. 4156 Addition, Liberty Hill, Williamson County, Texas; located at 14010 State Highway 29, generally located along the north side of State Highway 29, approximately 555.0 feet west of County Road 214, and identified as Assessor’s Parcel Number R-582722. Senior Director of Planning, David Stallworth presented, informing the Commission that it is staff’s recommendation that they approve this item for recommendation to City Council. In short, it is the relocation of Golf Cart King to behind Quiktrip. He mentioned there may be some issues with traffic at the intersection of CR 214 and Hwy 29, where CR 214 does not currently have a traffic signal. Mr. Stallworth explained that some requests have been made for a signal to be placed at that intersection, but that TxDot has shown reluctance to do so due to other traffic signals on neighboring intersections. Discussion occurred regarding the pond on the property and clarification regarding drainage features in the future. Mr. Stallworth assured the Commission that this topic would be revisited and addressed in the plat and re-plat stages of development. Mr. Stallworth also informed the Commission that there was previously a Master Drainage study carried out, and that due to a suggested issue with the integrity of methodology, current administration is seeking a new Master Drainage study. After more discussion, Commissioner Steve McIntosh asked if the cost of a drainage culvert might fall on the City, to which Mr. Stallworth said no. Commissioner Brian Williams asked if there would be reduced impact fees for the PUD, and Mr. Stallworth informed him that fees are locked in at the current rate. Mr. Williams then pointed out that the ordinance currently has an 8.642 acre minimum and suggested an amendment to change this number to 8.6, so as to avoid any potential short-comings in measurement that could cause problems in the future. After discussion, the Commission agreed with Mr. Williams’ suggestion. OUTCOME: On motion by Steve Messana and second by Steve McIntosh, the Commission approved recommending this request to City Council with the amendment of an 8.642 minimum to 8.6. Motion passed on vote of 4 ayes, 0 nays, and 0 abstentions.
