Commissioner Mathiasen moved to approve the final action of the Butler Farms Phase 1 final plat,
being approximately 112.05 acres out of J.B. Berry Survey, Abstract No. 56. The property is generally
located along the located along the north right-of-way of State Highway 29 approximately one mile west
of Liberty Hill High School and two and a half miles east of Old Highway 29. Seconded by Commissioner
Messana. Motion passed on vote of 5 ayes, 0 nays, and O abstentions.

approximately 28.174 acres out of J. B. Berry Survey, Abstract No. 56. The property is generally
located along the north right-of-way of State Highway 29 approximately one mile west of Liberty

JohnByrum, Director of Planning, addressed Planning and Zoning Commissioners and stated if approved
the final plat will yield over 156 lots over 22.106 acres and include 151 residential lots and 5 open space
and drainage lots. The plat also includes 5,032 linear feet of public streets of approximately 6.068 acres.
The total platted area is 28.174 acres. Mr.Byrum gave a brief history and stated the property was annexed
August 31, 2018, and preliminary plat was approved December 13, 2019, for a total of 261.7 acres with
approximately 800 single residential lots over 11 phases. Mr. Byrum stated that staff recommends
approval.
Commissioner Williams moved to approve the final action of the Butler Farms Phase 9 final plat, being
approximately 28.174 acres out of J.B. Berry Survey, Abstract No. 56. The property is generally located
along the north right-of-way of State Highway 29 approximately one mile west of Liberty Hill High School
and two and a half miles east of Old Highway 29. Seconded by Commissioner Mathiasen.

g) Discussion and recommendation on the final action of the Omega Ranch Phase 1 final plat being
58.842 acres out of the G. Fisk Survey Abstract OS. The property is generally located along the east
right-of-way of Kaufman Loop, north of State Highway 29, and south of the Morningstar
subdivision.
JohnByrum, Director of Planning, addressed Planning and Zoning Commissioners and stated if approved
the final plat will yield 192 lots over 58.84 acres with 184 residential lots and 8 open spaces. The plat also
includes 6,400 linear feet of public streets over 7.428 acres. Mr. Byrum stated that staff recommends
approval.

58.842 acres out of the G. Fisk Survey Abstract OS. The property is generally located along the east right
of-way of Kaufman Loop, north of State Highway 29, and south of the Morningstar subdivision. Seconded

CALL TO ORDER
The Planning and Zoning Commission meeting was called to order by Wes Griffin on Tuesday –
August 3, 2021, at 6:30 PM at 2801 Ranch Road 1869, Liberty Hill, Texas. Quorum was established.
Invocation was given followed by the Pledge of Allegiance and Texas Pledge.

DISCUSSION, CONSIDERATION, AND RECOMMENDATION TO THE CITY COUNCIL ON A REQUEST FOR A ZONE MAP
AMENDMENT FROM DOWNTOWN COMMERCIAL / RETAIL (C2) ZONING TO DOWNTOWN COMMERCIAL/RETAIL (C2)
WITH A CONDITIONAL USE PERMIT (CUP) CLASSIFICATION.
Jerry Millard, Planner, provided the Staff Report for the subject property.
Jon Mathiasen asked questions regarding number of duplexes, parking, and lighting.
Mr. Millard responded that there would be two duplexes. Room will be made for side parking
which is deemed best. There will be LED lighting on structure, and landscaping. The site review
process will be done as well.
Diane Williams stated she did not want street parking on this project and a little concerned that
the side parking is not in their report. She voiced concerns on the report as it is written and
provided to the Commission. She asked that, in the future, staff validate what is in the application
before it goes before the Commission. She also stated that in the report three duplexes are listed;
but the verbal report states there are only two. She is also concerned that what was published has
been changed to what they are seeing today.
There was a question about property not being subdivided. Mr. Millard said when zoning map is
identified that condition can be included.
The Commission and Planner discussed the setbacks that will be required.
The Commission discussed changes they would like included.
On motion by Jon Mathiasen and second by Chad Cormack, the Commission approved a
recommendation to Council on a request for a zone map amendment from C2 Zoning to C2 with
Planning and Zoning Minutes 1|Page @, 2021

CUP classification with the conditions for staff to correct the report and conditions listed by the
Commission:
Staff Report is corrected to address inconsistencies (lot coverage; building location; parking).

DISCUSSION AND RECOMMENDATION TO THE CITY COUNCIL ON THE FINAL ACTION OF THE FINAL PLAT APPLICATION FOR
THE STONEWALL RANCH SECTION 12 ADDITION, LOCATED NEAR THE INTERSECTION OF CAISSON TRAIL AND GABRO
TRAIL.
Jerry Millard addressed the Commission. The preliminary plat was approved for 117.403 acres
with a total of 559 single family residential lots over seven sections at completion. This section
being considered will be the third section to be completed. This development is part of the
Stonewall Ranch Municipal Utility District No. 35. The average lot widths are 50 feet. Staff
recommends that the Planning and Zoning Commission recommend to Council that the Final Plat
for Stonewall Ranch – North, Section Twelve Subdivision be approved.
Jon Mathiasen asked about utilities provided here. Lacie Hale, City Administrator explained that
this subdivision is in the City’s ETJ. The City provides wastewater utilities, but water is serviced by
the City of Georgetown.
On motion Diane Williams and second by Jon Mathiasen, Council approved a recommendation to
City Council to approve the final plat application for the Stonewall Ranch Section 12 addition.
Motion passed on vote of 4 ayes, 0 nays, and 0 abstentions.

Summary of Request
The request, submitted by Rao Vasamsetti, with Rao’s Consulting Engineers, on behalf of the
property owner Konda Reddy Dwarsala, is to rezone approximately 5.000 acres out of the AW0453
Monroe, W.H. Survey from AG (Agricultural) to C3 (General Commercial/Retail). Should this
request be approved, the applicant intends to develop the property into commercial and retail
after annexation and rezoning. At the regular scheduled city Council meeting on September 22,
2021, the public hearing required by state law for annexation was held. At the same meeting,
City Council unanimously voted to approve the voluntary annexation request.

The C3 (General Commercial/Retail) district is intended to provide for a wide range of commercial
and retail goods and services. It is primarily intended for use in high-traffic areas adjacent to
arterial streets and highways and is appropriate for relatively high-volume commercial centers.
To protect the abutting and surrounding residential areas, certain restrictions are placed on the
intensity of uses and emphasis is placed on standards for lighting, buffering, parking, and location
of driveway access.
RELATIONSHIP TO THE COMPREHENSIVE PLAN:
The most recently adopted Comprehensive Plan for the City of Liberty Hill (adopted August 2014),
states within the Land Use Classifications (Section 3.7.1) that the Commercial Uses (COM) are
described together in general areas on the Plan. For the purposes of general land use planning,
“commercial” areas are intended for areas of commerce. Within those areas, there are distinctions
to be made concerning more specific classifications, such as General Commercial uses, Retail
uses, Office uses, local (or neighborhood commercial), and Planned Unit Developments (known
as PUDs).
The overall strategy with respect to ‘Commercial Uses’ is to reap the benefits of heavily-traveled
road corridors, and the intersection of US 183 and SH 29 and Ronald Reagan.
The property is designated as ‘Commercial Uses’ (COM) on the Future Land Use Map (FLUM) of
the Comprehensive Plan as outlined in Section 3.7.1 Land Use Classifications.
PUBLIC NOTIFICATION:
Staff notified eight (8) surrounding property owners regarding this request. As of date of this
staff report, zero (0) responses have been received in opposition or in favor of this request. All
property owners notified are within the 200-foot notification boundary required by the State.
RECOMMENDATIONS:
The Planning and Zoning Commission may:
Recommend disapproval of the applicant’s request to rezone the property from
Agricultural (AG) to General Commercial/Retail (C3) to the City Council.
Recommend approval of the applicant’s request to rezone the property from Agricultural

Staff finds that the applicant’s request to rezone the property to General Commercial/Retail (C3)

Discussion: The application under consideration was submitted on August 25, 2020. If approved, the final
plat will yield a total of twenty-six (26) lots over 97.234 acres. The lots include twenty (20) residential lots, five
open space and drainage lots, and one lot for a waste water lift station. The plat also includes a dedication 6,482
linear feet of new public streets over approximately 14.816 acres. The total platted area will be 112.05 acres
should Council approve it.
Background: The property was annexed on August 31, 2018. At that time, due to limitations on wastewater
connections, the owners were granted authorization to conduct pump and haul operations prior to the completion
of wastewater facilities. These operations will be at the owner’s sole cost and expense.

ITEM: Discussion and recommendation on the final action of the Omega Ranch Phase 4 final plat
being 16.121 acres out of the G. Fisk Survey Abstract 05. The property is generally located
along the east right-of-way of Kaufman Loop, north of State Highway 29, and south of
the Morningstar subdivision.

ZONING: Extra Territorial Jurisdiction (ETJ)
Discussion: The application under consideration was submitted on April 26, 2021. If approved, the final plat
will yield a total of six lots over 16.121 acres. The lots include two lift station reserve lots and four open space,
drainage, and recreational lots. The plat also includes a dedication 2,388 linear feet of new public streets over
approximately 3.857 acres.
Background: The Omega Ranch preliminary plat was approved on July 28, 2021 for a total of 147.39 acres
with a total of approximately five hundred and eighty-one (581) single-family residential lots over six phases at
completion. This section will be the first phase to be completed.
The lot widths are to be a minimum of forty (40) feet in width in accordance with the development agreement
agreed upon on May 6, 2020.
Recommendation: Staff recommends that the Planning & Zoning Commission recommend approval of the
Final Plat for Omega Ranch Phase 1 as it has met all the requirements of the Unified Development Code and
applicable regulations.
