This type of development leaves ample amount of sur- rounding open space and should involve minimal infrastructure investment. Parking and public space concerns are low as most lots have enough of both to suit their users, but op- portunities for natural preserves should be ex- plored when possible. When parking in larger quantities is warranted, thoughtful landscaping should be included to preserve the rural aesthetic. Though this place type will almost exclusively be single-family homes, it is to be expected that home-based businesses may thrive in this environ- ment, and in cases where development predates an- nexation, other commercial uses are acceptable It is imperative to understand that development using this place type must accommodate a lower level of service to guarantee fiscal productivity for the city. Large single-family lots with city-main- tained roads, and the ongoing maintenance of water and wastewater infrastructure simply do not pro- duce enough value to cover their own expenses. If rural development occurs, it should only be done with limited or no access to city services and pref- erably with privately maintained roads. 8 Traditional Neighborhood A newly built traditional neighborhood should uti- lize the pre-suburban development pattern with smaller lots, smaller setbacks, shorter blocks, di- verse housing typologies, and a mix of uses. This mixing of activities and uses allows the area to adapt and change over time to suit the needs of its inhabitants. Liberty Hill already reflects this pat- tern in the old core of town. Though it is not required for uses always to be mixed within the same building, it is important to note that large single-use developments (such as large multiplex apartments or retail centers with large land area devoted to parking) do not suit tra- ditional neighborhoods. Similar uses that are pedestrian in nature can work when parking does not replace people. Mixed-use neighborhoods are places where residents can live, shop, work, and gather and access all of these activ- ities largely on foot. Because this place type often includes a variety of densities in residential uses, buildings should be generally limited to three sto- ries, though four is acceptable along avenues and higher-intensity roadways. In areas where a more suburban road system is al- ready in place, opportunities for mixing of uses in new and innovative ways should be supported and encouraged. Housing typologies that make use of empty portions of land can help these areas become more fiscally sustainable. 9 Liberty Hill Central The central core of Liberty Hill aims to be the heart of our community, with active streets and a focus on people exploring the area on foot. Because activ- ity within the core of town is supposed to bring people into business and connect them with activi- ties that take place here, moving vehicles through this area as quickly as possible is not the main end that is sought. Instead, slowing traffic to make the pedestrian experience more pleasant is imperative. When uses which require new automobile parking are introduced, that parking is hidden behind con- tinuous building frontage. Commercial uses on the ground floor should have a higher proportion of glazing to create a more interesting interface be- tween the public and private realm. Most commer- cial uses make sense in this area as long as the building form treats pedestrians as their principal user. 10 New Urban Village An urban village is intended to be a bustling center of activity with active streets and a focus on people walking and cycling. Filled with high-yield develop- ment, it is also one of the most fiscally resilient place types and, in the right proportion, can subsi- dize low-value development patterns. Streets are narrow with on-street parking making the streetscape comfortable for people who inhabit and patronize the homes and businesses here. This is in contrast to the Highway Corridor form of com- mercial development, which is principally centered around the use of the automobile. When uses that require large amounts of parking are built, parking is hidden with continuous building frontage. Com- mercial uses on the ground floor should have a higher proportion of glazing to create a more inter- esting interface between the public and private realm. Most commercial uses make sense in this area as long as the building form treats pedestrians as their principal user. This means that, above all, the most important aspect of this place type is its adherence to a pattern which provides substantial interconnectivity, and smaller block lengths which make development more conducive to human inter- action. 11 Highway Corridor Identified by the principal focus on auto-oriented traffic, these places generally hug Liberty Hill’s major East-West Corridor, US Highway 29. Typical uses will include regional businesses including but not limited to restaurants, retail, gas stations, and offices. When developed in a suburban model, these places often do not provide long-term fiscal health To create a more sustainable development, care should be given to make the experience for users pleasant once they exit their vehicle. The era of long linear strip centers that require multiple car trips through the parking lot to get to each business has passed. These developments can be made more fiscally sustainable for the city by allowing multi-family over commercial. 12 Modern Industry This place type is designed to accommodate the industrial uses that are needed in Liberty Hill, such as technology, small production, supply chain and limited distribution. Uses like maker-spaces, and light manufacturing can fit into Traditional Neighborhood when the form of the building is suited to its context, but major warehouse distribution and similar developments simply need to be on their own away from more community-focused places. Generally, these are located along roadways that have adequate capacity to serve the larger industrial vehicles. Parking requirements should be determined by the users of the development but should generally be placed behind structures and away from roadways.
