ACTION REQUESTED:
The City Council is considering initiating an amendment to the City Signage Standards for the
2015 Annual Amendment cycle. The Planning Commission is being asked to consider research,
comments, and potential signage standards amendments and then forward your
recommendation to the City Council.

1. Clarify standards for the location and placement of wall signs.
2. Change the Comprehensive Plan to allow electronically changeable signs.
(must be done to allow anything electronically changeable)
3. Protect Liberty Lake's character and aesthetic environment with standards for
electronically changeable.
a. Allow freestanding electronically changeable signs in limited areas along
I-90.
b. Allow monument-style electronically changeable signs in limited areas
along Country Vista Drive and Appleway Avenue.
c. Allow electronically changeable community event signs owned and
operated by the City in limited locations.
PLANNING COMMISSION RECOMMENDATION:
The Planning Commission voted Yes (5-1) that the City Council should initiate an amendment to
the City Signage Standards for the 2015 Annual Amendment cycle. Jeff Sitton was the opposing
vote.
The majority of the Planning Commission then voted to initiate the amendments as proposed by
Studio Cascade. The additional request was for the City Council to see the brightness of the lux
values and how those actually appear. Gary Green spoke in support of the proposed changes
along Interstate 90 and Jeff Sitton spoke in opposition to allowing electronically changeable
signs along Country Vista Drive and Appleway Avenue.

2015 City Funding of Social Services
Proposal Guidelines
The City of Liberty Lake is accepting funding requests in 2015 for Social Services Proposals. Social
Services Proposals may be returned to City of Liberty Lake, 22710 E. Country Vista Drive, Liberty Lake,
WA 99019 by 5:00 P.M. on 3/1/2015.
AGENCY:
1. Complete the Social Services Proposal and submit to the City of Liberty Lake at the address listed
above.
2. Include other documents or materials that explain your Agency and purposes for funding
requests.
3. Review the sample Social Services Agreement “(SSA”) with the City of Liberty Lake that the
Agency will be expected to execute upon approval by the City of Liberty Lake City Council.
CITY: OPTION #1 – Assign to a committee
1. Once proposals are received, copies of the proposed funding requests will be provided to the
(assigned) committee. The committee will review the proposals and make funding
recommendations to the City Council.
2. The committee recommendations will be presented to City Council for discussion and approval.
3. If the City Council approves the recommendations, then the Mayor shall be authorized to enter
into a SSA with the awarded agencies.
4. Staff will monitor the SSA for compliance and accuracy.
CITY: OPTION #2 – Directly to Council – no committee
1. Once proposals are received, copies of the proposed funding requests will be provided to City
Council and discussed as a Council workshop.
2. The City Council will decide in workshop the funding for each agency, if any, and authorize the
Mayor to enter into a SSA with the awarded agencies.
3. Staff will monitor the SSA for compliance and accuracy.
AFTER CSA IS APPROVED:
1. Agency shall sign the SSA and provide proof of insurance as described in the SSA.
2. Funds are supplied on a reimbursement basis as set forth in the SSA. The Agency must first incur
the costs, and then a request for reimbursement along with a report on how the funds were
spent will be required.
3. All reimbursement requests will need to be made prior to 12-31-2015.

Liberty Lake Police Department advertised an RFP for the purchase and equipping of (2) 2015 Ford SUV Police
Interceptors per the vehicle rotation plan. The RFP was placed on the city website and advertised in the
Spokesman Review. Bids were due to City Hall by end of business on January 13th, 2015. One bid for the
vehicles was received from Wendle Ford. The RFP and bid proposal from Wendle Ford are attached. The bid
received was lower than the state contract pricing for the same vehicles, and are within the 2015 budgeted
amount.

RESOLUTION NO. 15-195
CITY OF LIBERTY LAKE
SPOKANE COUNTY, WASHINGTON
A RESOLUTION OF THE CITY OF LIBERTY LAKE, WASHINGTON ADOPTING AN
UPDATED COMMUTE TRIP REDUCTION (CTR) PLAN
WHEREAS, on August 3, 1999, the Board of County Commissioners for Spokane
County approved Ordinance No. 99 0690 which adopted the Spokane County Commute Trip
Reduction Plan in accordance with RCW 70.94.527 to reduce the number of single occupant
vehicle trips for the purpose of improving the air quality in Spokane County.
WHEREAS, the City of Liberty Lake is required to adopt an ordinance implementing a
Commute trip Reduction Plan for all major employers within the City;
WHEREAS, on December 4, 2001, the City Council approved an Interlocal Agreement
with Spokane County for the purpose of implementing the Commute Reduction Plan for the City
of Liberty Lake and Spokane County; and
WHEREAS, the City created a CTR Plan that addresses the new requirements of the
Commute Trip Efficiency Act of 2006; and
WHEREAS, the CTR Plan is a collection of goals and policies, facility and service
improvements, and marketing strategies that support reducing drive alone trips and vehicle miles
traveled. It also describes requirements for major employers, documents the public involvement
process, presents a sustainable financing plan, and lays out the implementation structure for the
CTR program; and
WHEREAS, the State’s CTR objectives compliment, promote, and provide an
implementation mechanism for the City of Liberty Lake’s Comprehensive Plan.
NOW, THEREFORE, the City Council of the City of Liberty Lake, Washington, does
resolve as follows:
1. The attached City of Liberty Lake Commute Trip Reduction Plan Update: 2015-2019
is hereby adopted; and
2. The updated CTR Plan is consistent with the City’s Comprehensive Plan.

Goals for the 2019-2020 survey period include an increase of non drive-alone travel (NDAT),
and reductions of VMT and GHG from the City of Liberty Lake’s jurisdiction baseline surveys
in 2007-2008.

Strategies
What specific steps and strategies will you implement to meet your goal? Please include (a)
policies and regulations, (b) services and facilities, and (c) marketing and incentives.
The City of Liberty Lake will continue to implement the strategies identified in the local CTR plan.
The CTR program in the City of Liberty Lake is administered by Spokane County through an inter-local
agreement. The focus will continue in developing and implementing a set of strategies that will help CTR
employers achieve their goals for increasing commute alternative use and reducing vehicle miles
traveled and greenhouse gas emissions including, but not limited to:
CTR employers will receive promotional materials to post on their commuting option boards to be used
specifically for promoting and encouraging transportation options. Each board displays the Employee
Transportation Coordinator’s (ETCs) name and contact information.
ETCs are required to attend 15 hours of mandatory ETC training within six months of being appointed
ETC. Seasoned ETCs will be encouraged to take refresher courses as needed. The comprehensive ETC
training classes will be offered throughout the year and include:
- ETC Orientation
- Management Support
- Marketing CTR / Subsidies and Incentive
- MyCommute.org – online tracking calendar
- Commute Finder Northwest – online ride matching tool
- Transit Workshop
- Annual Report Workshop
- CTR Survey Workshop
- Social Media for TDM
- FISH Training (motivational)
Networking opportunities will be offered throughout the year to update ETCs on CTR and transportation
related issues, promotional campaigns and opportunities, incentives, events, etc.
Collaborate with local agencies and organizations to enhance and improve CTR promotional efforts,
media coverage, CTR events and joint projects to ensure maximum leverage and exposure.
Develop and implement promotional campaigns that will encourage the use of commute alternatives.
Meet annually or as needed with CTR employers to review and discuss their CTR program, review CTR
survey results, strategize improvements to help employers achieve their CTR targets and goals. Require
employers to make program improvements and modifications as needed based on survey results.

Key goals and policies that support CTR include the City’s vision for the CBD which includes mixed-use

The City’s Transportation Plan includes working with STA on ways to improve its service to community

worksites?
Developing land uses that support transit, pedestrian and bicycle use will help CTR-affected work sites
achieve their goals. The City can encourage higher densities in some areas to increase the market for
transit and ridesharing activities. It can also implement urban design guidelines that support transit and
non-motorized activities.

What are the anticipated funding sources and amounts for local trip reduction, including grants
and local funding?
The CTR program in the City of Liberty Lake is administered by Spokane County through an inter-local
agreement. State funding is allocated and based on the approved state budget and on how many
affected worksites are in the City of Liberty Lake. In addition, Spokane County secures CMAQ grants to
help enhance and maintain the CTR program and will continue to apply for the grants when available,
approximately every three years.

SUMMARY STATEMENT
After reviewing Ordinance 119A, the Liberty Lake Board of Trustees and City Staff recommend that the City
Council update two sections of the original Ordinance. Both sections are not consistent with other City
policies and those sections should be changed to be consistent with the policies adopted by City Council. The
two changes are in Section 2.I and Section 6.G of the Ordinance.

WASHINGTON AMENDING ORDINANCE NO. 119-A, ESTABLISHING THE
LIBERTY LAKE PUBLIC LIBRARY
WHEREAS, the City of Liberty Lake is a Non-Charter Code City formed pursuant to
RCW Title 35A operating under the Mayor-Council form of government, RCW Chapter 35A.12;
WHEREAS, RCW 35A.27.010 provides that a public library may be established in any
city by Ordinance of the City Council; and
WHEREAS, the City Council has the authority to define the functions, powers and duties
of officers and employees of the City and adopt an annual budget for the City's fiscal year that
sets forth revenues and expenditures;
WHEREAS, the Mayor is the Chief Executive and Administrative Office in charge of all
departments with authority to appoint and remove officers and employees and provide for the
general supervision and administration of the City; and
WHEREAS, the City Council of the City of Liberty Lake desires to establish a public
library in the City of Liberty Lake.
NOW, THEREFORE, the City Council of the City of Liberty Lake, Washington, do
ordain as follows:
Section 1. Library Created. The City Council of the City of Liberty Lake hereby
establishes the Liberty Lake Public Library.
Section 2. Authority of City Council and Mayor. The City Council shall have the
following authority with respect to the operation and finances of the Liberty Lake Public Library.
A. Through ordinance of the City, adopt a final budget setting forth the
estimated revenues and appropriations for the City of Liberty Lake Public
Library.
B. Upon a determination that the best interests of the City of Liberty Lake are
being served, increase, decrease, revoke or recall, all or any portion of, the total
appropriations provided for Liberty Lake Public Library, provided the same is

C. Approve contracts related to the Public Library, including but not limited
to the acquisition, sale or disposition of library property unless otherwise
delegated to the Mayor.
D. Establish the functions, duties and compensation of the City Librarian and
employees of the Public Library.
The Mayor shall have the following authority with respect to the administration of the
Liberty Lake Public Library.
E. Appoint and remove all officers and employees of the Public Library
including the City Librarian whose appointment shall be without definite term.
F. Ensure that all contracts and agreements made with the City on behalf of
the Public Library are faithfully kept and performed.
G. Make transfers between individual appropriations within the Library
budget in order to further the best interests of the Public Library.
H. Through the City Finance Director pay claims and purchase books,
periodicals, maps, supplies and equipment for the library.
I. Through the City Finance Director, pay wages, salaries, provide benefits
and spend funds to recruit job candidates. including reimbursement of job
candidates for reasonable and necessary travel expenses, such as transportation,
subsistence and lodging.
To provide the highest level of library service to the citizens of the City of Liberty Lake,
the Mayor and City Council with the advice and recommendation of the Board of Trustees shall
exercise best efforts to negotiate and enter into Interlocal (or other) Agreements with public and
private library service providers.
Section 3. Annual Budget.
A. The overall annual budgetary appropriation for the Library shall be based
upon the original 50 cents per thousand allocation of property tax as permitted
by law, as permitted by law, as now or hereafter amended. In 2001, fifty cents
($.50) per thousand represented twenty-three point eight percent (23.8%) of
the City’s total property tax levy rate. Said percentage shall be the percentage
used by the City in establishing Library funding for future years subject to the
terms set forth in this Ordinance.
B. The 23.8% sum shall cover expenses for Library operations, Library Capital,
and administrative support. The Library Capital and administrative overhead

shall be set at three percent (3%) each of the anticipated property tax revenue
for the Library as identified in Section 3(A).
C. The Library Staff, City Finance Department and the Board of Trustees shall
be responsible for preparing a five (5) year rolling forecast indicating the
staffing levels, supplies, and capital items that may be needed and to make
recommendations to the City Council to achieve the necessary funding.
D. As with all City Departments, the City Council shall receive recommendations
concerning Library services and funding, but the City Council shall annually
appropriate City funds for the support of the Library in the process of
adopting a reasonable budget.
Section 4. No Deficit. The Board of Trustees shall not make any expenditures or
incur indebtedness in any year in excess of the amount of money appropriated and/or available
for library purposes.
Section 5. Annual Report. At the end of each year, the Board of Trustees shall report
to the City Council showing the condition of the Board of Trustees trust during the year, the
sums of money received for the library fund from taxes and other sources, the sums of money
expended and the purposes of the expenditures, the number of books and periodicals on hand, the
number added during the year, the number retired, the number loaned out, and such other
statistics and information and such suggestions as they deem of public interest. The Board of
Trustees shall also file a copy of this report with the state librarian.
Section 6. Board of Trustees.
A. Creation. The Liberty Lake Public Library Board of Trustees is hereby
created. The Board of Trustees shall consist of five (5) individuals. Except as
otherwise provided in this Ordinance or State law, the management of the Liberty
Lake Public Library shall be vested in the Board of Trustees.
B. Appointment. The Board of Trustees shall be appointed by the Mayor and
confirmed by the City Council. The majority of the appointed Board shall be
residents of the City of Liberty Lake.
C. Term. The first appointments to the Board of Trustees shall be for a term
of one (1), two (2), three (3), four (4) and five (5) years, respectively. Thereafter,
a Trustee shall be appointed annually to serve a term of five (5) years. No person
shall be appointed to the Board of Trustees for more than two (2) consecutive
terms. A Board member after serving two (2) consecutive terms may apply and

Board for a period of one year.
D. Vacancies. Vacancies on the Board of Trustee shall be filled for any
unexpired terms as soon as possible in the manner in which members of the Board
of Trustees are regularly chosen.
E. Salary. No member of the Board of Trustees shall be paid a salary or
other compensation for services as trustee. A member of the Board of Trustees
shall, however, be entitled to reimbursement from the library funds of necessary
expenses actually incurred.
F. Removal. A member of the Board of Trustees may only be removed by a
majority vote of the City Council of the City of Liberty Lake.
G. Powers and Duties. The Board of Trustees shall have the power and duty
to do the following:
1. Adopt such bylaws, rules, and regulations for the guidance of the
Board of Trustees and for the use of the Liberty Lake Public
Library.
2. Supervise, care and have custody of all property of the library,
including the rooms or buildings constructed, leased, or set apart
therefore.
3. Make recommendations to the City Council concerning functions,
authority, compensation and duties of the City Librarian.
4. Make a recommendation to the Mayor concerning the appointment
of the City Librarian qualified under RCW 27.04.055.
5. Submit annually to the City Council a budget containing detailed
estimates of the amount of money necessary for the library for the
ensuing year.
6. Perform any and all other acts necessary for the orderly and
efficient management and control of the library.
Section 7. Use of Library.
A. Residents. The Liberty Lake Public Library shall be free for the use of
residents of the City of Liberty Lake, subject to such reasonable rules and

regulations as adopted by the Board of Trustees to assure the greatest benefit to
the greatest number.
B. Non-Residents. The Board of Trustees may allow non-residents of the
City of Liberty Lake to use the books belonging to the Liberty Lake Public
Library, under such rules and regulations as the Board of Trustees deems
necessary and upon such terms and conditions as established by the Board of
Trustees. The form of the agreement for non-resident services shall be approved
by the City Council.
C. Exclusion from Use. The Board of Trustees may exclude from the use of
the Liberty Lake Public Library any person who wilfully or persistently violates
any rule or regulation prescribed for the use of the library or its facilities or any
person whose physical condition is deemed dangerous or offensive to other
library users.
D. Exchanges. The Board of Trustees may adopt such rules and regulations
to allow exchanges of books with any other library, either permanently or
temporarily.
Section 8. Gifts. Title to money or property given to or for the use or benefit of the
Liberty Lake Public Library shall vest in the City of Liberty Lake, on behalf of the Liberty Lake
Public Library, to be held and used according to the terms of the gift.
Section 9. Retaining Books. Any person who wilfully retains any book, newspaper,
magazine, pamphlet, manuscript or other property belonging to the Liberty Lake Public Library
for an excess of thirty (30) days after notice in writing to return the same, when said notice is
given after the expiration of time such article or other property maybe kept, shall be guilty of a
class 4 civil infraction.
Section 10. Damage to Property. Any person who intentionally injures, defaces or
destroys any property belonging to or deposited in the Liberty Lake Public Library shall be
guilty of a misdemeanor.
Section 11. Severability. If any section, sentence, clause or phrase of this Ordinance
should be held to be invalid or unconstitutional by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this Ordinance.
Section 12. Effective Date. This Ordinance shall be in full force and effect five (5)
days after publication of this Ordinance or a summary thereof in the official newspaper of the
City as provided by law.

ORDINANCE NO. 217
AN ORDINANCE OF THE CITY OF LIBERTY LAKE,
WASHINGTON, ESTABLISHING CERTAIN ZONING REGULATIONS FOR
MARIJUANA BUSINESSES
WHEREAS, in November 2012 the voters of the State of Washington approved Initiative
502, providing a framework whereby individuals and business entities may be granted a state
license authorizing them to produce, process, or sell marijuana and marijuana-infused products for
recreational use; and
WHEREAS, pursuant to Initiative 502, the Washington State Liquor Control Board has
developed and implemented regulations governing the licensing and operation of recreational
marijuana or marijuana-infused producers, processors, and retailers; and
WHEREAS, under Initiative 502 and Chapter 314-55 WAC, any marijuana business
property must meet certain requirements, including to be located at least 1000 feet from any
elementary or secondary school, playground, recreation center or facility, child care center, park,
transit center, and library, as well as from any game arcade not restricted to ages 21 or older; and
WHEREAS, on January 16, 2014, the Attorney General of Washington issued a legal
opinion, AGO 2014 No. 2, that Initiative 502 does not preempt counties, cities, and towns from
banning marijuana and marijuana-infused producers, processors, and retailers within their
jurisdictions; and
WHEREAS, the City of Liberty Lake may develop appropriate zoning, land use
regulations, business license regulations, and other appropriate regulations to address the
production, processing, and retail sales of recreational marijuana and marijuana-infused products;
and
WHEREAS, the City has mapped the 1000-foot buffer areas that apply to marijuana
businesses and determined that only limited land areas are both outside a 1000-foot buffer and
zoned for commercial or industrial use; and
WHEREAS, the City desires to keep marijuana businesses from locating inside any
required 1000-foot buffer areas; and

WHEREAS, this Ordinance has been drafted to establish zoning regulations for
marijuana businesses, consistent with state statutes, and to protect the public health, welfare, and
safety; and
WHEREAS, after public notice, the City Council held a public workshop on November 18,
2014, to consider certain proposed buffer zones, along with any public testimony and other
relevant factors, and recommended approval of the proposed buffer zones through an enacted
ordinance consistent with Initiative 502, RCW 69.50.331(8), WAC 314-55-050(10), and AGO
2014 No. 2; and
WHEREAS, nothing in this Ordinance is intended nor shall be construed to authorize or
approve of any violation of federal or state law, but is intended to set forth the conditions under
which marijuana businesses shall not be subject to criminal enforcement action by the City of
Liberty Lake. Notwithstanding the foregoing, the City will continue to enforce its laws and other
regulations should the operation of a marijuana business violate such laws and regulations;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LIBERTY LAKE
DOES ORDAIN AS FOLLOWS:
Section 1. Recitals. The Recitals set forth above are hereby adopted and incorporated as
Findings of Fact and/or Conclusion of Law of the City Council. The City Council bases its
findings and conclusions on the entire record of testimony, including all written and oral testimony
before the City Council. The City Council also adopts the following Findings of Fact and/or
Conclusions of Law relative to the public health, safety, welfare and protection of the environment:
1. Pursuant to RCW 69.50.331(8) and WAC 314-55-050(10), the LCB is prohibited from
licensing any marijuana producers, processors, and retailers within 1,000 feet of the
perimeter of the grounds of any elementary or secondary school, playground, recreation
center or facility, child care center, public park, excluding trails, public transit center,
library, or any game arcade admission to which is not restricted to persons aged twenty-
one years or older.
2. The Centennial Trail and other public trails within the City are trails that are and will be
regularly used by the citizens of the City, including minors.
3. Pursuant to Article 11, Section 11 of the Washington Constitution, the City of Liberty
Lake is authorized to "make and enforce within its limits all such local police, sanitary
and other regulations as are not in conflict with general laws," which includes the
adoption of regulations governing land uses within the City.
4. On January 16, 2014, the Washington Attorney General issued Attorney General
Opinion No. 2, in which he stated that "[a]lthough Initiative 502 (I-502) establishes a
licensing and regulatory system for marijuana producers, processor, and retailers in
Washington State, it includes no clear indication that it was intended to preempt local
authority to regulate such businesses. We therefore conclude that I-502 left in place the
normal powers of local governments to regulate within their jurisdictions."

5. I-502 does not preempt the City from exercising and administering its constitutional and
statutory land use regulatory authority to allow and regulate land uses within the City
limits.
6. Modifications to the recreational marijuana buffers and zoning contained in I-502,
RCW 69.50.331(8) and WAC 314-55-050(10) will continue to protect the City's
citizens, including minors.
7. The proposed buffer zones will allow compliance with state law and allow state-
licensed recreational marijuana businesses to locate within the City while separating
such uses from identified sensitive uses and the City's existing and future residential
uses.
Section 2. Buffer Zones
A. Purpose and intent. The purpose of this Ordinance is to establish certain zoning
regulations that provide for marijuana businesses allowed under I-502, now codified in
Title 69 RCW, and subject to requirements of Chapter 314-55 WAC.
B. Locations. A marijuana business shall not be located within one thousand feet of the
perimeter of the grounds of any of the following entities or locations:
1. Elementary or secondary school, including school bus stop locations;
2. Playground;
3. Recreation center or facility;
4. Child care center;
5. P a r k ;
6. Public transit center, including transit bus stop locations ;
7. Library;
8. Game arcade where admission is not restricted to persons age 21 and older;
9. Churches and religious facilities; or
10. Access points for the Centennial Trail or other public trails within the City of
Liberty Lake.
For purposes of locations set forth herein, the distance shall be measured as the
shortest straight line distance from the property line of each entity or location identified
above to the property line or location of the marijuana business, as defined by law, or as
amended.
C. Enforcement of violations. Violations of this Chapter shall be subject to enforcement
action as provided in the Uniformed Controlled Substances Act, and Title 69 RCW. In
addition, violations of this Chapter are deemed to be a public nuisance and may be abated
under the procedures set forth in state law for the abatement of public nuisances.
Section 3. Severability. If any section, sentence, clause or phrase of this Ordinance
shall be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any section, sentence,

clause or phrase of this Ordinance.
Section 4. Publication and Summary. This Ordinance or a summary thereof shall
be published in the official newspaper of the City and shall take effect and be in full force five (5)
days after the date of publication.
