The private R/W (driveway) is 28’ wide with no parking proposed and will serve the adjoining hillside property if needed in addition to Liberty Heights Lane (between Horizon CU and Chevron). This plan is referred to as the Harvard Rd mitigation plan. The plan was last updated in 2013. All development in Liberty Lake may choose to contribute to the Harvard Rd mitigation fund or complete a traffic study and construct mitigation measures as identified from the study. Other than Central Valley School District who completed their own traffic study, every single development constructed in Liberty Lake since the plan was adopted in 1996 has contributed to the fund. This fund is used for capital projects identified in the plan. Like many other developers, Legacy Villas chose to pay the mitigation fees. Based on total build out, their mitigation fees are estimated at $93,415.32. Traffic Study  City wide Traffic Study underway through a $50,000 contract with CH2MHill  The study will include current volumes on all major arterials as well as projections at build out  The study is expected to be complete in Dec. 2016  The results of the study will be used to identify City Wide transportation priorities such as intersection upgrades or operational changes.  At this time, we do not have the report’s results or sufficient information to know whether a traffic signal or other operational changes @ Legacy Ridge Drive & Country Vista are recommended by the consultant.  On 8/11/2016 traffic counts were taken – the results are posted on the City’s website: http://libertylakewa.gov/DocumentCenter/View/2406 Legacy Ridge Drive  Legacy Ridge Drive was constructed in 1997 as a public street by owners of the original Liberty Lake Corporate Park up to the property line for the existing Legacy Ridge HOA.  Legacy Ridge Drive is designated as a local access road.  Legacy Ridge Drive north of the gate is maintained by the City  City code related to the requirements for access Article 10-3B Access and Circulation. Legacy Villa’s Driveway onto Legacy Ridge Drive  The City was informed by Copper Basin that the terms of the sale for the Legacy Villa Apartments required a private drive onto Legacy Ridge Drive.  The Fire Dept. approved the development with the private drive.  Legacy Ridge Drive is a public street operated and maintained by the City but which adjacent property owners own fee title to the underlying public right of way.
