çc City oj CITY COUNCIL MEETING TUESDAY, NOVEMBER 20, 2018 CITY HALL 22710 E. COUNTRY VISTA DRIVE 7:00 P.M. COMMITTEE WORKSHOP DISCUSSIONS Mayor Peterson called the committee workshop to order at 6:00 p.m. Members present were: Mayor Peterson, Mayor Pro Tern Brickner, City Attorney Sean Boutz, and Council Mernbers Moore, Langford, Karninskas, Severs and Kennedy. Also present were the City Finance Director, Chief of Police, City Operations & Maintenance Director, Director of Planning & Engineering, City Engineer, Street Lead, and Administrative Assistant. Senator Mike Padden attended the night’s workshop, speaking on the 2020 Census and the importance of the City’s participation. Senator Padden also spoke on future transportation projects, including the Harvard Road Interchange. Senator Padden spoke on affordable housing options as well, to which Mayor Peterson commented, speaking on potential community wants and needs regarding housing options. The Council discussed additional issues, including basic law enforcement funding and the prohibition of homegrown marijuana. Jennifer Camp provided a brief rundown of the annual leaf pickup event, noting that over fifteen thousand bags were picked up during the event. Jennifer also noted the change of name for the annual holiday event from ‘Tis the Season to Pavillion Tree Lighting. City Engineer Scott Bernhard & City Streets Lead Stephen Williams presented the Public Works Yard plan and specifics to the Council. Council Member Langford seconded the motion, which carried unanimously. AGENDA APPROVAL: Mayor Pro Tern Brickner moved to approve the agenda as printed. Council Member Kaminskas seconded the motion which carried unanimously. CITIZEN COMMENTS- None were made at this time. SPECIAL PRESENTATION ‘TIS THE SEASONI PAVILLION TREE LIGHTING — COMMUNITY GATHERING: BISHOP NATHAN BROWN Bishop Nathan Brown presented an invitation to the Live Nativity, taking place Monday, December 3. The Live Nativity takes place the same evening as the Pavillion Tree Lighting, providing the community options for celebrating the season. Chair Lana Schutz presented a brief Story Walk project update to the Council. REPORTS Chair Lana Schutz presented a brief Story Walk project update to the Council. The Council voiced support for the project, suggesting potential locations for future Story Walk projects. Library Director Jocelyn Redel presented an open position on the Library Board of Trustees, as well as the board’s progress on reviewing of policies and a future strategic plan. City Council Meeting — November 20th, 2018 Page 2 CITY COUNCIL REPORTS Council Member Kennedy presented his gratitude of the recent audit. Council Member Kennedy also spoke on the recent GSI conference he attended. Council Member Langford spoke on the potential necessity for Liberty Lake advertising. Council Member Kaminskas spoke on a recent meeting with Brandi Peets and the potential to get Spokane and Liberty Lake councils together for a meeting. Mayor Peterson spoke on a recent event he attended regarding education development in the schools. CITY ADMINISTRATOR REPORT City Administrator Katy Allen presented a brief update regarding the signal light going in at Signal and Appleway, as well as a TIB funding approval for $346,508. Finance Director RJ Stevenson briefly presented on the 2017 audit results, including the approval the auditors gave of the systems the City switched to from the 2016 year. ACTION ITEMS Consent Agenda Mayor Pro Tem Brickner moved to approve action items llAi, 1 lAii and 1 lAiii. Item 1 lAi was to approve the October 30, 2018 Special City Council Minutes. Item I lAii was to approve the November 6, 2018 City Council Minutes. Item llAiii was to approve vouchers in the amount of $1,479,177.60. Council Member Kennedy moved to second the motion to approve all three items, which was approved unanimously. General Business Mayor Pro Tem Brickner moved to approve General Business items Bi & Bii. Bi being the approval for the 3 year Skyhawks Sports contract, which was seconded and unanimously approved. Bii being the approval of the 3 year Challenger Sports British Soccer Sports contract, which was also seconded and unanimously approved. CONTINUED DELIBERATIONS Lisa Key spoke to the Council in favor of the Council hearing out the 2018 Code Amendment Changes. Lisa Key presented items CPA2O18-001, CPA2O18-002, CPA2O18-003. Council Member Kaminskas moved to approve CPA2O18-001, which was seconded by Council Member Langford. The movement carried unanimously. CPA2O18-002 was moved for denial by Council Member Langford, which was seconded by Council Member Kaminskas and unanimously denied by all present. CPA2O18-003 City Council Meeting — November 20th, 2018 Page 3 was presented. It was moved for approval by Council Member Langford, and seconded by Council Member Severs. The motion carried unanimously for approval. PUBLIC HEARINGS City of Liberty Lake’s Preliminary 2019 Budget. RJ Stevenson presented the Preliminary 2019 Budget’s Property Tax Levy. The Council discussed the potential 1% increase, with Council Member Moore proposing to reject the increase, and Council Member Kaminskas proposing a tax allocation of some kind go towards police funding. Council Member Moore voiced disapproval for funding towards the Parks & Arts Commission, as well as the 1% increase in the 2019 budget. Mayor Peterson opened the public hearing at 8:02 PM regarding the 2019 Preliminary Budget and the Property Tax Levy. James Alexander, Legacy Ridge- Mr. Alexander spoke in favor of the 1% increase. Mayor Peterson closed the public hearing at 8:04 for the 2019 Preliminary Budget & Tax Levy Increase. City of Liberty Lake Proposed 201 9-2024 Capital Facilities Plan Mayor Peterson opened public hearing on the Capital Facilities Plan at 8:05 PM. As there were no comments made, he closed the hearing at 8:06 PM. RCO Land Conversion Related to Rocky Hill Park Katy Allen briefly presented the history on the RCO Land Conversion in relation to Rocky Hill Park. The land is up for surplus, and if approved, the land would go to the four homeowners that are adjacent to the property. Mayor Peterson opened the RCO Land Conversion up to public hearing at 8:08 PM, and upon receiving no comments, he closed the public hearing period at 8:09 PM. RESOLUTION RJ Stevenson read Resolution No. 18-247, approval of the final plat of Trutina 2nd Addition Final Plat. Mayor Pro Tem Brickner moved to approve, which was seconded by Council Member Kaminskas. The motion carried unanimously. SECOND READ ORDINANCE The Office Assistant read, by title only, Ordinance No. 251, granting the right of Franchise to Syringa Networks, LLC for the operation of a telecommunications system in the City of Liberty Lake. The Ordinance was moved for approval by Mayor Pro Tern Brickner, and seconded by Council Member Kaminskas. The motion carried City Council Meeting — November 20th, 2018 Page 4 unanimously. Ordinance No. 253, Levying Property 2019 Taxes for the City of Liberty Lake. Mayor Pro Tern Brickner moved to approve the ordinance, which was seconded by Council Member Severs. The motion carried with 5 approvals and I disapproval. INTRODUCTION OF UPCOMING AGENDA ITEMS The City Administrator reviewed the upcoming agenda items for the December 4111 City Council Meeting.
