SPECIAL CITY COUNCIL MEETING TUESDAY, APRIL 13, 2021 HELD REMOTELY INVOCATION – Given by Councilmember Severs PLEDGE OF ALLEGIANCE – Led by Mayor Kaminskas, City Council, and City Staff CALL TO ORDER – Mayor Kaminskas called the special meeting to order at 5:30 p.m. ROLL CALL City officials who physically attended the special meeting were: Mayor Kaminskas, Mayor Pro Tem Kennedy, Councilmember Woodruff, City Administrator, Katy Allen, and IT Technician, Todd Henderson. City officials who remotely attended the special meeting via Zoom were: Councilmembers Kurtz, Severs, and Dunne. Councilmember Severs moved to excuse Councilmembers Langford and Folyer, seconded by Councilmember Woodruff. Motion carried unanimously. The Chief of Police, City Clerk, Library Director, Director of Planning & Engineering, City Engineer, Crew Lead, HR Manager, and City Attorney also attended the meeting via Zoom. AGENDA APPROVAL: Councilmember Severs moved to approve the agenda, seconded by Councilmember Woodruff. Motion carried unanimously. ACTION ITEM Mayor Kaminskas read the City of Liberty Lake’s public statement regarding former Mayor, Shane Brickner, into the record. Councilmember Severs moved to approve the statement as drafted, seconded by Councilmember Woodruff. At 5:38 p.m., Mayor Kaminskas announced Councilmember Folyer arrived at the meeting. At 5:41 p.m., Mayor Kaminskas announced Councilmember Langford arrived at the meeting. Motion carried 4-3; Councilmembers Severs, Woodruff, Dunne, and Kurtz in favor, all others opposed. Mayor Kaminskas announced citizen comments can be submitted in writing to the City Clerk. She also stated there will be two opportunities for citizen comments during the council’s regular meeting, April 20th.
