SPECIAL CITY COUNCIL MEETING
TUESDAY, JANUARY 25, 2022
HELD REMOTELY
Prior to invocation, Mayor Kaminskas reviewed the logistics for this evening’s meeting which,
per Governor lnslee’s Order 20-28.15, was being held remotely. Invocation then took place.
INVOCATION: Given by Councilmember Kaminskas.
PLEDGE OF ALLEGIANCE: Led by Mayor Kaminskas, City Council, and City Staff.
CALL TO ORDER: Mayor Kaminskas called the meeting to order at 6:00 p.m.
ROLL CALL
City officials who physically attended the meeting: Mayor Kaminskas, Mayor Pro Tern Kennedy,
Councilrnembers Baird, Cargill, Folyer and VanOrman, and Todd Henderson, IT Technician.
City officials who remotely attended the meeting via Zoom: Councilmembers Kurtz, Jennifer
Camp, Acting City Administrator, Kyle Dixon, Finance Director, Lisa Key, Director of Planning &
Engineering, David Williams, City Engineer, Sean Boutz, City Attorney and Kelsey Wright, City
Clerk.
Mayor Pro Tern Kennedy moved to excuse Councilmernber Dunne, seconded by
Councilmember Baird. The motion carried unanimously.
AGENDA APPROVAL: Mayor Pro Tern Kennedy moved to approve the agenda as presented,
seconded by Councilmember Cargill. The motion carried unanimously.
CITIZEN COMMENTS
Tom Sahlberg: A city resident, spoke regarding the trailhead project and the importance of
making information available to the trailhead committee and the citizens.
TRAILHEAD WORKSHOP
Mayor Kaminskas welcomed the Trailhead Design Build Team. The Trailhead Design Build
Team presented an update on Trailhead reviewing the Project/Scope Essentials and
Community Impact, scope and budget options, return on investment, and schedule and next
steps. Questions were first asked and answered regarding the driving range, followed by
additional questions asked and answered on other areas of the project. Additional information
was identified throughout the discussion for staff and the project team to bring back to Council
for further discussion.
Mayor Kaminskas called for a 5-minute break beginning at 7:55 pm. The special meeting
resumed at 8:00 p.m. with continued questions and discussions.
Councilmember Cargill moved to delay a decision on the presented options until the majority of
council agrees and requested information is received from staff. Seconded by Councilmember
Baird.
Councilmember Cargill moved to delay a decision for three months, until all information is
provided in order to make a decision. Seconded by Councilmember Baird. Following discussion,
the Mayor called for the vote. Councilmember Cargill voted in favor; Councilmembers Baird,
Kurtz, Kennedy, VanOrman and Folyer voted opposed. The motion failed to carry with a final

tally of 1-5.
Following additional discussion, the Mayor called for the vote on the original motion to delay the
decision until the requested information is provided. Councilmember Cargill voted in favor;
Councilmembers Baird, Kurtz, Kennedy, VanOrman and Folyer voted opposed. The motion
failed to carry with a final tally of 1-5.
Mayor Pro Tern moved to direct the team to focus on gathering the needed information on clear
risk requirements and hard cost information for the driving range. Seconded by Councilmember
Baird. Following discussion, the Mayor called for the vote. Councilmembers Baird, Kurtz, Folyer,
VanOrman and Kennedy voted in favor; Councilmember Cargill voted opposed. The motion
carried with a final tally of 5-1.
Additional questions were asked and answered.
CITIZEN COMMENTS
Dg Garcia: A city resident, spoke regarding Trailhead and explained multiple aspects she hopes
the council will consider.
ADJOURNMENT: With there being no further business, the meeting adjourned at 9:48 p.m.

public meetings to be held remotely with the option of also holding an in-person
component to a public meeting if certain conditions are met. At the present time the City
of Liberty Lake has determined not to hold an in-person component to a public meeting.
