CITY COUNCIL MEETING
TUESDAY, SEPTEMBER 20, 2022
HELD IN-PERSON & REMOTELY
6:00 P.M. WORKSHOP DISCUSSION
2023-2028 Capital Facilities Plan: Lisa Key, Director of Planning and Engineering, presented on
the preliminary draft of the Capital Facilities Plan, reviewed the upcoming process for revisions
and adoption, and requested council feedback. Council discussion ensued with questions asked
and answered.
REGULAR CITY COUNCIL MEETING SESSION
INVOCATION: Given by Councilmember Spencer.
PLEDGE OF ALLEGIANCE: Led by Mayor Pro Tern Folyer, City Council, and City Staff.
CALL TO ORDER: Mayor Pro Tern Folyer called the meeting to order at 7:02 p.m.
ROLL CALL:
City officials who physically attended the meeting: Mayor Pro Tern Folyer, Councilmembers
Sahlberg, Dunne, Spencer, and VanOrman, Lisa Key, Director of Planning & Engineering, Kyle
Dixon, Finance Director, Kelsey Hardy, City Clerk, David Goehner, Communications Specialist,
Lieutenant Darin Morgan, David Williams, City Engineer, and Todd Henderson, IT Technician.
City officials who remotely attended the meeting via Zoom: Councilmember Cargill, Mark
McAvoy, City Administrator, Jandy Humble, Library Director, Trevor Ragan, Parks and
Operations Lead, Police Chief Damon Simmons and Sean Boutz, City Attorney.
Councilmember Spencer moved to excuse Councilmember Kurtz. Councilmember Dunne
seconded, which carried unanimously.
Mayor Kaminskas was absent due to attending the AWC Fall Mayor’s Exchange.
AGENDA APPROVAL: Councilmember Dunne moved to approve the agenda as presented.
Councilmember Sahlberg seconded, which carried unanimously.
CITIZEN COMMENTS: Mayor Pro Tem Folyer invited public comment.
Mark Saba spoke regarding the Vietnam Moving Wall event and thanked all the volunteers who
participated.
ANNOUNCEMENTS I PROCLAMATIONS I SPECIAL PRESENTATIONS:
Presentation Haploos Virtual Card: Josh Arritola presented an overview of the Haploos Virtual

Card, how it works and benefits from using the payment method. Questions asked and
answered.
Proclamation: National Service Dog Month: Jo Lynne Mimnaugh, with Canine Companions,
presented information on their organization and service dogs. Mayor Pro Tern Folyer moved to
approve the proclamation. Councilmember Dunne seconded, which carried unanimously. The
city clerk then read the proclamation and September 2022 was declared as National Service
Dog Month.

REPORTS & INQUIRIES:
City Council: Tom Sahlberg thanked all the volunteers for the Moving Wall; a thank you to the
Rotary for partnering in the Farmer’s Market; congratulations on the success of the Rim Ride
and provided information on City of Spokane’s anti-camping ordinance.
Councilmember Dunne requested a workshop on a potential anti-camping ordinance for the City
of Liberty Lake.
Councilmember VanOrman reported on a trash pick-up event and Lennar’s open house at
Stonehill.
Mayor: No report at this time.
City Administrator: Mark McAvoy, City Administrator reviewed upcoming events and reminders.
David Williams, City Engineer provided an update on city projects and Mark reported on the
ICMA Annual Conference. Questions asked and answered throughout.
Liberty Lake Sewer & Water District: Torn Agnew, Commissioner with LLSWD reported that
LLWSD has an opening for a Wastewater Treatment Plant Operator and that they are working
on their NPDES permit. Questions asked and answered.
WORKSHOP DISCUSSIONS:
2023-2028 Capital Facilities Plan: Council continued discussion from the 6pm workshop session
with questions asked and answered. Mayor Pro Tern Folyer requested that the City Hall Council
Chamber Expansion be added to the CFP as a 2024 or 2025 project.
GENERAL BUSINESS
Consent Agenda
Mayor Pro Tern Folyer moved to approve the consent agenda, item 1 OA was to approve the
September 6, 2022 city council meeting minutes; item lOB was to approve the September 20,
2022 vouchers, September 8, 2022 manual wire, September 13 and 15, 2022 manual checks,
and August payroll and benefits in the amount of $3,910,736.48. Councilmember Sahlberg
seconded, which carried unanimously.
Action Items
Mayor Pro Tern Folyer moved to approve the price adjustment for the purchase of a John Deere
TS Gator for a total cost of $831 5.06. Councilmember Dunne seconded. Following brief
discussion, Mayor Pro Tern Folyer called for the vote. The motion carried unanimously.
Mayor Pro Tern Folyer moved to approve the one-year master service agreement with Ptera for
phone and internet services. Councilmember Dunne seconded. Jason Schriver, with Ptera,
spoke regarding the upgrades associated with the service agreement. Following brief
discussion, Mayor Pro Tern Folyer called for the vote which carried unanimously.
COUNCIL COMMENTS:
Mayor Pro Tem Folyer brought to the attention of the Councilrnernbers the city’s social media
policy within the code of ethics.
PUBLIC HEARINGS I APPEALS:
Citizen Input on 2023 Preliminary Budget
Mayor Pro Tern Folyer opened the hearing at 8:08 p.m. PDT. He then invited public comment.
No public comments were heard at this time.
Kyle Dixon, Finance Director and Councilmernber Cargill provided brief comments.

Mayor Pro Tern Folyer closed the hearing at 8:10 p.m.
RESOLUTIONS:
Resolution No. 22-234: Mayor Pro Tern Folyer moved to approve Resolution No. 22-234.
Councilmember Sahlberg seconded. The city clerk read, by title only, Resolution No. 22-234, “A
Resolution Providing for the Disposal of Certain Inventory Items Deemed to be Surplus to the
Reasonably Foreseeable Needs of the City of Liberty Lake, Washington.” Mayor Pro Tern
Folyer invited public comment. No comments were heard at this time. Following brief
discussion, Mayor Pro Tern Folyer called for the vote which carried unanimously.
ORDINANCES:
2nd Read- Ordinance No 284A: The city clerk read, by title only, Ordinance 284A, “An
Ordinance Amending Ordinance No. 284 Passed by the City Council on December 21, 2021,
Entitled “An Ordinance of the City of Liberty Lake, Washington, Adopting a Budget for the
Period January 1, 2022, through December 31, 2022, Appropriating Funds and Establishing
Salary Schedules for Established Positions”. Mayor Pro Tern Folyer moved to approve
Ordinance No. 284A. Councilmember Dunne seconded. Mayor Pro Tern Folyer invited public
comment. No comments were heard at this time. The motion carried unanimously.
EMERGENCY ORDINANCES - No items at this time.
INTRODUCTION OF UPCOMING AGENDA ITEMS: Mayor Pro Tern Folyer and council
reviewed upcoming workshops. Councilmember Van Orman request the Utility Tax Workshop
be scheduled for the October 18th Council meeting.
CITIZEN COMMENTS: Mayor Pro Tern Folyer invited public comment. No public comments
were heard at this time.
EXECUTIVE SESSION: No items at this time.
ADJOURNMENT: With there being no further business, the meeting adjourned at 8:18 p.m.
