CITY COUNCIL SPECIAl.. MEETING
TUESDAY, OCTOBER 11, 2022
HELD IN-PERSON & REMOTELY
CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:00 p.m.
ROLL CALL:
City officials who attended the meeting in-person: Mayor Kaminskas, Councilmembers
Sahlberg, Dunne, Cargill and Kurtz, Mark McAvoy, City Administrator, Kelsey Hardy, City Clerk
and Todd Henderson, IT Technician.
City officials who attended the meeting remotely: Mayor Pro Tern Folyer and Kyle Dixon,
Finance Director.
Councilmember Kurtz moved to excuse Councilmernbers VanOrman and Spencer.
Councilmember Cargill seconded, which carried unanimously.
AGENDA APPROVAL: Councilmember Dunne moved to approve the agenda as published.
Councilmember Kurtz seconded, which carried unanimously.
CITIZEN COMMENTS: Mayor Kaminskas invited public comment. No comments were heard at
this time.
WORKSHOP DISCUSSION:
2023 Budget Process and Practices: Kyle Dixon, Finance Director presented an overview of the
annual budget document and processes including the purpose of the budget, basis of
accounting, capital facilities, fee schedules and an overview of funds. Questions asked and
answered.
CITIZEN COMMENTS: Mayor Kaminskas invited public comment. No comments were heard at
this time.
ADJOURNMENT: With there being no further business, the meeting adjourned at 7:40 p.m.
