CITY COUNCIL SPECIAL MEETING SATURDAY, MARCH 4, 2023 HELD IN-PERSON & REMOTELY CALL TO ORDER: Mark McAvoy called the meeting to order at 1:00 p.m. City officials who physically attended the meetinq: Mayor Kaminskas, Mayor Pro Tem Folyer, Councilmembers Spencer, Cargill, Sahlberg, Van Orman, Dunne and Kurtz, Mark McAvoy, City Administrator, Kyle Dixon, Finance Director, Jandy Humble, Library Director, Damon Simmons, Police Chief, Lisa Key, Director of Planning & Engineering, and Jen Camp, Director of Operations & Maintenance. CITY COUNCIL STRATEGIC PLANNING WORKSHOP Mark McAvoy, City Administrator, lead discussions on the brainstorming and development of the City’s next 5-year strategic plan. Those present at the meeting were split into 3 groups to discuss the topics below. Context Mapping: Groups discussed societal trends, political factors, economic climate, community trends, technological factors, resident needs, and uncertainties that may have an impact on our city over the next 5 years and beyond. SWOT Analysis: Groups discussed strengths, weaknesses, opportunities, and threats within the City. History Mapping: Groups focused on key things that have influenced how the City got to where it is today. Future Mapping: Groups focused on key things that will influence the City’s future. Focus on Future: Groups focused on City priorities that will impact the City’s future. 5-Year Vision: Groups discussed what accomplishments the City would like to achieve over the next 5 years. Mark McAvoy then discussed implementation of public engagement software ZenCity and next steps on the Strategic Plan.
