City officials who physically attended the meeting: Mayor Kaminskas, Mayor Pro Tern Folyer,
Councilmembers Spencer, Van Orman, Sahlberg, and Cargill, Mark McAvoy, City Administrator,
Todd Henderson, IT Technician, Damon Simmons, Police Chief, Darin Morgan, Police
Lieutenant, Kyle Dixon, Finance Director, David Goehner, Communications Specialist and
Kelsey Hardy, City Clerk.
Councilmember Dunne arrived at 6:14 p.m.
City officials who remotely attended the meeting via Zoom: Jen Camp, Operations &
Maintenance Director, Mikayla Kittilstved, Interim Library Director, Lisa Key, Director of Planning
& Engineering, and Amy Mullerleile, Senior Planner.
Prospective Property Insurance Provider WCIA (Washington Cities Insurance Authority: Rob
Roscoe, Deputy Director of WCIA, presented on WCIA’s insurance program. Council discussion
ensued with questions asked and answered.
With there being no further discussion, the workshop session ended at 6:55 p.m.
REGULAR CITY COUNCIL MEETING SESSION
INVOCATION: Given by Councilmember Cargill.
PLEDGE OF ALLEGIANCE: Led by Mayor Kaminskas, City Council and City Staff.
CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:02 p.m.

Councilmember Dunne moved to excuse Councilmembers Kurtz and Van Orman.
Councilmember Spencer seconded, which carried unanimously.
City officials who remotely attended the meeting via Zoom: Jen Camp, Operations &
Maintenance Director, Mikayla Kittilstved, Interim Library Director, Lisa Key, Director of Planning
& Engineering, David Williams, City Engineer, and Amy Mullerleile, Senior Planner.
AGENDA APPROVAL: Mayor Pro Tern Folyer moved to add, under item 19, an executive
session per RCW 42.30.110(1)(g) regarding personnel matters. Councilmember Spencer
seconded, which carried unanimously. Mayor Pro Tern Folyer moved to move items 100, D, E,
F and G to general business item 11. Councilmember Spencer seconded, which carried
unanimously.
Mayor Pro Tern Folyer moved to approve the amended agenda. Councilmember Sahlberg
seconded, which carried unanimously.

Presentation from the Spokane Regional Collaborative on Recommendation for Formation of
Spokane Regional Authority for Homelessness, Housing, Health and Safety: Rick Romero, with
the Spokane Regional Authority, presented on the formation and mission of the authority and
information on joining the authority. Questions asked and answered.
REPORTS & INQUIRIES:
City Council: Councilmember Dunne reported on the STA Ribbon Cutting for the city line.
Councilmember Sahlberg reported on the Friends of Liberty Lake Library Soiree fundraiser and
the re-opening of Mission Avenue.
Mayor: Mayor Kaminskas reported on the SRTC regular meeting, grant award for East Mission
Avenue overlay, City budget update, and upcoming National Night Out. Lastly, she reported on
an upcoming ballot measure asking for a .2% sales tax increase, and Spokane City Council’s
request for support in postponing until next year.
City Administrator: Mark McAvoy, City Administrator, reviewed upcoming events and reminders,
and allowed councilmembers an opportunity to ask question on monthly reports from directors.
Chief Simmons presented on the state crime report. Lisa Key, Director of Planning and
Engineering provided an update on the Mission Avenue Repairs. Lastly, David Goehner,
Communications Specialist spoke about the city podcast. Questions asked and answered
throughout.
Parks & Arts Commission: Nancy Hill, Commission Chair, provided an update on the Hooptown
Mural, skate park feature painting, Spokane Symphony Agreement, Satori Dance Contract,
Pickleball League contract, 2024 strategic plan and budgeting preparations.
Planning Commission: Richard Suer, Planning Commission Chair, reported on workshop topics
that will be coming forward to council such as fencing standards for public utilities, community
events and temporary use permits, and River District sign code and landscape code
amendments. Additionally, he reported on an open space proposal in the River District.
Liberty Lake Sewer & Water District: Kottayam Natarajan, LLSWD Commissioner, thanked the
Planning Commission for reviewing fencing for public utilities, reported on supply change
challenges for parts, backflow prevention update, and construction at their administrative office.
WORKSHOP DISCUSSIONS:
Draft ILA for the Establishment of the Spokane Regional Authority for Homelessness, Housing,
Health and Safety: Council discussed the draft ILA proposal and request for resolution to
support joining the ILA. Councilmember Dunne moved that staff prepare a resolution for the
next meeting, introducing the commitment of Liberty Lake’s support and interest in composing
ILA’s to participate. Councilmember Cargill seconded. Following additional discussion, the
mayor called for the vote which carried unanimously.
GENERAL BUSINESS
Consent Agenda
Mayor Pro Tem Folyer moved to approve the consent agenda items 1OA and lOB.
Councilmember Sahlberg seconded, which carried unanimously. With this action, the following
items were approved:

lOB. July 18, 2023 vouchers, June 16-30, 2023 payroll and benefits, quarterlies for 2d
quarter, and the July 10, 2023 manual check in the total amount of $876,887.12.

Action Items:
Mayor Pro Tern Folyer moved to authorize the Mayor to execute the employment agreement
addendum between the City and the Chief of Police. Councilmember Dunne seconded.
Following brief discussion, the mayor called for the vote which carried unanimously.
Mayor Pro Tern Folyer moved to authorize the Mayor to execute the employment agreement
between the City and the Deputy Chief of Police. Councilmember Dunne seconded. Following
discussion, the Mayor called for the vote which carried unanimously.
Mayor Pro Tern Folyer moved to confirm the Mayor’s appointment of Joe Mann to the Civil
Service Commission. Councilmember Sahlberg seconded. Mr. Mann introduced himself and
shared why he was interested in serving on the commission. Questions asked and answered.
Councilmembers Sahlberg, Dunne, Spencer and Folyer voted in favor; Councilmember Cargill
voted opposed. The motion passed with a final tally of 4-1.

Civil Service Commission. Councilmember Sahlberg seconded. Ms. Webster introduced herself
and explained why she’s interested in serving on the commission. Questions asked and
answered. Councilmembers Sahlberg, Dunne, Spencer and Folyer voted in favor;
Councilmember Cargill voted opposed. The motion passed with a final tally of 4-1.

Service Commission. Councilmember Sahlberg seconded. Ms. Hatcher introduced herself and
explained why she’s interested in serving on the commission. Questions asked and answered.

voted opposed. The motion passed with a final tally of 4-1.
COUNCIL COMMENTS: Mayor Pro Tem Folyer thanked Mark for speaking on the letter from
Greenstone.
PUBLIC HEARINGS I APPEALS: No items at this time.
RESOLUTIONS: No items at this time.
ORDINANCES:
2nd Read Ordinance No. 291A: The city clerk read, by title only, “An Ordinance Amending

Ordinance No. 291 Passed by the City Council on December 6, 2022, Entitled “An Ordinance of
the City of Liberty Lake, Washington, Adopting a Budget for the Period January 1, 2023, through
December 31, 2023, Appropriating Funds and Establishing Salary Schedules for Established
Positions”. Mayor Pro Tern Folyer moved to approve Ordinance No. 291A. Councilmember
Dunne seconded.
Councilmember Cargill moved to strike section 2. Councilmernber Dunne seconded, which
carried unanimously.
Mayor Kaminskas invited citizen comments. No comments were heard at this time. The mayor
then called for the vote to approve as amended, which carried unanimously.
EMERGENCY ORDINANCES: No items at this time.
INTRODUCTION OF UPCOMING AGENDA ITEMS: Mayor Kaminskas reviewed upcoming
agenda items.
CITIZEN COMMENTS: Mike Kennedy, spoke regarding music at Town Square with vendors
and hope for a similar event at Orchard Park. He also spoke on the Friends of the Library
Soiree.
EXECUTIVE SESSION: Mayor Kaminskas announced a 10-minute executive session per RCW
42.30.110(1)(g) regarding personnel matters, to return at 9:23 p.m.
