CITY COUNCIL MEETING
TUESDAY, OCTOBER 17, 2023
HELD IN-PERSON & REMOTELY
6 PM WORKSHOP SESSION
City officials who physically attended the meeting: Mayor Kaminskas, Councilmembers Folyer,
Dunne, Van Orman, Sahlberg, Cargill and Kurtz, Mark McAvoy, City Administrator, Kyle Dixon,
Finance Director, David Goehner, Communication Specialist, Jacob Nauretz, IT support, and
Kelsey Hardy, City Clerk.
City officials who remotely attended the meeting via Zoom: Councilmember Spencer, Lisa Key,
Director of Planning and Engineering, Jen Camp, Operations & Maintenance Director, and Amy
Mullerleile, Senior Planner.
2024 Legislative Priorities: Mark McAvoy, City Administrator, led a discussion gathering
consensus on the City’s legislative priorities. Council discussion ensued. Councilmember Dunne
requested that Mark combine the agreed upon priorities into a resolution.
With there being no further discussion, the workshop session ended at 6:46 p.m.
REGULAR CITY COUNCIL MEETING SESSION
INVOCATION: Given by Councilmember Dunne.
PLEDGE OF ALLEGIANCE: Led by Mayor Kaminskas, City Council and City Staff.
CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:02 p.m.
ROLL CALL:

AGENDA APPROVAL: Mayor Pro Tern Folyer moved to approve the agenda as submitted.
Councilmember Dunne seconded, which carried unanimously.
CITIZEN COMMENTS: Mike Kennedy spoke regarding Civil Service Commissions.
ANNOUNCEMENTS I PROCLAMATIONS I SPECIAL PRESENTATIONS:
Presentation — Mayor’s 2024 Budget Message: Mayor Kaminskas presented her 2024 Budget
Message.
REPORTS & INQUIRIES:
City Council: Councilmember Van Orman reported on a fundraiser for sleep in heavenly peace.
Councilmember Spencer reported on the HUB Sports Center unlock your future event and the
fire prevention week proclamation.
Mayor: Mayor Kaminskas reported on meetings with Visit Spokane, GSl Board, Greater and
Spokane Valley Chamber. She reported on an upcoming student appointment for Parks and
Arts Commission, attendance at the AWC Mayor’s Exchange, and a meeting with AWC district 1

representatives. She shared information on an upcoming elected official essentials training,
SRTC long term planning, GMA Spokane County elected officials public hearing, and policy
meetings.
City Administrator: Mark McAvoy, City Administrator, reviewed upcoming events and reminders.
Kyle Dixon, Finance Director, and Lisa Key, Director of Planning and Engineering, introduced
new staff in their departments. Mark invited questions on the monthly department reports. He
then reported on current and upcoming commission vacancies. Lisa provided an update on the
climate resiliency grant. Lastly, Mark provided an update on the strategic plan. Questions asked
and answered throughout.
Planning Commission: Richard Siler, Planning Commission Chair, reported on proposed code
amendments to River District open space regulations, signage standards, and landscape
regulations. He also reported on amendments being considered for public assembly and
community events, as well as chain link and barbed wire for public utility facilities.
Parks & Arts Commission: Nancy Hill, Parks & Arts Commission Chair, reported on the
Hooptown USA mural and upcoming donation for backboards from Hooptown USA, story walk
installation at Orchard Park, skate park mural progress, recent events, recreation fee schedules
and the Inland Chess recreation program.
Liberty Lake Sewer & Water District: Bill Genoway reported on district office renovations, facility
fencing, leaf drop off program, and representation on the Washington Association of Sewer and
Water Districts.
WORKSHOP DISCUSSIONS:
Liberty Lake Lion’s Club Arboretum Donation and Match: Councilmember Van Orman presented
a proposed monetary donation, three tables and payers at the arboretum. She also requested
City Council’s consideration of additional funding to add a gazebo or picnic area covers. Council
discussion ensued with questions asked and answered.
GENERAL BUSINESS
Consent Agenda
Mayor Pro Tern Folyer moved to approve the consent agenda items 1 OA, B, C and D.
Councilmember Sahlberg seconded, which carried unanimously. With this action, the following
items were approved:
1 0.A. October 3, 2023 meeting minutes.
lOB. October 17, 2023 vouchers and the September 1-15, 2023 payroll, benefits and
quarterlies in the total amount of $824,731.52.
1 0.C. Authorize the Mayor to sign the three-year Inland Chess Academy Agreement for
Services.
l0.D. Approve the agreement with Executech to provide onsite IT support.
Action Items:
Mayor Pro Tern Folyer moved to authorize the Mayor to sign a Memorandum of Understanding
(MOU) between the Liberty Lake Police Guild and the City of Liberty Lake regarding the use of a
video security and recording system. Councilmember Kurtz seconded. Mark McAvoy, City
Administrator, provided an update on the development of the MOU. Following discussion, the
Mayor called for the vote, which carried unanimously.
COUNCIL COMMENTS: Councilmember Sahlberg alleged a code of ethics complaint against
Councilmember Cargill.

PUBLIC HEARINGS I APPEALS: No items at this time.
RESOLUTIONS:
Resolution No. 01-012C: The city clerk read by title only, Resolution No. 01-012C, Resolution
Authorizing Investment of the City of Liberty Lake, Washington Monies in the Local Government
Investment Pool.” The Mayor invited public comment. No comments were heard at this time.
Mayor Pro Tern Folyer moved to approve Resolution No. O1-012C. Councilmember Cargill
seconded, which carried unanimously.
Resolution No. 23-251: The city clerk read by title only, Resolution No. 23-251, “A Resolution of
the City of Liberty Lake, Washington Approving the Final Plat of River District Town Center First
Addition, Located in Portions of the Southeast Quarter of the Northeast Quarter and the
Northeast Quarter of the Southeast Quarter of Section 9, Township 25N, Range 45 E.W.M.,
Liberty Lake, Washington.” The Mayor invited public comment. No comments were heard at this
time. Mayor Pro Tern Folyer moved to approve Resolution No. 23-251. Councilmember Dunne
seconded, which carried unanimously.
Resolution No. 23-252: The city clerk read by title only, Resolution No. 23-252, “A Resolution
Supporting Spokane County Ballot Measure No. 1 The Mayor invited public comment. No

comments were heard at this time. Mayor Pro Tern Folyer moved to approve Resolution No. 23-
252. Councilmember Dunne seconded. Following the discussion, the mayor called for the vote.
Councilmembers Dunne, Spencer, Folyer, Van Orman, Kurtz and Cargill voted in favor;
Councilmember Sahlberg voted opposed. The motion carried with a final tally of 6-1.
ORDINANCES: No items at this time.
EMERGENCY ORDINANCES: No items at this time.
INTRODUCTION OF UPCOMING AGENDA ITEMS: Mayor Kaminskas reviewed upcoming
agenda items.
CITIZEN COMMENTS: Mike Kennedy spoke regarding the arboretum.
Nicole Hamblet requested an update on plans for safety on parking lots between the elementary
schools.
EXECUTIVE SESSION: No items at this time.
ADJOURNMENT: With there being no further business, the meeting adjourned at 8:37 p.m.
