PLANNING COMMISSION MEETING MINUTES WEDNESDAY, OCTOBER 9, 2019 Planning Commission Members Present: Phil Folyer, Jesse Fox, Richard Siler, Jamie Baird, Charles Matthews, Tom Sahlberg Adjunct Member(s) Present: Paul Brown, Joe Mann Absent: Joshua McKee Staff Present: Lisa Key, Barbara Barker, Kelsey Wright Call to Order: Meeting was called to order at 4:04 PM. Roll Call: A quorum of members was present. General Business: Review of Agenda & Approval of Minutes: Commissioner Brown moved that the August 14th minutes be approved, seconded by Commissioner Baird. Minutes were approved with all ayes. Ratification of Findings, Conclusions & Recommendations for 2019 Comprehensive Plan & Code Amendments: Commissioner Brown moved to ratify the Findings, Conclusions & Recommendations for CPA2019-0001, CPA2019-0002, CPA2019-0003, CPA2019-0004, CPA2019-0005, CPA2019- 0006, CPA2019-0007, CPA2019-0008, CPA2019-0009 and CPA2019-0010, seconded by Commissioner Matthews. Findings, Conclusions & Recommendations approved with all ayes. Discussions/Presentations: 2019 City of Liberty Lake Building Development Statistics Mid-Year Review: Barbara Barker presented on the statistics from the first half of the year for both residential and commercial development within the City. Questions asked and answered. Workshops: Possible Amendments to City Landscaping Code: Barbara Barker presented an explanation of our current landscaping code, followed by a workshop discussion of possible goals to guide revisions to the code going forward. She introduced the action list identified by the landscape code revisions technical advisory team for further discussion at the next workshop. Planning Commission Meeting Minutes Page 1|2 October 9, 2019 Secretary’s Report: Lisa Key reported on the following items: Status of Planning Commissioner terms expiring – none this year Upcoming Agenda Items – Landscape Workshop, Draft CFP Presentation, LLWSD presentation in December, Re-visit the 2019 Work Plan and brainstorm for 2020 Work Plan. Planning Commissioner Reports: Commissioner Siler gave a brief report on the status of the Trailhead Golf Course Steering Committee. City Council Reporter of the Month: Commissioner Folyer volunteered to report at the next City Council meeting. Citizens Comments: No comments made at this time.
