PLANNING COMMISSION MEETING MINUTES WEDNESDAY, AUGUST 10th, 2022 Planning Commission Members Present: Richard Siler, Joe Mann & Dale Robbins, DG Garcia Adjunct Member(s) Present: Absent: Jim Baumker, Tim Olsen, Stephen Ramirez Staff Present: Lisa Key, Amy Mullerleile, Megan Abhold, Michelle Binion Call to Order: Meeting was called to order at 4:01p.m. Roll Call: A quorum of members was present. Absences: Commissioner Robbins moved to excuse absences, seconded by Commissioner Mann. This motion carried unanimously. Review of Agenda & Approval of Minutes: Commissioner Mann moved that the June 8th, 2022, minutes be approved, seconded by Commissioner Garcia. The motion carried unanimously. Workshops: RV & Ministorage as a Limited Use in C-1, C-2, I & RD-C Zones: Director Lisa Key presented on allowing RV and ministorage as a limited use in select zones. Director Key outlined the concerns that were expressed by Commission members in the previous meeting and proposed solutions that could be adopted as limited use standards. Questions were asked and answered. It was agreed that an additional workshop was needed when all Commissioners were present to provide feedback. Amendments to Parking Standards Director Key presented proposed amendments to the current parking standards in both the City development code and River District SAP. She advised the revisions were in accordance with recommendations provided by the ITE Parking Generation Manual. The intended goals of the amendments include reducing the need for administrative variances and creating consistency between City and River District standards. Director Key described a credit of 20% for shared parking that is outlined in the River District SAP and incorporating that into the City’s development code. Commissioner Siler wanted to know if that number is successful. Director Key will do more research on other jurisdictions shared parking policies. Joe Frank described shared parking as successful in the River District. Planning Commission Meeting Minutes Page 1|2 August 10th, 2022 Director Key spoke about new electric vehicle standards. Questions were asked and answered. Joe Frank Left at 5:36 pm Secretary’s Report: Director Key advised that two Planning Commissioner seats are open and one incomplete application has been submitted. Planning Commissioner Reports: Nothing to report at this time Citizens Comments: No comments at this time. Adjournment: Commissioner Robbins moved to adjourn the meeting, seconded by Commissioner Garcia which carried unanimously.
