PLANNING COMMISSION MEETING MINUTES WEDNESDAY, OCTOBER 12TH, 2022 HELD VIA ZOOM & IN PERSON AT CITY HALL Planning Commission Members Present: Richard Siler, Joe Mann, DG Garcia, Tim Olsen & Stephen Ramirez Adjunct Member(s) Present: Jim Baumker Absent: Dale Robbins Staff Present: Lisa Key, Amy Mullerleile, Megan Abhold & Kathy Cummings Call to Order: Meeting was called to order at 4:03 p.m. Roll Call: A quorum of members was present. Absences: Commissioner Mann moved to excuse absences, seconded by Commissioner Olsen. This motion carried unanimously. Review of Agenda & Approval of Minutes: Commissioner Olsen moved that the August 10th, 2022, minutes be approved, seconded by Commissioner Siler. The motion carried unanimously. Workshops: Amendments to Parking Standards: Director Lisa Key present the proposed amendments to the current parking standards in the City Development Code. Director Key emphasized that the ITE Parking Generation Manual was used as a reference for determining appropriate revisions to the parking standards. Stephen Ramirez arrived via zoom at 4:15 pm. Director Key then presented on the proposed amendments to the current parking standards in the River District SAP while acknowledging the comments submitted by Greenstone’s Joe Frank. Director Key stated that the intent is to create continuity between the River District parking standards with the rest of the City and integrate both codes in the future. Comments and questions were asked and answered throughout. Review of Other Annual Cycle Amendments: Director Key provided a review of previously workshopped Comprehensive Plan amendments, including the definition of building height, limited use requirements for manufactured homes, and Planning Commission Meeting Minutes Page 1|2 October 12th, 2022 changes to the Comprehensive Plan and Zoning maps. These amendments and the proposed parking amendments will be presented at a public hearing during the November 9th Planning Commission meeting. No questions were asked. Secretary’s Report: Director Key introduced the City’s new PEBS Technician, Kathy Cummings, to the Planning Commission. Legal notice for the Comprehensive Plan Amendments will be posted in the October 21st Spokane Valley News Herald. SEPA documents will be sent on Monday, October 17th. Planning Commission Public Hearing on November 9th with separate workshops on each Comprehensive Plan amendment. Planning Commissioner Reports: Commissioner Siler volunteered to present at the October 18th City Council Meeting. Citizens Comments: No comments at this time. Adjournment: Commissioner Mann moved to adjourn the meeting, seconded by Commissioner Siler which carried unanimously.
