PLANNING COMMISSION MEETING MINUTES
WEDNESDAY, April 9, 2025
HELD VIA ZOOM & IN PERSON AT CITY HALL
Planning Commission Members Present: Tom Sahlberg, Jim Baumker, Dg Garcia, Charlie
Jencks, and Phil Folyer were in person.
Adjunct Member(s) Present: Gene Heuschel and Troy Mullenix
Staff Present: Lisa Key, Amy Mullerleile, Kathy Cummings in person and Lance Mueller via Zoom
Call to Order: Meeting was called to order at 4:00 p.m.
Roll Call: A quorum of members was present.
Absences: Commissioner Mann and Commissioner Robbins were unable to attend. A motion to
excuse the commissioners, was made by Commissioner Jencks and seconded by Commissioner
Baumker. The motion carried unanimously.
Commissioner Sahlberg asked that everyone stand for the Pledge of Allegiance.
Review of Agenda & Approval of Minutes: Commissioner Jencks motioned to approve the
meeting agenda, seconded by Commissioner Baumker. The motion was approved unanimously.
Commissioner Jencks motioned to approve the March 26th meeting minutes, seconded by
Commissioner Baumker. The motion was approved unanimously.
Commissioner Sahlberg asked that everyone stand for the Pledge of Allegiance.
Workshops:
Economic Development Element Revised Redlines: Senior Planner Amy Mullerleile,
presented the background and the revised redlines to this chapter. She explained that following
a reduced economic partnership contract, City Council directed staff to explore new development
strategies and services. Feedback was collected from the Commissioners on the redlined draft
chapter revisions presented and will be incorporated. Staff will present the initial findings to City
Council on May 6th. The draft will be brought back for the Commissioners to review once Council’s
direction is clearer.
Cultural Resource & History Element Revisions: Associate Planner Lance Mueller, via Zoom,
presented the edits made as recommended by the commissioners during the March 12th Planning
Commission meeting. Comments and suggestions were discussed throughout this second red-
lined chapter overview. Staff will revise language as discussed and bring forward an updated
draft for the Planning Commission to review just prior to finalizing the entire draft document.
Revised Housing & Community Services Goals & Policies: Director Key started with
reclarifying the difference between goals and policies, and presented the revisions as
recommended by the commissioners at the March 26th Planning Commission meeting.
Discussions and suggestions were ongoing regarding density adjustments within residential

zones, mixed-use developments within light industrial zones and increased references to
childcare access and community support partnerships within the policy areas.
Housing & Community Development Updated Element: Director Key provided an overview as
to why the housing element has been merged with the community service element and further
explained the merged contents within this newly created chapter. Discussion between staff and
the commissioners continued with the importance of the strategies for increasing housing
availability and affordability as they relate to the changes to state law. She wants to ensure that
City Council, as well as the public, are clear as to what strategies are required versus
recommended.
Citizens Comments: None
Secretary’s Report: Director Lisa Key shared that the timeline for the Comprehensive Plan
extension to 12/31/2026 is moving forward as it has passed in the Senate and is scheduled on
the calendar to go before the House. Extension of time is good for the city as it gives us an
opportunity to bring forward the changes made to the Development Code at the same time as the
Comprehensive Plan. The additional time also allows for more time, in the event Department of
Commerce comes back with any concerns and changes need to be made.
The story map for history is being placed on the website and on social media.
Lisa, Amy and Lance are starting to prepare materials for community engagement at the Farmers’
Market.
The Parks and Recreation Plan is going before the Parks and Arts Commission on Monday and
going to the Community Engagement Commission on Wednesday of next week.
The Transportation Network Analysis is currently in the data collection process.
As soon as a draft is available for the Housing and Community Services chapter, the
Commissioners will have the opportunity to review and make any comments. This draft will also
be used to develop public engagement materials, and elicit feedback from the public..
The next meeting will include a sign code workshop and an update on what we are doing for
public engagement. We may also be able to share the co-housing code amendment.
The Comprehensive Plan meeting schedule has again been updated and attached to the
Commissioner’s meeting packets.
Commissioner Sahlberg asked about a schedule for the Commissioners to participate in public
engagement at the Farmers’ market. Director Key stated that there is currently a schedule for
staff but that the engagement materials are still being prepared. Commissioner Sahlberg and
Director Key agreed that having a staff member and a commissioner participating together is a
good idea. The Community Engagement Committee will also be assisting with public
engagement. Director Key mentioned that if the Commissioners have ideas on other types of
engagement opportunities to please let her know.
Commissioner Reports: None
Adjournment: Commissioner Folyer motioned to adjourn the meeting, seconded by
Commissioner Garcia. The motion carried unanimously. The meeting was adjourned at 5:29 p.m.
