1, Elect Chairperson: Commissioner Hatcher nominated Commissioner Mann, seconded by
Commissioner Webster. Commissioner Mann unanimously elected Chair
2. Select Chief Examiner / Secretary: Heidi Workman, City Human Besources Director has
volunteered to fulfill the duties of that position beginning January 1 , 2024. As she is a city
employee, no public posting for the position is necessary.
Commissioner Hatcher moved to accept Heidi Workman's offer for the position,
seconded by Commissioner Webster. Motion was unanimously approved.
3. Changes to Civil Service Rules: Motion to approve the changes was made by
Commissioner Webster, seconded by Commissioner Hatcher. Motion was unanimously
approved.
4. Select Monthly Meeting date/ time /location: Commissioner Hatcher moved to set meeting
date/ time and place as Second Thursday of each month, 4pm, in Council Chambers.
5. Approve search for attorney: Commissioner Webster moved to approve beginning search
by Commission immediately, seconded by Commissioner Hatcher. Motion passed
unanimously.

Adjournment: The meeting was adjourned by Commissioner Mann at 4'.12 pm.

CIVIL SERVICE COMMISSION
CITY OF LIBERTY LAKE, WASHINGTON
THE CIVIL SERVICE COMMISSION, APPOINTED IN PURSUANT OF CHAPTER 13
OF THE 1937 SESSION LAWS, CHAPTER 41.08 AND 41.12 OF REVISED CODE OF
WASHINGTON, FOR THE CITY OF LIBERTY LAKE, HEREBY ADOPTS THE
FOLLOWING RULES AND REGULATIONS FOR CARRYING OUT THE PURPOSE OF
THE SAID ACTS.
RULE 1. DEFINITION OF TERMS
Section 1. Advancement. A salary increase within an arranged schedule or established
rate of pay for a class or position.
Section 2. Appointing Authority. The Officer, City Supervisor, Commission, or
Mayor, empowered separately or jointly under the law of the State of Washington, to employ
within the Public Safety Department of the City.
Section 3. Appointment. Includes all means of selection, appointing or employing any
person to hold an office or position subject to these Civil Service rules.
Section 4. City. The City of Liberty Lake.
Section 5. Class. A group of positions sufficiently similar with respect to duties and
responsibilities so that the same title may reasonably be used for each, the same
qualifications may be required and the same salary range may be applied with equity.
Section 6. Classified Service. All positions in the City service subject to the provisions
of these rules as defined by State law and include commissioned police officers.
Section 7. Commission. The Civil Service Commission appointed for the City of
Liberty Lake and the term ‘commissioner” means any of the three members so appointed.
Section 8. Commissioned. A police officer in the classified service.
Section 9. Compensation. Any allowance, fee, salary or wage paid to an employee or
office in the classified service, for performing the duties and responsibilities of his/her
position or office.
Section 10. Demotion. A reduction in employment status to a class having a lower
maximum rate of pay.

Section 11. Discharge. The separation of a permanent employee from the classified
service for cause.
Section 12. Eligible. The condition of being qualified, or a person who has become
qualified by examination or prior service to serve in a position under emergency conditions
for not more than ten days.
Section 13. Eligible or Employment List. A list of persons arranged in order of
preference who are eligible for appointment to a position in the classified service.
Section 14. Employee. A person who is legally employed in the classified service of the
City, or who is on authorized leave of absence and whose position is held for him/her upon
his/her return.
Section 15. Emergency Appointment. An appointment to serve in a classified position
under emergency conditions.
Section 16. Full-paid. Full-paid officer, employee, or department means that person or
persons receiving compensation from the City in return for services devoted to police duties
as a commissioned police officer.
Section 17. Lay-off. The termination of employment because of lack of funds, work or
because of material change in organization.
Section 18. Part-time Employee. One who is employed on an hourly basis, works fixed
hours or at various times, has not been appointed to any classification, does not have sick
leave or vacation time, is not entitled to a hearing on being discharged, and does not acquire
any seniority status or right to an appointment. Time employed shall not be credited to a
probationary period.
Section 19. Permanent Employee. An employee who has attained permanent status.
Section 20. Permanent Status. The status of an employee who acquired rights to a
hearing prior to discharge by reason of prior service or by successful completion of his/her
probationary period.
Section 21. Position. Any employment of office in the classified service.
Section 22. Probation. The terms of employment or trial service (12 months) during
which time an employee is subject to rejection without a hearing or trial, prior to attaining
permanent status.

Section 23. Promotion. A change in employment in accordance with these rules from a
position in the classified service having a lower, to a position having a higher, maximum rate
of pay.
Section 24. Provisional Appointment. A non-competitive appointment to a position in
the classified service made in the absence of eligibles pending the establishment of an
employment list for the class. Such appointment shall not exceed four months.
Section 25. Public Notice. Giving of notice by posting in at least one conspicuous place
in the public entrance way of the City Hall building or by i -

Section 26. Rejection. The separation of a probationary employee from the service.
Section 27. Suspension. Temporary separation of any employee from the service without
pay for disciplinary reason(s).
Section 28. Temporary Appointment. The employment of a person to a position in the
classified service for a time period not to exceed four months. The position to be occupied
shall be temporary in nature and the appointee shall be certified on a list.
Section 29. Working Day. The normal hours of labor performed within a period of
twenty-four hours on a continuous or split shift to which an employee is assigned or
appointed.
Section 30. Written Notice. The service of notice in writing either to the person directly
or by registered mail. If by mail, the service shall be deemed completed at the time of
deposit in the U.S. Postal Office.

RULE II. THE CIVIL SERVICE COMMISSION
Section 1. The Civil Service Commission shall be composed of three members (R.C.W.
41.08.030 and 41.12.030).
Section. 2. The members of the Civil Service Commission shall be appointed by the
Mayor of the City of Liberty Lake. Each member shall serve six years except the first
commissioners who shall hold Position #1 for two years, Position #2 for four years, and
Position #3 for six years. The members shall serve without compensation. (R.C.W.
41.08.030).
Section 3. No person shall be appointed a member of said Commission who is not a
citizen of the United States, a resident of the City of Liberty Lake for at least three years
immediately preceding such appointment, and an elector. Not more than two commissioners
shall be adherents of the same political part. (R.C.W. 41.08.030 and 41.12.030).
Section 4. The term of office for each member is six years. (R.C.W. 4 1.08.030 and
41. 12.030).
Section 5. Any member of the Commission may be removed from office for good cause;
provided, however, no member shall be removed from office until charges have been
preferred by the Mayor or any elector of the City in writing, and said notice containing date
and place of hearing shall be either delivered to the commissioner or given by registered mail
to himlher, not less than ten days prior to the date of a hearing on such charges before the
Personnel Committee of the City Council of the City. A majority vote of said Committee
shall determine whether such Commissioner shall be removed from office, and said
Committee has the power to make such removal (R.C.W. 41.08.030 and 41.12.030).
Section 6. Organization. The Civil Service Commission, upon the appointment of a
new member, shall elect a chair who shall continue in office until subsequent reorganization
becomes necessary, either as aforesaid or by resignation of the chair.

Section 7. Meetings. All meetings of the Commission sha,H’be public exce4t that upon
unanimous vote; the Commission may meet in executive sessiofi for the purpose of reviewing
personnel matters. Regular meetings shall be held quarterly’ on the first Monday of each
month unless a special meeting is required. Two members shall constitute a quorum and two
affirmative votes shall be required for the transaction of any official business. The Secretary-
Chief Examiner shall attend all meetings and shall record the votes taken and how the
Commissioners voted, and shall cause the minutes to be typewritten and presented to the
Commission for approval or correction at the next regular meeting. Upon approval, the
minutes shall be signed by the chair and countersigned by the Chief and shall become a part
of the permanent files of the Commission. Roberts’ Rules of Order shall be the final
authority on all questions of procedure and parliamentary law not otherwise provided by
these rules. (R.C.W. 41.08.040 and 41.12.040).

Section 8. Powers and Duties. The Civil Service Commission shall:
1. Make rules and regulations;
2. Make investigations concerning enforcement and effects of provisions of these
rules and regulations;
3. Hear and rule on complaints regarding rejection of applicants, allocation of
positions, and other matters referred to the commission within its jurisdiction;
4. Establish and maintain a roster of officers and employees in the classified service
of the Public Safety Department;
5. Establish and monitor procedures for selection of new employees for the
classified service;
6. Authorize provisional or temporary appointments; and
7. Formulate and review rules and regulations as needed.

RULE III. THE SECRETARY - CHIEF EXAMINER
Section 1. Selection. The Secretary-Chief Examiner shall be appointed by the
Commission.
Section 2. Duties. The Secretary-Chief Examiner shall have the following duties:
a) Attend meetings of the Civil Service Commission;
b) Administer personnel function of the classified service;
c) Enforce the provisions of the Civil Service Acts and these rules, except those
functions and duties reserved to the Civil Service Commission;
d) Provide for the holding of competitive examinations with the necessary
procedural matters require, and including the weighting of the parts thereof
e) Perform all lawful and necessary duties delegated by the Commission and all
functions essential to the effective administration of the Civil Service
Commission system; and
f) Keep minutes of meetings and records of the Commission.
Section 3. Removal. The Secretary-Chief Examiner may be removed by the Civil
Service Commission after a hearing before said Commission and on the same grounds or
cause as are provided for the discharge of an employee under the Public Safety discharge
rules.
RULE IV. HEARINGS AND INVESTIGATIONS SUSPENSIONS, DEMOTIONS,
DISCHARGES RE-ASSIGNMENTS, LAY-OFFS AND REDUCTIONS APPEAL
Section 1. Hearings and Investigations. Hearings and investigations which the
Commission is authorized to conduct may be made by the Commission as a body, or may be
delegated to a Commissioner or the Secretary-Chief Examiner, but no official decision of the
Commission shall be rendered until all members have reviewed or heard evidence, and two
commissioners have concurred in an opinion.
Section 2. Suspensions, Demotions, Discharges, Re-assignments, Lay-offs,
Reductions and Appeal, for the Police Department positions shall be followed as ordered in
R.C.W. 41.12.080, 41.12.090 and 41.08.090.

RULE V. CLASSIFICATION
Section 1. Procedure and Effect. The appointing authority shall classify all positions in
the classified service. The classification plan to be developed shall be transmitted to the
Civil Service Commission for adoption. Additional classes may be established and existing
classes may be divided, combined, or abolished in the same as originally adopted.
Section 2. New Positions. The Commission may create new classifications or positions,
and no person shall be appointed or employed for any such position until it has been properly
classified and an appropriate eligible list established therefore, except for emergency
appointment as hereafter provided for.
Section 3. Reclassifications. No Reclassification to a class having either a greater or a
lower maximum salary range shall be effective until first approved by the Commission. Nor
shall reclassifications be used for the purpose of avoiding the restrictions surrounding
demotions and promotions.

RULE VI. SELECTION.
Section 1. Procedure. The selection process for all applicants to civil service positions
shall follow these steps in the order listed (but in no case shall any entry-level police position
be filled in this manner if a re-hire list exists):
1. Application Blank filed with the Secretary-Chief Examiner.
a) Must have completed application form;
b) Must have releases to contact previous employers; and/ °
c) Applicants not meeting reasonable minimum criteria should be eliminated by
the Secretary-Chief Examiner and notified.
2. Employment Tests
a) There shall be a written entry-level exam;
b) There shall be a physical agility test not to exceed the state requirements.
This shall be a pass/fail test with no point value;
c) There shall be an oral interview given to those applicants who pass the written
and physical test; and
d) Applicants shall a non-refundable application fee based on the fee charged to
the city from thcoipany supplying the test.
3. Oral Interview by Interviw Board.

a) Board members shall consist of such persons as selected by the Commission;
and
b) All interview questions posed to candidates shall be determined in advance
and asked of all candidates in the same order.
4. Background Investigations will include the following:
a) Telephone reference check of previous employers and job-related references;
b) Arrest record check; and
c) Other checks as appropriate.
Section 2. Promotional Examinations: As the needs of the service may require,
promotional examinations may be conducted from time to time and may consist of
evaluations of prior service, accomplishments in a special training course, or other pertinent
tests. In addition to any testing to be conducted, the Commissioners may consider an
evaluation of performance of any candidate for promotion provided by the candidates
supervisor, provided an evaluation made in a uniform manner is presented for each candidate
tested. In order to be protected, all candidates for promotion must be permanent employees
in the classified service of the City and must possess the minimum prerequisites as set forth
in the specification of the class to which promotion is sought. A candidate for promotion
may take a test for a promotional position and be placed on the promotional list if he/she will
meet the minimum prerequisites during the life of the list, but shall not be promoted until
he/she meets the minimum prerequisites.

If, in the opinion of the Civil Service Commission a vacancy in a supervisory position
could be filled better by an open, competitive examination instead of a closed promotional
examination and/or if there is not already a promotional list for the supervisory position from
which the vacancy could be filled, then the Civil Service Commission may instruct the
Secretary-Chief Examiner to call for applications for the vacancy and arrange for an open
competitive examination and for the preparation and certification of a promotional list.
Section 3. Rules for Testing shall apply as follows:
3.1 Limitations. No limitations other than those failing to meet reasonable minimum
criteria shall be made as to the number of applicants to be received for the
examination and interview for entry level positions. The Commission may limit the
number of applicants to be examined and interviewed at any one time, according to
the needs of the service or for convenience in conducting the examinations.
3.2 Questions Shall Be Practical. Oral interviews shall be practical in their character
and shall relate to those matters only which will fairly test the general fitness of the
persons interviewed to discharge the duties of the position to which they seek to be
appointed.
3.3 Approved by the Commission. All questions must first be approved by the
Commission and no question pertaining to race, creed, religion, color, marital status,
handicap, national origin, fraternal or political opinions or affiliations will be allowed
at the examination or proceeding.
3.4 Written and Oral. Entry level inteviews shall be in writing. When appropriate,
examinations may include physical and practical tests. The Commission may act as a
committee or appoint a committee to conduct oral interviews on certain subjects
when, in it’s judgment, that it is the best means of determining a candidate’s
qualification for the position where executive ability or personality are essential, or
experience is one of the subjects in the interview, Provided, in cases where an oral
interview is used, the examining committee shall not be advised of the results of any
written examination prior to the administering of the oral interview. Any willful false
statement regarding past record or experience shall be a ground for withholding the
name of a candidate from an eligible list and shall be a ground for discharge, and
disqualifies a candidate from takin an further examination, and before the interview
begins candidates shall so be admonisll Promotional examination may be on oral
interview.
3.5 Explanation. All be made to the whole class.
Examiners are forbidden to explain the meaning of any question or make remarks or
suggestions that may assist in its solution.
3.6 Conversation and Communication. All conversation or communication between
or among applicants during examination is strictly prohibited.

3.7 Cannot Leave Room. During an examination no applicant will be allowed or
permitted to leave the room, except in case of extreme necessity, and after notice to
an examiner and then only when accompanied by one of the clerks.
3.8 Penalty for Withdrawal. An applicant, who withdraws from an examination, after
filling out his identification sheet and receiving a copy of the questions, shall be
considered as having failed.
3.9 No Help Allowed. No helps of any kind will be allowed during examinations. Any
written or printed matter that might be of aid in the examination must be handed in
before the examinations commence. Any attempt to cheat or copy from another
applicant will render the guilty person ineligible for public service at any time.
3.10 Concealing Identity. All written examinations shall be conducted and managed so
that no examination paper will disclose the name or identify of any applicant until all
the examinations papers have been marked.
3.11 Identification Marks. Any applicant in an examination who places any
identification mark on his examination papers shall be deprived of all benefits under
such examination, and no papers will be graded having such marks. The following
will be ‘identification marks”:
a. The real name or address of the applicant;
b. Any assumed or fictitious name or address;
c. Names of individuals or firms used on any of the answer sheets; and
d. Any initials, lines, signs, marks or characters that may indicate the identity of
the applicant.
3.12 Grading of Papers. No unnecessary delay will occur in the marking and grading of
the examination papers. A uniform grade of 60% is hereby established as a passing
grade on all future examinations unless changed by the Board under special
conditions and circumstances. - -

3.13 Notice of Result. As soo?the grading of the examination is completed the
applicants will be notifiedof their result and whether they passed or failed. No
questions will be shown to any applicant following the test.
3.14 Papers Not Returned. Examination papers will not be returned to the applicants.
3.15 Value of Written and Oral Exam. The Written test, when given, will count 40%
and the Oral Interview will count 60%.
3.16 Passing Score. The passing score for the written test shall be 60%.

Section 4. Rejection or Applicants. The Commission may refuse to accept an
application or after acceptance, may reject an application, or after examination, may
disqualify a successful candidate or remove the name of a successful candidate whenever the
applicant or eligible:
a. Is found to lack any of the minimum prerequisites established for the class or
position;
b. Has demonstrated a dependency is using intoxicating liquors or drugs to the,’ 7
extent that the individuaPs job performance may be affected;
c. Has made a false statement of material fact in his/her application; cj
d. Has practiced fraud or deception in securing eligibility;
e. Has not met the requirements of R.C.W. 41.12.070 and 4 1.08.070;
f. Has been convicted of a felony, misdemeanor, or gross misdemeanor involving
moral turpitude;
g. Has previously been dismissed from a private or public service for delinquency,
misconduct, or inability to do similar work or any other such cause; or
h. Has violated any of these regulations.
Section 5. Appeal. Any applicant rejected at any step of the selection process shall have
the right to appeal to the Civil Service Commission for a reviev of tle rejection decision.

Section 6. Supervision. The supervision of the selection procedures specified above
shall be the responsibility of the Secretary-Chief Examiner, who shall report the request to
the Commission and/or any commissioner on any and all procedures utilized.
Section 7. Life of Eligibility Lists. The life of an eligibility list shall be 12 months from
the date of certification unless the names of available, certified persons on the list are fewer
than three. If creation of a new list becomes necessary under this provision prior to the 12
month expiration date, then available certified candidates remaining on the list will be
required to be re-tested. It shall be the responsibility of the Secretary-Chief Examiner to
initiate testing when either of the above provisions for testing applies. The life of an
eligibility list may, however be extended for up to an additional 12 months by a majority vote
of the Civil Service Commission.
Section 8. Failure to Respond. Whenever a candidate whose name has been certified
for appointment fails to answer an inquiry of the Secretary-Chief Examiner or of the
appointing authority within ten business days, or fails to accept an appointment when offered
within the same period or within the next succeeding business day when notification is
supplied verbally, by telephone or telegraph, he/she may be deemed to have declined
appointment. If a candidate accepts appointment within the period outlined and fails to
present him/her for duty on the date specified in the notice, he/she may be deemed to have
declined appointment.

Section 9. Removal of Names from Lists. The names of persons on promotional
eligibility lists who resign from the service shall be automatically dropped from such list, as
well as persons suspended or demoted.
Section 10. Notice of Address Change. Each person on an eligible list shall file with the
Commission written notice of any change of name or address. Failure to do so may cause
removal of his/her name from the list.
Section 11. Revocation of List. An eligibility or promotional list may be revoked and
another examination ordered only when upon recommendation of the Commission. Such
action is deemed advisable on account of fraud, errors, or of obviously inappropriate
standards prescribed in connection with the examination and of plainly inadequate results
obtained therefore. No lists shall be altered or revoked except upon written notice by mail
addressed to any persons whose standing may be affected and upon entry of the reasons in
the minutes of the Commission.

RULE VII. APPOINTMENT
Section 1. Procedure. All vacancies in the classified services shall be filled according
to R.C.W. 4 1.12.100, except as modified by City of Liberty Lake ordinance as ordered under
2.32.060.
Section 2. Emergency Appointment. To meet the immediate requirements of an
emergency condition which threatens life or property, the Public Safety Director, or the
appointing authority, may employ any person or persons whom they may be legally
empowered to appoint without restriction of Civil Service rules and regulations concerned
with other types of appointments. Such employment shall be limited the duration of the
emergency period but in no event to exceed 14 calendar days. However, the same appointee
may be reappointed on successive days until the emergency is abated. Such appointee shall
be employed on an hourly basis without entitlement to sick leave, vacation, or a hearing,
before his/her discharge. The Public Safety Directorpr appointing authority shall be required
to submit a report on the action and reasons therefre, within 30 days after any emergency
appointment begin.
Section 3. Provisional Appointment. Provisional appointment may be made only in the
absence of lists appropriate for the position to be filled. In such case, the appointing
authority may select a person meeting the minimum prerequisites for the class to which the
position is allocated. As soon as possible, the Secretary-Chief Examiner shall announce and
conduct the examination for original appointment in the usual manner. No time spent as a
provisional appointee shall be credited to a probationary period, or be utilized for computing
any benefit accruing under Civil Service law or these rules, and such an appointee shall not
be entitled to sick leave, vacation, or hearing prior to his/her discharge. He/she may be
employed on an hourly basis. No provisional appointment shall exceed four months (R.C.W.
41.08.040 and 41.12.040).
Section 4. Temporary Appointment. Temporary appointment is appointment to a
classified position, not to exceed four months (R.C.W. 41.80.040 and 41.12.040). In making
such an appointment, the appointing authority shall make requisition to the Secretary-Chief
Examiner in the manner provided for regular appointment but shall indicate the time at which
it is estimated the position will terminate. The Secretary-Chief Examiner shall notify the
person or persons appearing on the appropriate eligibility list, indicating the nature of the
position and its duration, to learn who may be willing to accept temporary appointment.
Temporary services shall not be credited on any probationary period or be used in computing
any privilege accruing under Civil Service law or these rules, and no temporary employee
shall be entitled to sick leave, vacation, or hearing prior to discharge and he/she may be
employed on an hourly basis.

RULE VIII. PROBATIONARY PERIOD.
Section 1. Length of Period. No person shall be permanently appointed to a position
until he/she has satisfactorily served a probationary period of one year as adopted by Liberty
Lake’s City Council.
Section 2. Rejection of Probationer. During the probationary period, the appointing
authority may reject a probationary employee. Notice of rejection with the reason therefore
shall be given a probationer and a copy forwarded to the Secretary-Chief Examiner.
RULE IX. LEAVES AND RESIGNATIONS.
Section 1. Resignation. An employee wishing to leave the classified service of the City
in good standing shall file with the appointing authority, at least two weeks before leaving, a
written resignation stating the effective date and reason(s) for leaving. The resignation shall
be forwarded to the Commission togethe7 ith a i&i by the appointing authority as to the
employee’s service performance. Failure of the employee to comply with this rule shall be
entered on the minutes of the Commission and on the service record of the employee and
may be cause for denying future employment by the City.
Section 2. Leave of Absence Without Pay shall be granted in accordance with R.C.W.
41.12.130 and 41.08.130.
RULE X. RECORDS AND REPORTS
Section 1. Employee Roster. The Secretary-Chief Examiner shall maintain a roster of
employees in the classified service which lists pertinent information on the employment
status of each employee.
Section 2. Retention of Records. Civil Service records shall be kept in accordance with
R.C.W. 40.14.070 and W.A.C. 414-24-050, or other current, applicable codes and laws. In
summary, the retention of the records shall be as follows:
a. Minutes of meetings permanent;
—
b. Audio recordings of commission meetings 7 years;
—
c. Adopted regulations permanent;
—
d. Accounts of activity pertaining to certain Civil Service job openings (contains
names, tests scores, and indications of whether or not applicants were placed on
eligibility list) 1 year after eligibility list expiration date;
—
e. Job descriptions until reviewed or superseded;
—
f. Employment of employees on an eligibility list (not hired) until expiration date
—
of the eligibility list;

g. Examinations of employees on the eligibility list —until expiration date of
eligibility list;
h. Examinations of employees who failed to place on the eligibility list 90 days
—
after the examination
i. Eligibility lest until superceded
—
j. General correspondence 2 years;
—
k. Transitory correspondence 90 days; and
—
1. Employee personnel files 7 years after employees termination date.
—
RULE XI. COMPLAINTS
Section 1. Procedure. Any person may file, with the Secretary-Chief Examiner or the
Commission, a complaint against any decision, action, or thing, or a petition in support of
any privilege or right involving Civil Service rules or matters. The Secretary-
Chief Examiner, if she/he is not directly a party, shall investigate and shall report the
complaint with any explanation of the facts and his/her recommendation(s) to the
Commission. The Commission may investigate further or hold a hearing and may issue
recommendations or if authorized a directing order, or may allow appeal from any party to
the complaint. If a complaint to which the Secretary-Chief Examiner is a party is made,
she/he shall file a statement of the facts and an explanation of his/her action, with the
Commission, which may investigate, grant hearing and issue recommendations or orders.
RULE XII. APPLICABILITY
Unless otherwise herein provided, these rules shall include and apply to all commissioned
Police Officers services. (R.C.W. 41.08.050 and 41.12.050)

RULE XIII. AMENDMENTS.
Section 1. Procedure. These rules may be amended in accordance with R.C.W.
42.30.060 which states, briefly, that such amendments shall be made during a regular
hetior at a meeting which has been appropriately publicly announced.
