CITY OF LIBERTY LAKE Community Engagement Commission Minutes October 19th, 2022– 6:00 PM CALL TO ORDER: The meeting of the Community Engagement Commission was called to order on October 19th, 2022 at 6:00 PM. ROLL CALL: Position 1: Robin Bekkedahl Present Position 7: Vacant Position 2: Bill Norman Present Position 8: Vacant Position 3: Jennifer Kosaka Present Position 9: Mark Saba Present Position 4: Summer Darrow Present Communications Specialist David Goehner Present Position 5: Terri Peters Present Planning & Engineering Technician Megan Abhold Present Position 6: Aaron Asmus Present Administrative Assistant Tait Hunter Present APPROVALS: The motion was made to approve the September meeting minutes, with amendments, by Commissioner Saba. The motion was seconded by Commissioner Darrow, and carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. GENERAL BUSINESS: The commission briefly discussed a time change to accommodate staff, however due to scheduling conflictions, the time was kept at 6:00 PM for the convenience of the general group. The commission unanimously agreed to this decision. Mark McAvoy, the City Administrator, joined the meeting to begin conversation regarding development and use of City Academy and a possible City podcast. The City Academy would be a series of sessions where the community was invited weekly to a City location, in which they would learn the ins and outs of how the City works. He also brought up the possibility of a City podcast, a community outreach method that is only growing in popularity amongst other jurisdictions. He requested ideas and topics from the commission regarding both of these discus- sion items. The commission discussed various ideas such as staff interviews. Regarding the City Academy, ques- tions were posed such as what would distinguish it apart from other methods of information delivery. Mark clarified the purpose of the proposed City Academy, noting the hopes to educate the community regarding the City and its entities/ cooperatives, such as the Police Department and the Fire Department. The City Academy would act equally as a community engagement tool by bringing interest to the City and its operations. Mark chose to table his third discussion item for a future meeting. Commissioners Asmus and Darrow briefly went over their edited draft version of the mission statement and goals document. They aimed to keep the draft general to avoid any verbiage come off as specific to a singular goal or duty. The mission statement was proposed as a simple and concise overview of the purpose of the commission. After discussion amongst the commissioners, Commissioner Bekkedahl proposed the group take approximately Three weeks to go over the document and make edits before the next meeting. The commission unanimoulsy agreed to handle the process this way. Mark McAvoy provided an update regarding Zencity, an engagement software that would be another possibility in the realm of surveying/ community engagement software. The commission agreed to have an individual virtual meeting to take part in a possible demo. Commissioner Asmus made the motion to schedule the special demo meeting on Thursday, November 10th at 6:00 PM. Commissioner Bekkedahl seconded the motion, which then car- ried unanimously. The Farmers Market wrap-up discussion began with Commissioner Bekkedahl requesting information regarding the possibility of moving the City booth or having a CEC booth to be able to be in a more suitable location. The com- mission discussed the mutual desire to have a better location for both the City booth and/ or a possible separate CEC booth. David Goehner offered to provide a brief page of notes to the commissioners upon request, that he had taken that covered Community Engagement in a City setting. The commission briefly went over the upcoming discussion points for the November regular meeting. Commission- er Darrow proposed for the next agenda to have discussion specifically related to in-person engagement tips. Spe- cifically, how we can continue engagement outside of pre-established events. NEXT UPCOMING MEETING: The next meeting of the Community Engagement Commission will be November 16th, 2022 at 6:00 PM. ADJOURNMENT: Commissioner Asmus motioned to adjourn the meeting, which was then seconded by Commissioner Saba. There being no further business, and with unanimous approval, the meeting adjourned at 7:08 PM.
