CITY OF LIBERTY LAKE Community Engagement Commission Minutes July 17, 2024 – 6:00 p.m. CALL TO ORDER: The meeting of the Community Engagement Commission was called to order on June 12, 2024, at 6:00 p.m. ROLL CALL: Position 1: Robin Bekkedahl Present Position 7: Vacant Position 2: Bill Norman Present Position 8: Aaron Asmus Excused Position 3: Vacant Position 9: Mark Saba Present Position 4: Summer Darrow Present Communications specialist David Goehner Present Position 5: Cynthia Gamboni Present City administrator Mark McAvoy Present Position 6: Arlene Fisher Maurer On phone APPROVALS: Commissioner Saba moved to excuse commissioners Asmus and (pending arrival) Norman, which was seconded by Commissioner Darrow. The motion carried unanimously. Commissioner Norman arrived at approximately 6:10 p.m. Commissioner Darrow moved to accept the meeting minutes from June 12, 2024, with a modification to note that Commissioner Gamboni was excused, which was seconded by Commissioner Saba, and carried unanimously. PUBLIC COMMENTS: DG Garcia and Tom Sahlberg both spoke regarding the role of the Community Engagement Commission. CITY HALL UPDATES: David Goehner addressed the monthly City Hall Updates handout that was sent out previously. Commissioners discussed the recent activities of the subcommittee that is involved with the Community Satisfaction Survey to develop discussion topics from that survey for the city’s online forum about the 2025 city budget. The opportunity was given for the commissioners to e-mail staff with discussions for topics related to that survey that could be posted for the public to respond to each week at the online forum. DISCUSSIONS & BUSINESS: A – Barefoot in the Park: Reminders were given about signups to assist with responsibilities at the city’s table for the Aug. 3 Barefoot in the Park. B – Public engagement for Library design and construction project: Commissioner Bekkedahl volunteered to serve as the Community Engagement Commission’s representative for a group that will promote public input during August to collect initial community information needed for planning of the new library facility. Commissioners Saba, Norman, and Fisher Maurer volunteered to assist Commissioner Bekkedahl in this if needed. C – Outreach for City Council’s Sept. 10 town hall on proposed transparency act: Commissioners Norman and Darrow reported on the suggestions from their subcommittee. The meeting is anticipated to last about 2 hours, starting with a meet and greet followed by the town hall portion. Norman: E-mail to all residents, pass-along cards that could be distributed at in-person locations, use of city’s website, use of the city’s social media sites, and use of HOA/neighborhood social media sites. Commissioner Norman suggested including informational material during the event about the city’s commissions and board. The subcommittee will share more refined ideas with staff by July 28. D - Ideas for increases CEC presence at community events: At Commissioner Bekkedahl’s suggestion, this item was tabled to the August 14 meeting. Commissioner Norman moved to table, Commissioner Saba seconded, and the motion passed. E – 2025 projects calendar: Commissioner Saba moved to table this to the August 14 meeting. Commissioner Darrow seconded and the motion passed. F – 2025 budget discussion: Suggestions included: “Splash” inserts of 11,000 flyers at $5,000 for printing/insertion; 4 mailers for a cost of $7,000 each for printing/mailing; multimedia & special project productions for a budget of $8,000. Commissioners planned to finalize the budget at the Aug. 14 meeting. G – Draft of 2024 Annual Report: Commissioners briefly discussed the current draft and made plans to review and finalize an updated version at the Aug. 14 meeting. H – 2024 work plan: No action was taken. I – Discussion of CEC involvement/role in city engagement projects: Each commissioner relayed their individual thoughts and suggestions. Ideas include creating good engagement to create good results, viewing the upcoming town hall event as the type of action the commission can be doing, and working to invite and entice engagement. J – Special projects video: Commissioner Bekkedahl shared her plans to present her idea about a history video during an upcoming meeting of the city’s Parks and Arts Commission. Commissioners discussed additional possibilities for short video projects. K – Liberty Lake Lions Club invitation: Commissioner Bekkedahl led a discussion on ways the commission’s members could engage with service groups to provide presentations about commission activities. Commissioner Norman volunteered to provide information with David Goehner connected with existing planning for the September 10 town hall that could be used in planning and scheduling presentations to local community groups. Commissioners will further discuss potential scheduling during the August meeting. L – Date change for August meeting: Commissioner Saba moved to reschedule the Aug. 21 meeting to Aug. 14. Commissioner Norman seconded and the motion passed unanimously. ADJOURNMENT: The meeting was adjourned at 7:55 p.m. The Community Engagement Commission will hold a joint workshop with the City Planning Commission on Aug. 7, 2024, related to public engagement with the city’s comprehensive plan. The next regular meeting will be held on Aug. 14, 2024.

Upcoming events: • Touch A Truck – This Friday, July 19, from 10 a.m. to 1 p.m.: Full-scale version back for the first time in 2 years at Orchard Park. Presented by the Liberty Lake Municipal Library. • Barefoot in the Park: Saturday, Aug. 3, 9 a.m. to 7:30 p.m. at Pavillion Park. Event details are on Recreation portion of city’s website, and info/map will be in August “Splash.” • Montana Shakespeare in the Parks: “The Winter’s Tale”, Saturday, Aug. 17, 5-7 p.m. at Pavillion Park. 2. Zencity online discussion forum on 2025 budget: • CEC’s subcommittee from the Community Satisfaction Survey is meeting Monday evening to suggest potential discussion questions from some of survey’s responses that could be added to the current online open discussion forum about the 2025 budget. This online forum is the same one that has been accessible from the top of the city’s homepage since May 31 and on a June 3 city Facebook post (to be re-promoted periodically) at: https://libertylake-wa.civilspace.io/en/projects/2025-liberty-lake-budget-development. 3. Public arts: • The new annual rotation of Ridgeline High School student art inside the northeast entrance of the Trailhead Golf Clubhouse was installed during the 2nd week of July. There are 6 pieces there, themed on nature. • The Parks and Arts Commission has had calls to artists posted on the Parks and Arts Commission’s web page for 2 projects: A “Liberty Lake Together” piece for the area southeast of Kramer and East Country Vista, and a “whimsical map” for inside the entrance to the pro shop at Trailhead Golf. Submissions have been extended for the Kramer art piece, and I may be able to have an update on Wednesday regarding the deadline for the other project (which originally had a June 28 deadline). 4. Planning Commission: • The city’s Planning Commission on July 10 recommended making amendments to portions of the city’s code involving lighting as well as gas pump spaces. Questions from the public about these changes should be directed to Lisa Key at City Hall. The Planning Commission’s recommendations will move on to the City Council for meetings in August/September. 5. Farmers Market: • Links to sign up to assist at the city’s tent area are available through the e-mails that have been previously sent to commission members. Since the previous CEC meeting, this form has been modified to allow members of other city commissions to sign up. • Let me know if any supplies need to be restocked. 6. City Podcast: • Recently added episodes: “Summer Movies in the Parks” with Dan Dunne; “Very Random Questions with the Mayor” with Cris Kaminskas. The motion carried unanimously. Commissioner Asmus moved to accept the meeting minutes from May 15, 2024, which was seconded by Commissioner Norman, and carried unanimously. Commissioner Saba moved to excuse Commissioner Maurer, which was seconded by Commissioner Asmus, and carried unanimously. Later in the meeting, Commissioner Saba moved to excuse Commissioner Gamboni, which was seconded by Commissioner Darrow, and carried unanimously CITY HALL UPDATES: David Goehner addressed the monthly City Hall Updates handout that was sent out previously. Commissioner Saba initiated a discussion about having advance notice be provided to CEC members on city staff outreach activities using the Zencity resource. Suggestions from the commission included providing a distribution list to the city’s board and commissioners, use of the CEC being an available resource to inform the public about city staff’s outreach activities, and having the commission be involved more in the city staff’s planning process. The topic will be discussed further as an agenda item at the July 17 meeting. DISCUSSIONS & BUSINESS: A – Farmers Market: Commissioner Norman initiated a discussion in support of having members of the city’s other commissions volunteer at the city’s Farmers Market tent. Commissioners commented in favor of having CEC members be present at least during periods of specific CEC engagement needs. Suggestions were also made about having the CEC set up a tent at other city events to promote specific engagement needs. David Goehner reported the same idea about Farmers Market has been raised earlier this month during meetings of the City Council and other commissions, and suggested this idea could be included in Commissioner Saba’s update about CEC activities at the next City Council meeting. B – 2025 work plan and budget: Commissioners reviewed the group’s goals, the proposed projects, and their budget amounts from its 2023 Annual Report and made recommendations for modifications for 2025 that would appear in the upcoming 2024 Annual Report. Discussion also occurred regarding general information about city projects, engagements, and budget items for 2024, 2025, and 2026. Commissioner Asmus suggested developing a template calendar that would connect city priorities with public engagements needs, and volunteered to draft such a calendar that could be discussed at the July 17 meeting. Commissioners also discussed inclusion and financing for mailers, flyers/”Splash” inserts, event supplies, and multimedia/special projects. Commissioner Bekkedahl planned to prepare a draft of the 2024 Annual Report that will be further discussed and reviewed during the July 17 meeting. PUBLIC COMMENTS: There were no public comments. ADJOURNMENT: The meeting was adjourned at 7:15 p.m. The next meeting will be held on July 17, 2024. Introduction This is the annual report of activities, future plans, and funding requests of the Liberty Lake Community Engagement Commission (CEC), as required by Section 5(A) in the city’s Ordinance No. 277 that established the commission on September 7, 2021. Currently, the CEC consists of 7 members from various locations within the city of Liberty Lake. The commission officially started meeting in March 2022. Monthly meetings are scheduled and various topic items are discussed that include outreach opportunities to the Liberty Lake community, projects requiring CEC support, as well as methods and techniques that can reach and enhance outreach to a variety of demographics. This report identifies the CEC’s 2023-2024 accomplishments, 2025 expectations and plans, and 2024 requested budget. The accomplishments here include those that occurred during August 2023 to August 2024. Accomplishments • Framework to process the projects that need CEC support o CEC developed an outline or framework to review city projects. The results of this effort allowed the CEC to more efficiently review projects and recommend engagement options to obtain public participation. • 2024-2028 Strategic Plan Baseline Survey – 2024 Community Satisfaction Survey o CEC researched options regarding using mail services to best reach the community. The results of this effort secured a service to do a bulk mailing to random households in Liberty Lake. • City Council Transparency Meeting o CEC developed a “Town Hall” format and program for the City Council to enhance public transparency. The results of this effort outlined a program for the City Council. Tentative public meeting is scheduled for September 2024 and the number of participants will be posted on the 2025 Annual Report. • Other o Revised Ordinance No. 277 so geographic boundaries for commission members could have more flexibility. o CEC supported staff in 2024 Barefoot in the Park. o CEC developed a binder with information regarding construction permits, zoning information, etc. for use at the Farmers Market. o CEC supported the Mayor and City Council at the Farmers Market. The results of these efforts provided the public with information and outreach. 2024 Expectations and Plans CEC will continue to be a prominent presence at events and venues such as the Farmers Market, Fourth of July event, Barefoot in the Park etc. CEC will continue to find outreach opportunities to get public involvement while building relationship with the community. CEC will continue to pursue semi-annual workshops with the City Council to keep open communication and expectations between us. CEC will continue to implement and execute the framework and processes for projects requiring the CEC support and engagement. Budget 2025 This section is the list and costs of items that are needed to support community engagement within the Liberty Lake community. The budget represents the various outreach methods that will be used for various projects and requests. Items Cost Mailers (e.g. post cards, survey engagement, etc.) targeting 5000 $ households multiple times during the year.
