CITY OF LIBERTY LAKE Community Engagement Commission Minutes Aug. 14, 2024 – 6:00 p.m. CALL TO ORDER: The meeting of the Community Engagement Commission was called to order on Aug. 14, 2024, at 6:00 p.m. ROLL CALL: Position 1: Robin Bekkedahl Present Position 7: Vacant Position 2: Bill Norman Present Position 8: Aaron Asmus Present Position 3: Vacant Position 9: Mark Saba Present Position 4: Summer Darrow Present Communications specialist David Goehner Present Position 5: Cynthia Gamboni Excused Position 6: Arlene Fisher Maurer Excused APPROVALS: Commissioner Saba moved to excuse commissioners Fisher Maurer and Gamboni, which was seconded by Commissioner Darrow. The motion carried unanimously. Commissioner Saba moved and Commissioner Norman seconded to accept the meeting’s agenda, which was approved unanimously. Commissioner Saba moved to accept the meeting minutes from July 17, 2024, and Commissioner Asmus seconded. The motion carried unanimously. PUBLIC COMMENTS: There were public comments. CITY HALL UPDATES: David Goehner introduced the City Hall Update that had been mailed out earlier in the week. DISCUSSIONS & BUSINESS: A – Barefoot in the Park: Commissioner Saba provided an overview of the recent event, noting that attendance was down from last year, 427 wristbands for inflatables were distributed from the city’s table, and that 69 vehicles participated in the car show. Commissioner Bekkedahl reported about the distribution of SCOPE’s bike helmets. Commissioner Darrow spoke about the Post-It note suggestions about additions to the park. B – Public engagement for Library design and construction project: Commissioner Bekkedahl provided an update on the weekly public questions being promoted by the library staff. Commissioner Asmus suggested the library promote the current online survey through the library’s database of patron e-mail addresses. C – City Council’s Sept. 10 town hall on transparency act: Commissioners Norman and Darrow reported on updates on preparations and promotions for the upcoming town hall event, and volunteered to represent the commission at its table during the opening hour. D – Group discussion on Aug. 7 workshop with Planning Commission on city’s Comprehensive Plan: Commissioners shared their general takeaways from the recent joint workshop. E – Ideas for increasing CEC presence at community events: Commissioners discussed general possibilities for being involved in future city events, including partnering on events with other commissions, and during the summer food truck nights at Rocky Hill Park. Commissioners considered the possibility of having a presence at the Sept. 14 Cops, Cars and Cruisers event, and asked staff to find out if material about the Comprehensive Plan would be ready soon enough by that time. F – 2025 projects calendar and 2025 budget: Commissioners expressed positive comments on the currently proposed calendar and budget. Commissioner Asmus volunteered to develop a chart. G – Draft of 2024 Annual Report: Commissioner Asmus moved and Commissioner Norman seconded to approve the draft of the CEC’s 2024 Annual Report, which will be submitted to the city administrator at the end of August. H – Other upcoming opportunities: No suggestions were offered. ADJOURNMENT: The meeting was adjourned at 7:10 p.m. The next regular meeting will be held on Sept. 18, 2024.

The motion carried unanimously. Commissioner Norman arrived at approximately 6:10 p.m. Commissioner Darrow moved to accept the meeting minutes from June 12, 2024, with a modification to note that Commissioner Gamboni was excused, which was seconded by Commissioner Saba, and carried unanimously. PUBLIC COMMENTS: DG Garcia and Tom Sahlberg both spoke regarding the role of the Community Engagement Commission. CITY HALL UPDATES: David Goehner addressed the monthly City Hall Updates handout that was sent out previously. Commissioners discussed the recent activities of the subcommittee that is involved with the Community Satisfaction Survey to develop discussion topics from that survey for the city’s online forum about the 2025 city budget. The opportunity was given for the commissioners to e-mail staff with discussions for topics related to that survey that could be posted for the public to respond to each week at the online forum. DISCUSSIONS & BUSINESS: A – Barefoot in the Park: Reminders were given about signups to assist with responsibilities at the city’s table for the Aug. 3 Barefoot in the Park. B – Public engagement for Library design and construction project: Commissioner Bekkedahl volunteered to serve as the Community Engagement Commission’s representative for a group that will promote public input during August to collect initial community information needed for planning of the new library facility. Commissioners Saba, Norman, and Fisher Maurer volunteered to assist Commissioner Bekkedahl in this if needed. C – Outreach for City Council’s Sept. 10 town hall on proposed transparency act: Commissioners Norman and Darrow reported on the suggestions from their subcommittee. The meeting is anticipated to last about 2 hours, starting with a meet and greet followed by the town hall portion. Norman: E-mail to all residents, pass-along cards that could be distributed at in-person locations, use of city’s website, use of the city’s social media sites, and use of HOA/neighborhood social media sites. Commissioner Norman suggested including informational material during the event about the city’s commissions and board. The subcommittee will share more refined ideas with staff by July 28. D - Ideas for increases CEC presence at community events: At Commissioner Bekkedahl’s suggestion, this item was tabled to the August 14 meeting. Commissioner Norman moved to table, Commissioner Saba seconded, and the motion passed. E – 2025 projects calendar: Commissioner Saba moved to table this to the August 14 meeting. Commissioner Darrow seconded and the motion passed. F – 2025 budget discussion: Suggestions included: “Splash” inserts of 11,000 flyers at $5,000 for printing/insertion; 4 mailers for a cost of $7,000 each for printing/mailing; multimedia & special project productions for a budget of $8,000. Commissioners planned to finalize the budget at the Aug. 14 meeting. G – Draft of 2024 Annual Report: Commissioners briefly discussed the current draft and made plans to review and finalize an updated version at the Aug. 14 meeting. H – 2024 work plan: No action was taken. I – Discussion of CEC involvement/role in city engagement projects: Each commissioner relayed their individual thoughts and suggestions. Ideas include creating good engagement to create good results, viewing the upcoming town hall event as the type of action the commission can be doing, and working to invite and entice engagement. J – Special projects video: Commissioner Bekkedahl shared her plans to present her idea about a history video during an upcoming meeting of the city’s Parks and Arts Commission. Commissioners discussed additional possibilities for short video projects. K – Liberty Lake Lions Club invitation: Commissioner Bekkedahl led a discussion on ways the commission’s members could engage with service groups to provide presentations about commission activities. Commissioner Norman volunteered to provide information with David Goehner connected with existing planning for the September 10 town hall that could be used in planning and scheduling presentations to local community groups. Commissioners will further discuss potential scheduling during the August meeting. L – Date change for August meeting: Commissioner Saba moved to reschedule the Aug. 21 meeting to Aug. 14. Commissioner Norman seconded and the motion passed unanimously. ADJOURNMENT: The meeting was adjourned at 7:55 p.m. The Community Engagement Commission will hold a joint workshop with the City Planning Commission on Aug. 7, 2024, related to public engagement with the city’s comprehensive plan. The next regular meeting will be held on Aug. 14, 2024. City Hall Updates for Community Engagement Commission 8-13-2024 1. Upcoming city-affiliated events: • “The Winter’s Tale” – Annual production from the Montana Shakespeare in the Parks group is this Saturday, Aug. 17, from 5 to 7 p.m. at Pavillion Park. Free to the public. • 23rd Annual Lud Kramer Memorial Concert with the Spokane Symphony – Free public performance on Saturday, Aug. 31, from 6 to 8 p.m. at Pavillion Park. • Finale of city’s 2024 summer movies at Pavillion Park: “A Million Miles Away” on Saturday, Aug. 24. 2. Online public engagements: • For the first time, have multiple items at the city’s online public engagement resource (Zencity): 2024 Barefoot in the Park post-event survey (closing Aug. 18), a 12-question survey about needs for the new library (closes Aug. 31), and public engagement on the city’s 2025 budget development (currently the online forum that debuted May 31, which also has the “Talkback Tuesdays” topic questions that started July 30). Because of the multiple notices – and the desire to interest the public in becoming involved in the additional opportunities for input there – we are now promoting the resource’s introductory landing page for all of those surveys or forums. This landing page is currently promoted at the top of the city’s homepage, and is directly located at: https://libertylake- wa.civilspace.io/en). Help spread the word on this!!! 3. Public arts: • Following its Aug. 5 meeting, the Parks and Arts Commission is in early talks with artists to develop a “Liberty Lake Together” piece for the area southeast of Kramer and East Country Vista (possibly involving fused glass), as well as a “whimsical map” that will be painted inside the entrance to the pro shop at Trailhead Golf. 4. Planning Commission: • At its July 10 meeting, the City Planning Commission endorsed amendments to portions of the city’s code involving lighting as well as gas pump spaces that involved considerations that had not been part of those original codes. (TopGolf is the name on materials related to the lighting code request; a specific retailer name is not on any documents related to the request involving the gas pump spaces.) The City Council will have a public hearing on both proposed amendments at its Aug. 20 meeting. Pending the outcome of that, readings of revised ordinance would follow during the City Council’s two meetings in September. 5. Farmers Market: • Links to sign up to assist at the city’s tent area are available through the e-mails that have been previously sent to commission members. Also, let me know if any supplies need to be restocked. 6. City Podcast: • Interview with the tour manager for the Montana Shakespeare in the Parks program was posted in early August. Our mid-August episode will involve a Q&A with Bob Schneidmiller about the annual Lud Kramer Memorial Concert with the Spokane Symphony --David Goehner
