Liberty Lake Municipal Library Board of Trustees Meeting Minutes Wednesday, November 18, 2020 HELD REMOTELY The Library Board will participate via ZOOM. The public can participate via the following:  Submit written Public Comment prior to 10 a.m. on November 18, 2020.  Join the Zoom meeting Questions or need assistance? Call to Order at 1:00 pm - Those in attendance: Katy Allen (City Administrator), Sandi Bishop (Trustee), Sharon Carvo (Trustee), Mindy Howe (Trustee), Tim Olson (Trustee), Tom Pauley (Trustee), and Jocelyn Redel (Liberty Lake Library Director). 2. Approval of Minutes from October meeting as published. 3. Comments a. Public - none b. Mayor – not in attendance 4. Reports a. City Administrator: Katy Allen I. City Hall is closed to the public. II. New restrictions have not directly affected the City. III. There is an increase of Covid-19 cases in our area. IV. Winter Glow starts November 21, 2020. Pursuant to the Spokane County Regional Health District, community members should be walking through or driving around to see the lights. Masks and social distancing are required. V. There are two applicants for the open Liberty Lake Library Board of Trustees seat. Mayor Brickner will interview both applicants and appoint one at the December 15 meeting. b. Library Director: Jocelyn Redel I. There is a lot of work being done inside the library. The team is working on collections, relabeling picture books and beginning reader books, making sure they are at the correct reading level. More books are being purchased. The Library received a generous donation of $800 from a community member earlier in the year. This donation was to be directed towards the purchase of library books for all ages related to diversity. Once the library is able to reopen for in-person visits, those books will be put on display. c. FOLLML: Tom Pauley I. The Friends are having their annual meeting in December via Zoom. They will be voting in new officers. II. Book donations are not currently being accepted at the library. However, the Friends are willing to do porch pick-ups of book donations. d. Foundation – not currently active e. City Council: Sandi Bishop – covered by Katy Allen. 5. Ongoing Business a. Library re-opening plans – There is not set time frame for reopening at this time. In the latest document Governor Inslee issued, the library is able to open at 25% capacity; however, due to the rising cases in our community, the library will be providing curbside pick up only. i. Once the library does reopen, it is likely it will be on an appointment basis. ii. Different or less furniture may be needed. 6. New Business a. Applicants for Library Trustee vacancy – there are two applicants. Mayor Brickner will interview both and appoint one in December. b. Revision of Patron Behavior Policy – making changes regarding disruptive behavior related to the current Covid-19 pandemic. It is likely the Library will not need to fall back on this policy but it is better to set clear and concise expectations. The Library does not have a health exemption for not wearing masks. Curbside pick up of materials will continue when the library reopens for in-person. Additionally, extra masks will be available for community members to enter the library. Sandi Bishop moved to approve changes, second by Sharon Carvo, motion approved by all Trustees. c. Sending Patrons to collections during pandemic – patrons owing $50 or more are sent to collections but the library has been holding off on this process due to the hardships community members are facing because of the pandemic. The Board has agreed to continue holding off until things improve. i. Questions: How much is the total amount in collections due at this point? Can community members or others designate donations to be put towards other patrons’ outstanding accounts, or pay outstanding accounts directly without it being a donation? (Jocelyn Redel will research answers to both) d. Initial discussion about Board positions for 2021 – no positions will be changed at this time, discussion of this will move to January with input from new Trustee. 7.
