Board of Trustees Meeting Minutes
Wednesday, December 9, 2020

The Library Board will participate via ZOOM. The public can participate via the following:

1. Call to Order at 1:00 pm - Those in attendance: Katy Allen (City Administrator), Sandi Bishop
(Trustee), Sharon Carvo (Trustee), Mindy Howe (Trustee), Tim Olson (Trustee), and Jocelyn
Redel (Liberty Lake Library Director).
2. Approval of Minutes from November as published.

4. Reports
a. City Administrator: Katy Allen
I. The new Liberty Lake police chief will be appointed at the next City Council meeting
(December 15, 2020). He will be a great addition to the executive team.
II. Covid-19 numbers in greater Spokane and North Idaho are increasing. Even though
Governor Inslee extended the current shut down to January 4, 2021, public meetings
are shut down through January 19, 2021. Vaccine distribution plan is managed by the
Spokane Regional Health Department. There will not be enough of the vaccine in its
first release to vaccinate everyone.
III. Winter Glow is going on through January 1, 2021. Hearing positive words from
volunteers. Community attendance has been great.
IV. A growing area of Liberty Lake is River District. Is there something the Library can do
to meet the needs of this growing community?
b. Library Director: Jocelyn Redel
I. The library is continuing holds pick-up service. Reopening the library is on pause until
things change. However, we are working through our plans to reopen. We are hoping to
get new doors installed soon.
II. The library will take a programming break from December 14, 2020 to January 1,
2021. During this time, staff will be evaluating metrics for programs.
III. The library received and installed the last of the children’s’ area shelving.
IV. We have ordered additional books for the Rocky Hill story walk.
V. The total amount due for lost/damaged items is $700. The library will not be sending
members to collections at this time. When it is appropriate to do so, letters will be sent
to members.
c. FOLLML: Jocelyn Redel –
I. New officers were installed at the annual meeting.
II. They are looking into having more regular Zoom meetings.
III. Hope to fundraise in 2021.
d. Foundation – not currently active
e. City Council: Jocelyn Redel
I. Budget process is going forward.
II. City Council will decide how the library moves forward regarding our strategic plan. A
few feasible options will be brought to the City Council.
5. Ongoing Business
a. Library re-opening plans – The library will remained closed through the rest of 2020. Once
the library is able to reopen, we will need to have staff training for new procedures.
6. New Business
a. Action items related to new Board member – Danielle Palm will be invited to attend the
December 15, 2020 City Council meeting. Council will approve her position as Board
Trustee.
b. Board positions for 2021 – we will discuss this in 2021.
c. Acknowledgement of Tom Pauley’s last meeting – Tom was unable to attend this meeting.
Board Members, Katy Allen and Jocelyn Redel discussed appreciation of Tom’s work with
the Board.
d. Tim Olsen brought up Liberty Lake Neighbors, a new magazine that will be mailed out the
second week in January 2021. He met with the editors and advised to meet with Jocelyn to
have the magazine highlight library activities.
e. Discussion on growing River District and library accessibility – There is not an easy way to
make the library walkable from every neighborhood in a growing city of 11,000 residents.
What are possible options for library accessibility (book vending machine, mobile library,
drop lockers)? This will be an ongoing discussion.
