THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES AUGUST 15th, 2018 - 4:00 PM CALL TO ORDER: Chairman Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on August 15th, 2018. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Bridgette Harris Commissioner Tom Chamberlain Adjunct Anita Eylar Commissioner Tom Sahlberg Adjunct Bob Schneidmiller Excused Commissioner Tom Stanley Excused Maintenance & Operations Director Jennifer Camp Administrative Assistant Tait Hunter Student Commissioner Caleb Betts Student Commissioner Katelyn Hansen Excused Student Commissioner Natalia Alva APPROVALS: The minutes from the August 1st meeting was approved. STAFF REPORT: Jennifer Camp went over upcoming recreation activities taking place throughout the community. Jennifer stated that all decisions and votes must be made in person and cannot be made via email. She also went over the basic email protocol between the commissioners. NEW & UNFINISHED BUSINESS: Commissioners approve the artwork that would go on the first wraps project. The wraps will be installed today, August 15th. Two boxes will be completed today. The commissioners briefly discussed future wraps at other City owned properties. It was recommended to consider a local print shop for future wraps. ACTION ITEMS: The commission entered discussion of the 2019 budget. Priorities were brought up as a need-to-know for Jennifer Camp. The commissioners were provided with a draft spreadsheet that stated rough estimates of project ideas for 2019. The commissioners discussed their priorities, including more wraps and potentially a temporary sculpture garden. The commissioners briefly discussed their own ideas and how to incorporate projects into the budget for 2019. PRESENTATIONS: Kristen from STCU attended the meeting. They partnered with the City to assist with the funding of the first four wraps. CITIZEN COMMENTS: Councilman Shane Brickner spoke to the commission regarding funding for next year and potential budget costs the commission may want to include in the priority list. He reassured the commissioners that the City Council supports and wants to aid in the success of the commission. Councilman Dan Dunne noted to the commissioners that the concept of including flag poles in the budget is a great Eagle Scout idea, but the commission could focus on where they are placed. He also discussed with the commissioners a library poster idea. MEETING ADJOURNMENT: The meeting concluded at 4:49 PM.
