THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES AUGUST 7TH, 2019 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on August 7th, 2019. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Bridgette Harris Excused Commissioner Tom Chamberlain Unexcused Adjunct Bob Schneidmiller Commissioner Tom Sahlberg Adjunct Kate Laven Commissioner Tom Stanley Maintenance & Operations Director Jennifer Camp Activities & Events Maintenance Worker Anita Eylar Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz proposed an amendment to the agenda to include an Eagle Scout project. It was seconded by Commission Stanley and carried unanimously. The second motion was set to approve the minutes from the July 17th meeting. The motion was seconded by Commissioner Himebaugh, which then carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. STAFF REPORT: Jennifer Camp, Operations & Maintenance Director, provided a brief staff update regarding the growing community desire for a dog park, taking time to note that any community desires are encouraged to be brought to the City’s attention so they can take them into consideration for future budgets. Jennifer Camp went on to discuss the potential for the winter celebration to take place at the new Orchard Park. She finished her report by going over the Barefoot in the Park event that took place over the weekend. NEW & UNFINISHED BUSINESS: The commission discussed the details of the Pavillion mural project, as well as the continuing utility box wraps, donations, and the pieces of art being considered. The goat statue project was proposed to be tabled for 2019, which received unanimous approval from the commission. ACTION ITEMS/ PRESENTATIONS/ GENERAL DISCUSSION: Carson Hendriksen, Eagle Scout, presented his artwork ideas for the skate park, which the commission supported. Mark Bitz returned to present the final prototype for the Story Walk presentation. Staff has begun installing the stands in Rocky Hill Park, and the first story is set to be placed as soon as they are ready. ACTION ITEMS/ PRESENTATIONS/ GENERAL DISCUSSION CONTINUED: The commission went on to discuss the 2020 strategic plan and what they have prioritized so far. The commission discussed details of the plan, while also discussing the future of other City events and how they can be involved or support. The commission continued to edit the list down to priorities and extra funds. ADJOURNMENT: There being no further business, the meeting adjourned at 5:17 PM.
