THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES AUGUST 3RD, 2020 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:03 PM on August 3rd, 2020. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Susan Morrow Excused Commissioner Tom Chamberlain Adjunct Bob Schneidmiller Commissioner Tom Sahlberg Adjunct Kate Laven Commissioner Tom Stanley Maintenance & Operations Director Jennifer Camp Student Commissioner Srikar Surapaneni Activities & Events Maintenance Worker Anita Eylar Unexcused Administrative Assistant Tait Hunter APPROVALS: Commissioner Sahlberg motioned for approval of the June 1st minutes, which was seconded and passed unanimously. CITIZEN COMMENTS: No citizen comments were made at this meeting. STAFF REPORT: Jennifer Camp moved to provide a staff report under item 7 of action items. UNFINISHED & NEW BUSINESS: Commissioner Schutz announced that Commissioner Susan Morrow stepped down from her adjunct position. The commission briefly discussed the possibility of filling that position, and determined that at this time, there was no pressing need to fill the position. Due to COVID restrictions on in-person schooling, those commissioners with school age children posed the question of what to do for meetings going forward. The commission as a whole determined continuing monthly meetings at 4 PM was still doable for now. ACTION ITEMS: Commissioner Schutz detailed the progress on the Liberty Creek backstop project. The commissioner is currently waiting to hear back. The Story Walk project was discussed as well as what to do with the stands at Rocky Hill Park. The commission discussed the frequency of changing out books going forward, and if there are extra stands available, what could be done as far as utilizing those displays. The commission discussed the possibility of fundraising for a Pandemic Call to Artists, where an artist stipend would be collected and the artwork could be temporarily displayed in some way. ACTION ITEMS CONTINUED: The commission briefly discussed artwork possibilities for the donated and standing utility boxes. The Chalk and Walk event details were discussed. Registration is currently open on facebook, and we have about 100 people interested in the event on facebook at this time. At approximately 4:30 PM, the Zoom meeting timed out and the commissioners had to leave and re-enter the meeting. The meeting continued at 4:34 PM. Commissioner Schneidmiller stated the Symphony season for 2020-2021 was cancelled. They are hopeful for 2022. Commissioner Sahlberg reminded the commission about the rules regarding email etiquette as far as making decisions or mass emailing other commissioners. He also noted the need for any new commissioners to take the Open Meeting Training to reduce liability. The commission went over the current artist submissions, stating their favored choices. Commissioner Sahlberg moved to approve the ‘sunflower’ design, which was seconded by Commissioner Himebaugh. The group unanimously chose the ‘sunflower’ design and will reach out to STCU regarding donation. The next meeting will be held on September 14th due to Labor Day.
