THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES DECEMBER 7TH 2020– 4:00 PM CALL TO ORDER: Commissioner Himebaugh called the meeting of the Parks and Arts Commission to order at 4:03 PM on December 7th, 2020. Commissioner Himebaugh cleared Commissioner Schutz absense . ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Excused Commissioner Laura Frank Commissioner Susan Morrow Commissioner Tom Chamberlain Adjunct Bob Schneidmiller Commissioner Tom Sahlberg Maintenance & Operations Director Jennifer Camp Commissioner Tom Stanley Administrative Assistant Tait Hunter Student Commissioner Srikar Surapaneni APPROVALS: Commissioner Sahlberg moved to approve the November 2nd minutes, which were seconded by Commissioner Chamberlain and passed unanimously. CITIZEN COMMENTS: No citizen comments were made at this meeting. STAFF REPORT: Jennifer Camp noted the new commissioners as recommended by the mayor would be on the next agenda. UNFINISHED & NEW BUSINESS: Commissioner Himebaugh went over the utility box project briefly, with the commission discussing a ‘thank you’ letter for STCU following their sponsorship. He also went over the newest book in the Story Walk in Rocky Hill Park. The new books will be ordered soon for the spring rotation. He went over an email from Raine (SVT) regarding the Orchard Park Story Walk Project, where it was noted that the commission should be seeing price quotes around the beginning of the year. The project has been stalled thus far due to COVID. Jennifer Camp let the commission know that there will be two Eagle Scout projects for both Pavillion and Orchard to install ‘Little Libraries’. ACTION ITEMS: Commissioner Frank proposed the commission move forward with presenting the COVID art project proposal to Council, noting she was preparing a Call to Artists. Commissioner Chamberlain provided the update for Winter Glow. So far the lights are appreciated and working well, with very few minor issues. There are about 1/3 more installations than last year’s event. Commissioner Sahlberg brought up a lodging tax concern for Winter Glow, proposing that the commission approve a re-distribution of unused symphony funds to go towards Winter Glow to help them. ACTION ITEMS CONTINUED: Commissioner Schneidmiller noted that the amount that was originally squared away for the symphony was indeed $15,000.00. Jennifer Camp clarified the workings of the budget funds, noting that funds do not always carry over if unused. The amount recommended was $5,000.00 to be redistributed to Winter Glow, based on the average amount received by the lodging/ hotel tax. Commissioner Sahlberg moved to request a redistribution of funds, recommended amount being $5,000.00, which was originally intended for the 2020 symphony show, to Winter Glow. It was seconded by Commissioner Chamberlain, and passed unanimously. The commissioner presenting to Council will be Commissioner Sahlberg. Ordinance 245 was discussed briefly, with Commissioner Sahlberg noting that verbiage may need to be changed regarding the requirement that the commissioners must represent a park. The verbiage appears to be unclear in his opinion, which Jennifer Camp then clarified that the goal was initially to have commissioners represent parks closest to them. The proposed clarification would be just having slots related to the parks, that way if too many positions reside near one park, it doesn't require them being rejected, they can just be moved to a position that is open to represent one of the other parks. The commission agreed upon the clarification to make the position locations open and general versus specific to an area. Commissioner Stanley recommended a holiday light map for Liberty Lake. He said he would take on the task, with Commissioner Frank providing ideas from previous FOPP events. The proposed deadline will be by the end of next week for those interested.
