THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES MARCH 1ST, 2021 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on March 1st, 2021. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Commissioner Laura Frank Adjunct Bob Schneidmiller Commissioner Tom Chamberlain Adjunct Noreen Johnson Commissioner Tom Sahlberg Ops. & Maint. Director Jennifer Camp Commissioner Tara Cael Ops. & Maint. Supervisor Trevor Ragan Commissioner Laina Schutz Administrative Assistant Tait Hunter APPROVALS: Commissioner Sahlberg moved to approve the minutes from the February 1st meeting. The motion was seconded by Commissioner Hill. The motion carried unanimously. CITIZEN COMMENTS: Roy Fullerton, resident, proposed restoration and a clean-up of the monument rock at Rocky Hill. He would be willing to contribute $500.00 to the project, and assist in the work to reduce maintenance labor for the City. NEW & UNFINISHED BUSINESS: Joe Frank gave a brief presentation, companied by Lisa Key, regarding the storage containers at Orchard Park. Joe proposed a design to tie the containers in with the community, noting that the community could participate in the design with chalk art possibly. Lisa noted that if the project can be proposed as an art installation, she can possible work the building code around the time frame it would be present in the park. The commission briefly discussed details such as security and maintenance of the artwork, before Commissioner Sahlberg moved to approve the project. Commissioner Frank seconded the motion, which then carried unanimously. STAFF REPORT/ GENERAL DISCUSSION: The staff report was moved to take place after new and unfinished business to accommodate for speaker’s time limitations. Jennifer Camp went over a recent meeting with Senators Chase and McCaslin regarding the ways COVID has affected recreation and communities. Commissioner Schneidmiller noted that the Symphony is planning to proceed with the 2021 event, but is currently facing some funding issues. Jennifer Camp and Trevor Ragan went over City projects planned for 2021. The projects include further development of the public works yard, the Kramer overpass, and a backup generator for the police department and library. STAFF REPORT/ GENERAL DISCUSSION CONTINUED: The commission discussed possible shade structures for Rocky Hill Park. They also briefly discussed possible conflictions in turning the Snack Shack into a play structure for kids. Safety concerns were brought up, which pushed the commission to table the topic until a future meeting where more time and planning could be devoted to the subject. The commission discussed the artwork for the new Kramer overpass. Concern for the current design and time- line for finalization were brought up. The commission agreed to look more into the possibility of changing the de- sign if possible. To finish the meeting, the commission discussed the next Story Walk book and the possibility of a public off leash dog park. Jandy Humble is filling in for the current vacancy in the Library Director position, and should have the next book for change-out soon. Commissioner Hill cited some areas where a dog park could possibly work. The commission discussed bringing the idea to Council again with more planning.
