THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES MAY 3RD, 2021 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on May 3rd, 2021. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Commissioner Laura Frank Adjunct Bob Schneidmiller Commissioner Tom Chamberlain Adjunct Noreen Johnson Commissioner Tom Sahlberg Ops. & Maint. Director Jennifer Camp Commissioner Tara Cael Ops. & Maint. Supervisor Trevor Ragan Commissioner Laina Schutz Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz opened the meeting and began the motion to approve the minutes from the April 5th meeting. Commissioner Himebaugh moved to approve, which was seconded by Commissioner Sahlberg. The motion carried unanimously. CITIZEN COMMENTS: There were no comments made at this meeting. STAFF REPORT: Jennifer Camp updated the commission regarding the phasing for re-opening according to the Governor’s orders. There is a chance that the City could slide back into Phase 2 depending on metrics. The Symphony will have a virtual concert series this year due to COVID, but this should not affect the live performance scheduled at Pavillion Park on Labor Day weekend. The Yard Sales will still continue, but other large events may be affected by possible restriction changes. NEW/ UNFINISHED BUSINESS: Commissioner Frank briefly updated the commission regarding the Liberty Lake Together project. There has been one submission so far with two separate ideas. One submission is around $15,000.00 and the second sub- mission is approximately $9,500.00. The commission briefly discussed timelines for start and completion, and Trevor Ragan noted that any art installations should be within sight of security cameras in case of vandalism. ACTION ITEMS: The commission briefly discussed Councilman Dunne’s previous suggestion to implement a 1% art funding rule for future budgets. If done quickly, the recommendation can be brough to Council as early as the first Council meeting in June. The commission went over the current strategic plan, noting that STCU had already offered to sponsor additional utility boxes. ACTION ITEMS: Commissioner Hill spoke on the progress of the Dog Park suggestions. The commission chose to add the Dog Park to the Strategic Plan for the 2022-2023 portion. ADJOURNMENT: There being no further business, the meeting adjourned at 5:00 PM.
