THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES MAY 2ND, 2022 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on May 2nd, 2022. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Commissioner Laura Frank Commissioner Connie Psomas Commissioner Tom Chamberlain Unexcused Adjunct Bob Schneidmiller Commissioner Tara Cael Ops. & Maint. Supervisor Trevor Ragan Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz made the motion to approve the April 2022 commission minutes. The motion was second- ed by Commissioner Himebaugh, and carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. STAFF REPORT: Trevor Ragan provided updates regarding the Liberty Lake Together art installation at Rocky Hill, the Centennial Trail group clean up, the newest Little Library project from a local Girl Scouts troop, and went over the success of the Arbor Day tree dedication and the Clean Green event. The lights are officially on and running at the LLT art project in Rocky Hill, and the light colors can be changed if the commission so chooses. The Liberty Lake portion of the Centennial Trail was cleaned recently by a group that does clean-ups along the trail. Girl Scout Troop 3633 installed the newest Little Library at the Ballfields in Liberty Lake. The Arbor Day tree dedication was for Katy Allen, the City’s former City Administrator. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS: Emily Osborne and Bob Weiss presented to the Commission a Rotary Club project proposal. The Rotary Club has proposed a potential $15k-$20k donation audio/ visual, and $30k for donation towards an artistic aspect of the Trailhead Project. Potential opportunities that were discussed were water filling stations, which run about $1k each depending on how many were needed for the course. Emily went over the 7 pillars for Rotary, providing further clarity of the groups purpose to the commission. The commissioners determined that as the project details become final, they will then pursue possible Call to Art- ists and continue brainstorming ideas for the donation. NEW/ UNFINISHED BUSINESS: The commission discussed the request to change the Rocky Hill Story Walk book more frequently, made by a citizen. The commission went over a possible schedule, making the change-out happen approximately 6 times per year, assuming park staff is available to change the books out. They then discussed potential spacing for the Orchard Park Story Walk. Trevor Ragan went over the logistics of the project with the commission. NEW/ UNFINISHED BUSINESS CONTINUED: Commissioner Himebaugh began discussion regarding the Junior Partner’s proposal for a two-week Story Walk at Orchard Park, which the commission agreed would be useful since they are not yet ready for a permanent Walk at Orchard Park. The discussed that if SVT was not able to produce a team to work on the Orchard Park project, they should consider a new group to get it done. The commission went over 28 pieces of art from students at Ridgeline, and narrowed down the possible selec- tions for the Ridgeline Utility Box. Trevor Ragan will send the pieces to each commissioner, and then Commis- sioner Schutz will gather the final selections. The Harvard Road Utility Box was also discussed, and Commis- sioner Frank is getting high resolution versions of the artwork selected so the planning can begin. For both boxes to be done, the donation from STCU still needs to be sent through City Council for approval. Commissioner Schutz motioned to not exceed the estimated cost $900.00 with ScreenTek for the artwork kiosk at Rocky Hill. The motion was then seconded by Commissioner Himebaugh, which was then carried unanimous- ly. Commissioner Hill provided a brief update on the Hooptown project. A budget is in the works, and once it is com- plete, the commission can begin to look to sponsors for the project. The commission unanimously decided to move the July 4th meeting to July 11th. ADJOURNMENT: There being no further business, the meeting adjourned at 4:56 PM.
