THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES AUGUST 1ST, 2022 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on August 1st, 2022. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Commissioner Laura Frank Commissioner Connie Psomas Unexcused Commissioner Tom Chamberlain Adjunct Bob Schneidmiller Unexcused Commissioner Tara Cael Unexcused Ops. & Maint. Supervisor Trevor Ragan Administrative Assistant Tait Hunter APPROVALS: Commissioner Himebaugh, filling in for Commissioner Schutz, made the motion to approve the minutes from the July 11th meeting. Commissioner Chamberlain seconded the motion with an amendment made to his attend- ance, which then carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. STAFF REPORT: New City Administrator– Jennifer Camp introduced Mark McAvoy, the City’s new City Administrator. Today, August 1st, is his first day and he will tentatively be in attendance at the next Council Meeting. Events– Barefoot in the Park is August 6th, starting with the Car Show in the morning and ending with a concert in the evening. Box Wrap Donations– The STCU donation form went through Council last Tuesday, and was approved to pro- ceed. Jennifer Camp concluded her report by presenting the timeline of each position and their respective expirations. She also provided each member with Ordinance 245A, and suggested those who want to reapply for their posi- tions should have their paperwork in by the November meeting. There will need to be a quorum at the January 2023 meeting, and therefore interviews need to be done by the first of December. NEW/ UNFINISHED BUSINESS: Hooptown Budget– Commissioner Hill went over her update regarding the Hooptown budget. She feels with an updated higher contingency fee, the total proposed would raise to approximately $40,000.00. The cost estimate currently sits at $39,750.00. Commissioner Schutz, via zoom, updated the commission on the progress of the artwork proposal, noting that it is in the works. Rocky Hill Plaque– Commissioner Frank updated the commissioners on the progress of the plaque for Rocky Hill’s LL Together project. The invoice is still coming, and Commissioner Frank will update further once that is received. Utility Box Artwork– The STCU donation was approved for the currently proposed wraps. NEW/ UNFINISHED BUSINESS CONTINUED: Rock Painting/Graffiti Barrels– The commission discussed scheduling for the Rock Painting booth at Barefoot in the Park. Jennifer Camp noted that there may be additional help from the Community Engagement Commission, as they are tentatively expected to be adjacent to the P&A booth hosting a trash barrel painting booth. The com- missioners each volunteered time as they were able to for the event. Commissioner Himebaugh recommended having an updated commission photo taken when everyone is present and available next. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS: Budget 2023– The commission briefly discussed having a sub-committee meeting, one that does not meet a quorum, to discuss and establish a budget and strategic plan. This would ensure the budget and strategic plan is adequately discussed and determined before being put into the Mayor’s budget proposal in October. The commissioners discussed, with Jennifer Camp and Tait Hunter, the fee schedule and any potential updates that could be made. It was agreed that facility research would be done to get pricing information that may be help- ful, and Tait Hunter offered to provide a current rental occupancy rate and current fees taken in for park reserva- tions. Mark McAvoy was able to formally introduce himself towards the end of the meeting. He gave a brief expected timeline of when he would be making it to the area. ADJOURNMENT: There being no further business, the meeting adjourned at 4:44 PM.
