THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES DECEMBER 5TH, 2022 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on December 5th, 2022. Director Jennifer Camp Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz opened the discussion regarding the November 7th, 2022 meeting minutes. Commissioner Hill motioned for approval of the minutes with edits regarding Commissioner Bahr’s attendance, with Commission- er Himebaugh seconding the motion for approval. The motion carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. STAFF REPORT: The commission took an updated photo for the website. County Vista/ Kramer Signal Box– Not ready until 2023, when overpass is done. Commissioner Openings/ Upcoming Term Expirations– For those planning to reapply, applications must be completed by the end of the week (December 9th). Anything later would result in a missed meeting. Budget Update– Council is expected to possibly approve the 2023 Budget at the 12/6 Council meeting. If it is fi- nalized and approved, the commission will be notified. WinterGlow Support– WinterGlow is going well so far, with minimal technical difficulties that can be addressed by maintenance staff. Graffiti Barrels– Barrels are still on backorder due to chain supply issues. ID Badges– IDs and background checks will be mandatory for all commissioners, recommended by Liberty Lake PD. NEW/ UNFINISHED BUSINESS: D.A.R. Never Forget Garden Update– A letter from Janet Ulbright was included in each commissioner’s packet for review. The plan is to tentatively install the garden at Rocky Hill Park, with a plaque installed as well on Memo- rial Day weekend possibly. It was recommended to reach out to local Scouts for possible assistance with this pro- ject/ flag pole installation, as well as Liberty Launch Academy. Hooptown USA Mural– Commissioner Schutz provided proofs of artwork provided by an outside artist. A Call to Artists draft has already been prepared by Commissioner Frank, and it can be sent out for review before officially NEW/ UNFINISHED BUSINESS: Hooptown USA Mural Cont.– issuing the Call to Artists for the public. The timeframe to issue the Call to Artists was originally slated for early 2023, with the project finishing up in summer of 2023. Light Pole Décor Update– Commissioner Himebaugh suggested holiday décor for the light poles along Country Vista Drive and Liberty Lake Road. Commissioner Chamberlain suggested utilizing the roundabouts for décor, which would eliminate the need to approve light pole décor with Avista. The Harvard Road roundabout is owned by WSDOT, so that would not likely be available for decoration, however the other three are owned by the City, and that is a possibility bearing in mind maintenance staff cannot assist much more with holiday decorating. Storywalk– No updates were provided at this time. Utility Boxes– Commissioner Schutz will not be continuing on with the commission in 2023, and offered her con- tacts and information to whoever may want to take up that duty. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS: Commissioner Schutz presented a powerpoint regarding the Airway Heights Parks and Recreation department non -profit space “CARES” (Citizens Associated for Recreation, Education & Social Equity). This is a 501c3 that sup- ports the recreation department for Airway Heights. Funding comes from the State as well as the City of Airway Heights, and because they are a non-profit, they can fundraise freely and separately from the City’s policies. The space provides meeting areas, recreation areas such as a pool and outdoor fields, and more for the community. The commission agreed to move their January 2023 meeting to the 9th to avoid the conflicting observed holiday. ADJOURNMENT: There being no further business, the meeting adjourned at 4:58 PM
