THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES OCTOBER 2ND, 2023 - 4:00 PM CALL TO ORDER: Commissioner called the meeting of the Parks and Arts Commission to order at 4:00 PM on October 2nd, 2023. ROLL CALL: Position #1: Bob Schneidmiller Present Position #6: Tom Chamberlain Present Position #2: John Bahr Present Position #7: Noelle Otersen Loparco Present Position #3: David Himebaugh Excused Student Position: Vacant Position #4: Nancy Hill Present Ops. & Maint. Director: Jennifer Camp Position $5: Laura Frank Present Administrative Assistant: Tait Garcia APPROVALS: Commissioner Hill continued by moving on to discussion for the August and September minutes. Commissioner Frank motioned for approval of both sets of minutes, seconded then by Commissioner Chamberlain, which then carried unanimously. CITIZEN COMMENTS: Angela Corey and Ruth Corey, residents, spoke on the art and verbiage being placed on the skate park. The con- cern related to a specific word being incorporated into the art, and Commissioner Hill addressed the resident’s concerns noting that a new word will be replacing the word in concern. Commissioner Frank motioned to move agenda item 6 to spot 5. This moves Action Items before Unfin- ished and New Business. Commissioner Chamberlain seconded, and the motion carried unanimously. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS: Trailhead Art & Bench No discussion took place at this meeting. Discussion is set to continue at the next meeting. Lion’s Club Sensory Garden– Wendy Van Orman Wendy Van Orman presented a proposal for the 3rd phase of the sensory garden, sponsored and donated by the Liberty Lake Lion’s Club. The 3rd phase would include 3 picnic benches at the end of the cul de sac, which would go underneath a gazebo. The Lion’s Club would like to collaborate with the City on this project, and they are pre- pared to donate approximately $10,000.00 towards this effort. The commissioners discussed and asked questions regarding the logistics of the project and funding. It was noted that the Club is requesting restrooms at the end of the path, but there was no specific quote available as far as cost to put restrooms in at this time. Vote– Inland Chess Recreational Program Proposal While the presenter was not present at this meeting, Jennifer Camp briefly presented on behalf of the Inland Chess Club. The program would follow similar guidelines to other recreation agreements with the City. The com- missioners discussed with the information at hand before voting. Commissioner Frank motioned to move the agreement to the City Council, which was seconded by Commissioner Himebaugh. The motion carried unanimous- ly. Winter Décor South of I-90 Commissioner Chamberlain proposed decoration and lighting of the City owned roundabouts, of which there are 4. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS CONTINUED: Winter Décor South of I-90 Continued The commission further discussed the possible medians for decoration, however Jennifer Camp noted that with snow removal being a priority, decorating is not always a guarantee or a priority during the season for staff. Vote– Proposed Recreation Program Fee Schedule Jennifer Camp opened discussion regarding the proposed recreation program fee schedule. Commissioner Frank motioned to approve the 2023-2024 fee schedule as presented. The motion was seconded by Commissioner Chamberlain, which then carried unanimously. UNFINISHED/ NEW BUSINESS: Liberty Launch Academy– List from Jen Jennifer Camp recently presented to various classes at the Liberty Launch Academy regarding volunteer and community service opportunities at the parks. Jennifer provided the list to the commissioners for review, noting that students may come to future meetings to present ideas. Hooptown Update & Dedication Timeline Commissioner Hill began discussion regarding the Hooptown mural and timeline for the dedication. The current posts cannot be replaced, however new backboards are doable and can be added. A spring dedication was deter- mined to be the better option, so as to involve all who made the project possible. Skatepark Update As discussed during the citizen comments portion of the meeting, a specific word will be replaced by the artist be- fore completion of the project. The projected wrap up will be at the end of October, but usage and continued need to repaint is delaying the overall end date. Along with positive and negative community interactions, preservation of the mural and continued ease of installation were discussed amongst the commissioners and staff. Angela Corey spoke again outside of the Citizen Comments period to note that the sandwich boards at the skate park project were helpful in relaying what was happening there and why. Story Walk Update & Dedication Timeline The commissioners briefly discussed the now installed Story Walk. There is no firm date set for a dedication. Community Engagement Survey & Collaboration The commissioners went over the Community Engagement Commission’s most recent survey regarding what the community wants to see the City prioritize. STAFF UPDATE: Jennifer Camp went over City Hall updates including the Rocky Hill shade structure and the CFP and budget pro- posals. Jennifer provided physical copies of the CFP and budget proposals. Winter Glow was also discussed, as well as the graffiti barrels. A new student commissioner may be coming on board, but that discussion will take place at a later date. Term expirations were discussed at the end of the update, as well as the wrap up of park classes for the season. UPCOMING MEETING: The next meeting of the Parks & Arts Commission will be held on November 6th, 2023 at 4:00 PM.
