MEETING MINUTES
Monday, July 1, 2024

1. Call to Order
Commissioner Hill called the July 1st meeting of the Parks and Arts Commission to order at
4:00 PM.
2. Roll Call
Roll call was taken, with Commissioners Hill, Loparco, Ferris, Bahr, Himebaugh, and Frank
being present. Commissioners Schneidmiller was excused from this meeting.
Commissioner Hay was not in attendance, and notice was not given.
3. Approval of June 2024 meeting minutes
Commissioner Hill opened discussion for approval of the June meeting minutes.
Commissioner Himebaugh motioned for approval of the June meeting minutes, which were
then seconded by Commissioner Loparco. The motion carried unanimously.
4. Citizen Comments
No citizen comments were made at this meeting.
5. Unfinished/ New Business
Pavillion Historical Outlook – Laura Frank
Commissioner Frank provided a brief update to the commission regarding a quote
received for the ticket booth. The quote would be no more than $10,000.00 to rebuild the
ticket booth, and provided there is a design in place, Greenstone can begin setting
lumber aside as an additional donation for this project. Estimates were also received for
the information kiosk, ranging from approximately $3,000.00 to $10,000.00 depending
on complexity and dimensions.
Kramer LL Together – Call to Artist – Laura Frank
Commissioner Frank provided the update regarding the Kramer LL Together Call to
Artists. No submissions were received, but an artist group reached out with a potential
idea. At this time, there is nothing to review or approve regarding this Call to Artists. This
agenda item will be revisited during the August meeting to discuss any possible
changes.
Storywalk Updates
Commissioner Himebaugh provided the update regarding possibility of a future Story
Walk project. Spokane Valley Tech (SVT) has recently acquired equipment that would
allow them to participate in a project for 2025. Further discussion on future projects will
take place later in the meeting agenda.
Bicycle Rack Update – Katie Ferris
Commissioner Ferris provided a brief update on the proposed bike rack and possible
park benches. At this time, cost, availability of funds, and existing park amenities will
need to be determined and discussed before any decisions are made on this proposal.
The Bike Friendly Community application was submitted by the June 25 th deadline, and
a Bike/ Pedestrian advisory committee will potentially be formed soon.
6. Action Items/Discussions/Presentations
Pavillion Playground
Jennifer Camp introduced Lisa Patrick and began the discussion regarding the proposed
update to the Pavillion Park playground equipment. Overall cost for like-and-kind
replacement is estimated to be approximately $130,000.00 to $140,000.00. Further
discussion that would possibly include the community, Council, and staff, would need to
take place before any decisions are finalized. The commission discussed the potential of
moving the Fallen Heroes course, options for getting the community involved in the plan
for the playground, and other outreach opportunities.
Fee Schedule Update
Mickael Stevens, Recreation Coordinator, provided a brief update regarding the ballfield
practice versus game usage blocks and fees around the region in comparison to the
City’s current model. The commissioners will vote on a final decision at the next meeting.
Budget/ Strategic Plan/ Workshop Agenda
Commissioners began discussion on the budget, strategic plan, and upcoming workshop
agenda. Jennifer Camp put together a draft of the plan based on discussion from the last
meeting, and the commissioners discussed the details of the draft in preparation for the
July 2nd workshop. Rearrangement of funds was discussed in the event a Call to Artists
was not received in time for the end of 2024, and discussion regarding the desires and
timelines for possible projects took place. The commissioners agreed upon the 2025
draft plan, and will discuss further with Council at the July 2nd workshop.
7. Staff Report
Jennifer Camp provided a brief staff report to the commissioners:
- No specific park or facility updates were made at this meeting.
- Graffiti barrels will be clear-coated and set out soon.
- The Harvard Trailhead entrance with Greenstone is on pause, and will hopefully continue
by September or October.
- A local non-profit was mentioned by Commissioner Hill (Liberty Lake Better Together
Fund), and it was suggested that they possibly coordinate with the commission in the future.
- A student commissioner has been interviewed and will possibly be appointed by the July
16th or first August Council meeting.
- It was suggested that a commissioner from every commission be present at the Farmers
Market dates. The sign up method will be shared with commissioners.
- Barefoot sign-ups will be handled similarly to the aforementioned Farmers Market sign up
process.
- Commissioner Bahr volunteered to attend the July 16th Council meeting for presentation.
8. Adjournment
There being no further business, Commissioner Frank motioned to adjourn the meeting.
Commissioner Loparco seconded the motion, which carried unanimously. The meeting
adjourned at approximately 6:08 PM.
