President Weppler noted that the declaration of emergency is still in effect and will be
through the next Village Board meeting.
President Weppler called to order a virtual meeting of the Board of Trustees at 8:00 p.m.
Those present were: President Terry Weppler, Trustees Donna Johnson, Richard Moras,
Jay Justice, Scott Adams, Peter Garrity, and Patrick Carey.
Employee Recognitions
President Weppler recognized and thanked Derek Kwong on his twenty-year anniversary
with the Village of Libertyville.
President Weppler recognized and thanked Fire Chief Rich Carani on his thirty-year
anniversary with the Village of Libertyville.
ITEMS NOT ON THE AGENDA
President Weppler asked if anyone had anything to bring before the Village Board that
was not already listed on the agenda. There were no items.
OMNIBUS VOTE AGENDA
President Weppler introduced the Omnibus Vote Agenda and asked if there were any
items to be removed for separate discussion. There were no items.

Trustee Johnson moved to adopt the items listed on the Omnibus Vote Agenda in a single
group pursuant to the omnibus vote procedures of the Libertyville Municipal Code.
Tmstee Moras seconded. President Weppler asked for further Board or public comment

ORDINANCE NO. 20-0-103: An Ordinance to Approve the 2020 Property Tax
Levy
President Weppler noted that at the November 10, 2020 Committee of the Whole/Finance
Committee meeting, the Village Board reviewed scenarios for establishing the 2020 tax
levy. At the meeting of the Village Board on November 10, 2020, the Board adopted
Resolution No. 20-R-138, formally estimating the 2020 tax levy. A public hearing was
held on November 24, 2020 to solicit public input on the proposed levy. After evaluating
several options, the Village Board directed Staff to prepare a 2020 tax levy totaling
$11,334,433 which after all abatements will be $8,671,241, or a 2.315% increase over the
2019 extended levy. This levy included the road rehabilitation bonds issued in 2012,
2013, 2014, and 2015 that were approved in the 2012 referendum. The ordinance
established a 2020 tax levy of $11,334,433. President Weppler asked for questions or
comments and there were none.
Trustee Moras moved to approve the ordinance approving the 2020 Property Tax Levy.
Trustee Johnson seconded. President Weppler asked for further Board or public
comment and there was none. The motion carried on roll call vote as follows:

ORDINANCE NO. 20-0-104: An Ordinance to Approve the 2020 Concord at
Interlaken Special Service Area Tax Levy
President Weppler explained that on June 10, 1997, the Village Board adopted Ordinance
97-0-43 establishing the Concord at Interlaken Special Service Area. The special service
area was created for the operation, upkeep, maintenance, repair, and renewal of the storm
water detention facility and associated landscaping, the public directional sign and
associated landscaping, and the perimeter landscape screening and fencing necessary to
serve the Concord at Interlaken subdivision and Lot A.
The 2020-2021 Budget appropriated $23,040 for the above referenced purposes. The
budget amendment adopted by the Village Board on October 13, 2020 made no changes
to the originally budgeted expenditures in the concord at Interlaken Special Service Area
Fund. The ordinance levies $23,040 for the Concord at Interlaken Special Service Area.
The property tax will be assessed on a per lot basis per Ordinance 98-0-83, approved by
the Board on November 10, 1998. Each home will be assessed approximately $256.00,
which represents no change from the 2019 extended tax levy. The estimated reserve
balance at the end of the 2020-21 fiscal year is $62,765. President Weppler then asked
for questions or comments and there were none.
Tmstee Moras moved to approve the 2020 Concord at Interlaken Special Service Area
Tax Levy. Trustee Johnson seconded. President Weppler asked for further Board or
public comment and there was none. The motion carried on roll call vote as follows:

ORDINANCE NO. 20-0-105: An Ordinance to Approve the 2020 Timber Creek
Special Service Area Tax Levy
President Weppler explained that on May 24, 1994, the Village Board adopted Ordinance
94-0-17 establishing the Timber Creek Special Service Area. The special service area
was created for the operation, upkeep, maintenance, repair, and renewal of the monument
style entrance sign, the storm water management retention basins necessary to serve the
Timber Creek subdivision and outlets A, C, and E. In March of 1997, the Timber Creek
SSA was enlarged to include maintenance of a strip of land within the IL Route 137 right
of way.
The 2020-2021 Village Budget appropriated $21,140 for the above referenced purposes.
The budget amendment adopted by the Village Board on October 13, 2020 made no
change to the originally budgeted expenditures in the Timber Creek Special Service Area
Fund. The ordinance levies $21,140 for the Timber Creek Service Area. This represents
no change from the prior year levy. The fund balance in this fund was estimated to be
$80,042 as of April 30, 2021.
Trustee Gary moved to approve the 2020 Timber Creek Special Service Area Tax Levy.
Trustee Johnson seconded. President Weppler asked for further Board or public

RESOLUTION NO. 20-R-145, 20-R-146, 20-R-147, 20-R-148 AND 20-R-149:
Resolutions Abating Taxes for Payment of Principal and Interest on
2010A General Obligation Alternate Refunding Bonds
2010B Taxable General Obligation Alternate Refunding Bonds
2012B General Obligation Alternate Revenue Source Bonds
2013B General Obligation Alternate Revenue Source Bonds
2014A General Obligation Refunding Alternate Revenue Source Bonds
2015B General Obligation Alternate Revenue Source Bonds
President Weppler noted that the 2020 Tax Levy included $2,663,192.50 for principal
and interest payments on the following bond issuances:
• 2010A General Obligation Alternate Refunding Bonds and
201 OB Taxable General Obligation Alternate Refunding Bonds (Sports Complex,
$1,621,005)

• 2012B General Obligation Alternate Revenue Source Bonds (Water & Sewer
$266,000)
• 2013B General Obligation Alternate Revenue Source Bonds (Water & Sewer
$307,575)
• 2014A General Obligation Refunding Alternate Revenue Source Bonds (Water &
Sewer, $319,300)
• 2015B General Obligation Alternate Revenue Source Bonds (Water & Sewer,
$149,312.50)
The 2010C General Obligation Alternate Refunding Bonds (Sports Complex) fully
matured in December 2020 and no longer need to be included in the levy abatement
process.
The resolutions abate the entire portion of the 2020 levy for these bonds. The alternate
revenue sources used to pay the debt service on the Sports Complex are Sports Complex
revenues supplemented by sales tax. The Water & Sewer bonds utilized water and sewer
charges as their alternate revenue source. President Weppler asked for comments or
questions and there were none.
Trustee Moras moved to approve the resolution abating taxes for payment and principal
on 2010A General Obligation Alternate Refunding Bonds and 201 OB Taxable General
Obligation Alternate Refunding Bonds, and Trustee Garrity seconded. The motion
carried on roll call vote as follows:

Trustee Justice moved to approve the resolution abating taxes for payment and principal
on 2012B General Obligation Alternate Revenue Source Bonds, and Trustee Johnson
seconded. The motion carried on roll call vote as follows:

PETITIONS AND COMMUNICATIONS
President Weppler announced the following:
• The Plan Commission/ZBA will not meet on Monday, December 14,2020
• The Parking Commission will not meet on Tuesday, December 15,2020
• The Economic Development Commission will meet virtually at 7:30 a.m. on
Wednesday, December 16, 2020
• The Parks and Recreation Advisory Commission will meet virtually at 3:00 p.m.
on Tuesday, December 17, 2020
• The Village Hall and all non-emergency offices will be closed at noon on
Thursday, December 24, 2020 and all day on Friday, December 25, 2020 for the
Christmas Holiday. Village Hall and all non-emergency offices will also be
closed on Friday, January 1, 2021 for New Year's Day
• The Zoning Board of Appeals will meet virtually at 7:00 p.m. on Monday,
January 12,2021
• The Water and Sewer Committee will not meet at 7:00 p.m. on Tuesday, January
12,2021
• The Committee of the Whole will meet virtually at 7:00 p.m. on Thursday,
January 12, 2021
• The Village Board will meet virtually at 8:00 p.m. on Tuesday, January 12, 2021
President Weppler thanked everyone involved in the Santa Parade. Happy Holiday
wishes were shared by the Village Board to all present at the virtual meeting.

seconded. The motion carried on roll call vote as follows:

With no further business to come before Village Board, Trustee Johnson moved to
adjourn at 8:56 p.m., and Trustee Adams seconded. The motion carried on a unanimous
