BOARD OF TRUSTEES VILLAGE BOARD MEETING Tuesday, November 08, 2022 at 8:00 PM Village Hall Board Room 118 W. Cook Avenue Libertyville, I L 60048 Mayor Johnson called to order a meeting of the Board of Trustees at 8:00 p.m. Those present were: Mayor Donna Johnson, Trustees Scott Adams, Peter Garrity, Matthew Mickey, Dan Love, and James Connell. Mayor Johnson read into the record a proclamation recognizing U.S. Veterans and honoring Veteran's Day. Mayor Johnson asked for concurrence from the Viliage Board regarding the re-appointment of Part-time Recreation Director Margaret Resnick. A motion was made by Village Trustee Garrity, Seconded by Village Trustee Adams. Voting Yea: Village Trustee Adams, Village Trustee Garrity, Village Trustee Mickey, Village Trustee Love, Village Trustee Connell. The motion was approved by a 5-0 vote. RESOLUTION NO. 22-R-157: A Resolution to Accept the Proposal From Bear Construction for the Red Top Water Reservoir Masonry Repairs VILLAGE OF LIBERTYVILLE Board of Trustees Village Board Meeting Wlinutes November 08, 2022 A motion for approval of the omnibus agenda was made by Village Trustee Adams, Seconded by Village Trustee Garrity. Voting Yea: Village Trustee Adams, Village Trustee Garrity, Village Trustee Hickey, Village Trustee Love, Village Trustee Connell. The omnibus vote agenda items were approved by a 5-0 vote. REGULAR AGENDA 4. REPORT OF THE ZONING BOARD OF APPEALS, (ZBA 22-23), Variation of Corner Side Yard Setback, David and Pamela King, Applicants - 303 Broadway Mayor Johnson stated that the property owners at 303 Broadway have proposed to construct a detached garage. The initial proposal included a height variation, but the project was redesigned after initial review by the Zoning Board of Appeals. Their request requires a reduction in corner side yard setback from 30 feet to approximately 12 feet. The Zoning Board of Appeals concurred with the request at their meeting of October 24, 2022. A motion to recommend Village Board of Trustees approval passed with a vote of 6 - 0. Mayor Johnson asked if there were any public comments, and there were none. RESOLUTION NO. 22-R-158: A Resolution Determining Amounts of Money to Be Raised Through Ad Valorem Property Taxes Mayor Johnson stated that the Illinois Truth-in-Taxation Act (35 ILCS 200) requires that not less than twenty (20) days prior to the adoption of its aggregate levy, the Village Board make a formal (though non-binding) estimate of the amount of property taxes to be levied by the Village. On November 8, 2022, the Village Board Committee of the Whole discussed the proposed tax levy and considered several options. Based on the Finance Committee recommendation, the Committee elected to recommend a Tax Year 2022 (payable in 2023) tax ievy of $12,333,956 in aggregate and $9,432,382 after debt service abatements. The Village Board will hold a public hearing on the tax levy on November 22, 2022 and will consider adoption of the 2022 property tax levy on December 13, 2022. As in past years, in advance of the public hearing on November 22, 2022, the Village will post an updated version of its Tax Levy information Guide on the Financial Information page of its website. This document will also be included as an attachment to the public hearing agenda materials. Mayor Johnson asked if there were any public comments, and there were none. RESOLUTION NO. 22-R-159: A Resolution to Apply for Bird City Status Mayor Johnson stated that Bird City IHinois recognizes the commitment of Illinois municipalities to a green future inclusive of birds and nature. To become a Bird City, a municipality must demonstrate their dedication to birds within six key categories: (1) Habitat Creation, Protection, and Monitoring of Natural Communities, (2) Limiting or Removing Threats to Birds, (3) Education and Indusion, (4) Climate and Sustainability, (5) World Migratory Bird Day, and (6) Bird City Resolution. As much of the criterion is satisfied with existing programs and initiatives within Libertyville, the recognition supports the goals of the 2022 Sustainability Plan and complements the Tree City USA recognition. As a component of the application, the Village must approve a resolution acknowledging its support for the Bird City recognition program. The Sustain Libertyville Commission recommended approval of the Resolution supporting the request for Bird City designation. Mayor Johnson asked if there were any public comments, and there were none. The Board thanked the Commission for their work on the application. Trustee Mickey added that the County Board recently approved a Resoiution as well. A motion was made by Village Trustee Love, Seconded by Village Trustee Connell. RESOLUTION NO. 22-R-160: A Resolution to Adopt the Updates to the 2018 Sustainability Plan Mayor Johnson stated that following the establishment of the Sustain Libertyvilie Commission, the Village Board adopted the Sustain Libertyville Commission's Sustainability Plan in 2015 and provided an update in 2018. With several goals accomplished and the addition of new initiatives, the Commission updated the current Sustainabillty Plan. The Commission had a planning session to identify new initiatives. Those initiatives were converted into annual goals. The goa!s and accomplishments are broken down into eight different categories which include waste and recycling, air, land use, energy, water and local food. The Commission presented the Plan to the Board for comments and questions. Mayor Johnson asked if there were any public comments, and there were none. Village Board members thanked the Commission for their work on the plan. Trustee Garrity thanked the Commission for their attention, improvements, and recommendations. A motion was made by Village Trustee Garrity, Seconded by Village Trustee Adams. RESOLUTION NO. 22-R-161: A Resolution Adopting an Update to the Village of LibertyvUle Economic Development Strategy: Key Land Redevelopment Opportunities & Priorities Mayor Johnson reported that the Village Board of Trustees regularly considers adoption of revisions to the Economic Development Strategy which identifies Key Land Redevelopment Opportunities & Priorities. The document outlines potential redevelopment efforts for the Village to pursue and each site has a description and recommended action steps. The Economic Development Commission reviews the document annually and uses it together with the Comprehensive P!an to guide its efforts. In light of redevelopment activity and land sales transactions, the Commission suggested various updates to the Strategy. The document has been revised to reflect a re-priorifization of several sites, removal of the Young Family Trust property, addition of the Suydam Property, and recent redevelopment and tenant activity. The ordering is intended to reflect current activity level and considers potential sales tax production, employment development, property owner expectations, and Village needs, however the order is not intended to suggest the importance of one site over another. At their October 19, 2022 meeting, the Economic Development Commission recommended the Village Board's adoption of the revised strategy. At the Committee of the Whole meeting on October 25, 2022 the Village Board recommended certain actions on South Milwaukee Avenue which are reflected in Redevelopment Priority area #2. The updates and recommendations included in the proposed draft would replace prior versions of the strategy in their entirety. Economic Development Manager Heather Rowe noted that this program helps staff and the commission to focus their efforts when they are making outreach to developers. Trustee Adams stated that this is an important document and going forward it will be a great tool. Trustee Garrity noted that it is a timely update. It focuses the attention on areas that are important to the Village. It gives developers a roadmap. Trustee Mickey thanked Director Spoden and Development Manager Rowe for their work on the document. He believes that it is a good guiding document. He would !ike to see attainable housing addressed in the future in the document Trustee Connell stated that it is a great document. He looks forward to having more conversations around the ideas in the strategy. Mayor Johnson noted that both Director Spoden and Development Manager Rowe should be applauded for the information they bring forward at the EDC meetings. Their engagement and collaboration are very important. Village Administrator Comments Administrator Amidei reminded the public that leaves that fall need to be bagged and cannot be placed into the street. She also noted that as part of the pumpkin smash event in November will include free fresh compost, visitors can take up to 20 yards. Groot is sponsoring the event. Board Comments Trustee Garrity thanked the Mayor for the Veteran's Day proclamation. He noted that it is important to remember and honor our Veterans. Trustee Connell thanked Director Kendzior and his team regarding their oversight on the Milwaukee Avenue resurfacing project.
