CALL TO ORDER
The meeting was called to order at 6:30 p.m. by Mayor Elizabeth Armstrong. The meeting was
held at The Loose Senior Center located at 707 North Bridge Street, Linden, Michigan 48451.

The Pledge of Allegiance was recited by all present. A Moment of Silence was observed for
fallen military heroes.

at Loose and tax assessments, request tax refunded portion.
Miller left the meeting at 6:52 p.m. and returned at 6:54 p.m.
Public comment on budget review and comparisons from previous budgets, shared differences;
requested reasoning for removal of items and decision.
Staff addressed public comments about fire truck; speed limit comment, County water line
project; Ripley Road; election day class and reasoning and class cancellations at Loose; meeting
equipment; yard signs comment and how to report; Mill parking lot; director and community
engagement title and senior services and library county millages; L-4029 and Treasurer will
follow-up on budget comment.

Grice explained purpose of these presentations and an update on the Mill project.
Public comment on projected overage, Grice responded.
Public comment on Council’s approval for project overages.

b. Church Parking Lot
Grice reviewed engineers cost estimate within the agenda packet and requested Council
direction. No public comment was received.
Councilors and Grice discussed cost split; number of parking spots; configuration; if addressed
with DDA; millings for alternative lot on the market; years of use for parking lot for events and
community parking; discuss with DDA and representatives from Church to speak with.
c. Barn Update
Grice discussed storage options and recreational space concept at Loose Center reviewed cost
estimate items provided and requested Council direction.
Public comment about what’s being proposed.
Councilors and Grice discussed storage facility and item options; size; climate control; design;
discussed feedback received with Sweeney; contractor work and experience; and bids.
d. FOIA Requests
Glass explained agenda request. Miller explained reasoning. Kanyak and Sutter shared
approximate number of FOIA requests over past three years.
UNFINISHED BUSINESS ITEMS
a. Monthly Grant Updates: All Pending & Newly Applied for Grants (Written on Regular
Meeting Agendas Only)
Glass provided update regarding EPA appropriation process to obtain funding; monitoring
appropriations for police cruiser and police fire upgrades; and FEMA Grant for fire truck.
b. Meeting Recording
Glass updated microphones are ordered.
Motion by Miller, second by Armstrong all City Council meetings, including Parks and
Recreation, Planning and Zoning, DDA, that we’re apart of be recorded.
Miller shared reasoning. Councilors, Gildner and Staff clarified motion for this agenda item;
discussed equipment; staff; current recordings and management; storage; minutes are the
official record; and retention.
Motion carried 7-0.
c. Contract Statuses - Museum and Library in Mill Building
Glass had no update to provide.
d. Loose Van Update
Glass updated van is still pending.
e. Comment Cards Update
Glass explained public comment cards included in the packet.

f. Resolution No. 05-26 Adoption of the Fiscal Year 2026-2027 Budget
Glass reviewed item and explained wage resolution corrections and reasoning. Miller asked
about moving Item F.
Motion by Miller, second by Armstrong to move Item f. after Item i. Motion carried 7-0.
g. Resolution No. 06-26 Adoption of City of Linden Fiscal Year 2026-2027 Fee Schedule
No Councilor comments were received. Public comment about item comment, Armstrong
clarified.
Motion by Dick, second by Howd to the approve the Fee Schedule as presented. Roll call.
Motion carried 6-1.

h. Resolution No. 07-26 Authorizing Compensation for all City Officers, Employees and
Volunteer Fire Department
Glass explained corrections made.
Public comment on raises.
Public comment on the budget and staff; fire department and wages.
Councilors discussed staff and wages up to city manager; feedback received; retention; pay
increases; wage comparables; retention; increased workload; delay in getting comparables;
smaller increments and reasoning; Card clarified budget binder provided after adoption; wage
study data; justification; different factors being considered; position wages; and comfort level.
No comment was received from Councilor Hicks.
Armstrong explained public comment for wages is done.
Miller discussed fire department. Link also explained rate study data for Fire Department.
Motion by Dick, by Simons to adopt Resolution No. 07-26 Authorizing Compensation for all City
Officers and Employees as presented. Roll call. Motion carried 5-2.

2027 Purchasing Resolution. Roll call. Motion carried 6-1.

Public comment shared concerns regarding proposed budget.
Councilors discussed budget process experience; requested Gildner’s insight on public
comment, Gildner responded. Councilors discussed budget and impact if not passed; recent
vote; work sessions and special meetings; finding information; and MML wage study.
Motion by Dick, second by Howd to approve Resolution No. 05-26 Adoption of the Fiscal Year
2026-2027 Budget. Roll call. Motion carried 5-2.

b. Resolution No. 09-26 MDOT TAP Application Authorization for Fenton Road
Regional Trail
Tyler Carpenter, Executive Director of Southern Lakes Parks and Recreation, reviewed the
request. No public comment was received.
Discussion with Councilors, Staff and Carpenter regarding ballot question in the past; pathway
system; tap grants; 2021 approval; project status; benefits; municipality contributions passed
Council commitment.
Motion by Howd, second by Miller to approve Resolution No. 09-26 MDOT TAP Application
Authorization for Fenton Road Regional Trail. Roll call. Motion carried 7-0.

Dear City Manager Glass,
I am requesting that an item regarding board appointments be placed on the consent agenda for
the June 22, 2026, City Council meeting.
Pursuant to Article III, Section 2 of the Downtown Development Authority (DDA) Bylaws, I
intend to bring forward a motion for Council consideration to appoint myself as the Council
representative to the Downtown Development Authority and to appoint Council Member Miller
as the Council representative to Southern Lakes Parks and Recreation.
This request is being made following recent events, discussions, and information brought to my
attention concerning matters related to the DDA. After careful consideration, I believe it is
appropriate and in the best interest of fulfilling my responsibilities as Mayor to serve directly on
the DDA Board at this time.
Please include this item on the consent agenda for the June 22, 2026, City Council meeting.

INTRODUCTION/ HISTORY/EXPLANATION OF TOPIC
In order for the City Treasurer to levy taxes on properties in the City of Linden, a form L-4029 must be prepared,
approved and signed by the Mayor and the City Clerk. This form provides legal authority for the Treasurer to assess
property taxes for the current tax year.
The maximum tax rates that can be levied under different authorities have to be re-adjusted by Headlee millage
reduction fraction (MRF) MCLA 211.34d and with truth in assessing millage roll back fraction under MCL 211.34. The
2026 Millage Reduction Fraction is 0.9869, which resulted in a mandatory rollback of the previously reduced 2025
millage rates.
STAFF RECOMMENDATION
The City Manager and the City Treasurer recommend that the City Council approve the levy for 2026 tax levy season
with most of the millage rates to be levied in summer 2026 tax bills and only Police/Fire millage to be collected with the
winter 2026 tax bills.

A RESOLUTION APPROVING BALLOT LANGUAGE FOR MOSQUITO CONTROL
WHEREAS, City electors previously approved a millage to finance mosquito control services; and
WHEREAS, that millage is set to expire, and the City wishes to renew it, subject to voter approval.
NOW THEREFORE BE IT RESOLVED that the Linden City Council approves the following
millage renewal proposal:
Shall the previously voted millage of .3688 mills (0.40 per $1,000 of taxable value) for
the provision of mosquito control services be renewed and imposed upon all taxable
property in the City of Linden in the amount of 0.3688 mills (0.3503 mills as reduced by
the required millage rollbacks) for 4 years, 2027 through 2030? If the renewal millage
is levied in its entirety, it is estimated that the 0.3503 mills would raise approximately
$58,239.49 when first levied in 2027.

Fire Department May 2026 Monthly Report
Chief’s Notes
We responded to a total of 31 calls for the month of May with 14 of them being EMS.
Other calls consisted of 2 gas odor investigations, 1 wire down call, 5 lift assist and 9
assist for mutual aid.
As noted in my apparatus report we have hired a new Firefighter/Trainee. His name is
Trenton Fletcher. He has been attending our fire calls and will be attending the fire
academy in October.
We hosted over 100 young kids and parents for a visit to our fire station. They enjoyed
their time in and out of the fire trucks along with the Police car and DPW backhoe.
An update on the research I have been doing on a potential new fire engine to replace our
26 year old engine, the 2 trucks I spoke about during a budget meeting at council has
been sold by the vender. I couldn’t commit to the possible purchase due to the budget not
being passed, last month. I do have more information on more options but they are out 6
months and 25 to 30k more than the first 2 options I presented.
I will be applying for a new engine through the now open FEMA grant system like we
did in 2025 this month. It usually takes a year to get a response and based off past
experiences our chances will be slim but it doesn’t hurt to continue to try.
I will be requesting some quotes to replace our tires on both engines. Even though they
only have approximately 10,000 miles on them they are now over 10 years old and we
are required to get them replaced.

Fire Station
We had a work session to clean the fire hall from the long winter dirtiness, so we looked
presentable for the visit by the elementary kids and parents. Our plans are to paint the
floors in June.
Training
We conducted 2 training sessions this month as usual. Our first session was a power point
on carbon monoxide calls and then we went into a demonstration and refreshing on the
uses of our gas monitor device.
Our second session was practicing ropes and knots. This was great refresher and learning
experience for our newer Firefighters.
Personnel
We officially hired Trenton Fletcher to our staff. He will be entering the fire academy
which starts the first week of October and also the next available medical class that
becomes available. He has been attending calls and responding with our crew to calls and
observing and learning what we do.
