Resolution 2018:134 - Executive Session BE IT RESOLVED by the Mayor and Council of the Borough of Lindenwold that the Mayor and Council are now going into closed session to discuss legal matters, Sewer Services, Personnel, Redevelopment Program Motion was made by Councilman Strippoli, second by Councilman Jackson that Resolution 2018:134 be adopted as read. Voice vote was unanimous in the affirmative. Motion carried. Motion was made by President Randolph-Sharpe, second by Councilman Jackson to go out of executive session. Flag Salute Roll Call of Council Members Present: Hess, Jackson, Sinon, Strippoli, President Randolph-Sharpe, and Mayor Roach Excused absence: Councilman DiDomenico Motion was made by President Randolph-Sharpe, second by Councilman Jackson that all bills that have been properly audited be approved for payment. Roll call vote was unanimous in the affirmative. Motion carried. The following reports have been filed and are available in the respective offices for review and will be included in the minutes: a. Tax Collector’s Report $1,953,535.96 b. Sewer Report 153,367.79 c. Treasurer’s Report 14,238.31 Resolution 2018:135 Proclamation for National Police Week Whereas, The Congress and President of the United States have designated May 15th as Peace Officers’ Memorial Day, and the week in which May 15th falls as National Police Week; and Whereas, the members of the law enforcement agency of Lindenwold play an essential role in safeguarding the rights and freedoms of Lindenwold; and Whereas, it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agency, and that members of our law enforcement agency recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression; and Whereas, the men and women of the law enforcement agency of Lindenwold unceasingly provide a vital public service; Now, therefore, I, Mayor Richard Roach and Borough Council of the Borough of Lindenwold, call upon all citizens of Lindenwold and upon all patriotic, civic and educational organizations to observe the week of May 13 - 19, 2018, as Police Week with appropriate ceremonies and observances in which all of our people may join in commemorating law enforcement officers, past and present, who, by their faithful and loyal devotion to their responsibilities, have rendered a dedicated service to their communities and, in so doing, have established for themselves an enviable and enduring reputation for preserving the rights and security of all citizens. I further call upon all citizens of Lindenwold to observe 15, May 2018, as Peace Officers’ Memorial Day in honor of those law enforcement officers who, through their courageous deeds, have made the ultimate sacrifice in service to their community or have become disabled in the performance of duty, and let us recognize and pay respect to the survivors of our fallen heroes. In witness thereof, I have here unto set my hand and caused the Seal of the Lindenwold to be affixed. Motion carried. BUSINESS MEETING May 9, 2018 Page | 2 Resolution 2018:136- Hire Police Clerk WHEREAS, the Borough of Lindenwold has identified a need to fulfill the position of Clerk in the Lindenwold Police Department, and WHEREAS, Civil Service guidelines have been followed, and WHEREAS, it is the procedure of the Borough of Lindenwold to hire employees by resolution; and WHEREAS, Mayor and Council has accepted the recommendation to appoint Citlalmana Morataya to the position of Police Clerk. THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that Citlalmana Morataya to the position of Police Clerk starting May 14, 2018. Motion was made by President Randolph-Sharpe, second by Councilman Strippoli that Resolution 2018:136 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. Resolution 2018:137 Appointment Environmental Commission WHEREAS, there is a need for members to the Environmental Commission for the Borough of Lindenwold, and WHEREAS, Lester Engels expressed an interest in serving on this Commission. THEREFORE, BE IT RESOLVED by the Mayor with Council consent that the following is hereby appointed as member to the Environmental Commission: Lester Engels 12/31/2018 Motion was made by President Randolph-Sharpe, second by Councilwoman Hess that Resolution 2018:137 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. RESOLUTION 2018:138 WHEREAS, there exists an advisory board known as the Environmental Commission for the Borough of Lindenwold, and WHEREAS, this advisory board may have a need to require engineering services, and WHEREAS, Environmental Resolutions had been acting in the capacity of providing engineering services, and WHEREAS, Environmental Resolutions has contacted the Borough of Lindenwold that they will no longer be acting in this capacity, and WHEREAS, T and M had submitted a proposal regarding engineering services under the Fair and Open Process. THEREFORE, BE IT RESOLVED by the Mayor with Council approve T and M to be appointed for engineering services for the remainder of the year ending December 31, 2018. Motion was made by President Randolph-Sharpe, second by Councilwoman Hess that Resolution 2018:138 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. RESOLUTION 2018:139 WHEREAS, the Mayor and Council of the Borough of Lindenwold recognize that it is imperative to search for efficient means to reduce spending through creative and innovative ideas and programs which benefit their community, and WHEREAS, the Borough of Lindenwold has recently learned of the New Jersey Library Construction Bond Act/Grant program through the Camden County Improvement Authority, and WHEREAS, the Borough of Lindenwold wishes to apply for the Library Capital Improvement Grant for any available funds in order to support the Lindenwold Library, and WHEREAS, the Borough of Lindenwold has reviewed the scope of work for the assessment of services with a not to exceed amount of $5,000. THEREFORE, BE IT RESOLVED by the Mayor with Council authorize the Borough of Lindenwold to enter into a shared service with the Camden County Improvement Authority for the purpose of participating in the New Jersey Library Construction Bond Act/Grant program. Motion was made by President Randolph-Sharpe, second by Councilman Strippoli that Resolution 2018:139 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. Department Reports Councilwoman Hess informed the residents of the Memorial Day Tribute on May 28 at 9 am and invited everyone to come out. The Movies in the Park starts on June 8. There will be a car show and concert in August as well as Lindenwold Day in September. President Randolph-Sharpe encouraged the residents to watch their mail box for the latest edition of the newsletter which will include the events. The Lindenwold High School Prom is Friday for both Juniors and Seniors. On BUSINESS MEETING May 9, 2018 Page | 3 Monday, the Freeholders held the Best of Class honoring seniors in Camden County of which three were from Lindenwold. She stated that it was a very nice event and a wonderful way to honor Seniors from Camden County. The Business Administrator informed the residents that the Borough is currently undergoing the annual audit by Bowman and Associates. Councilman Jackson on Monday, there was a Park and Recreation Committee Meeting where approval was given for Lindenwold Football, Lindenwold Fire Department, and Lindenwold Police Department for a bike rodeo. On April 21, he stated that he had the opportunity along with the Police Chief and Mayor to throw out the first ball for baseball which was a lot of fun. On April 28, volunteers from the New Jersey Mentors Association cleaned up, planted flowers, and painted at the Lindenwold Park. Finally, he presented the report for the Code Enforcement Department including fees collected and violations. Councilman Strippoli presented the April Report for Public Works including trash and recycling collected and complaints. In the Sewer Department, he reported the number of calls including emergency calls as wells as repairs. Councilwoman Sinon reported on the success of the Senior Citizen Prom held at the Lindenwold High School. Members of Council joined in the fun with the seniors. The students did a great job on decorations, music, and refreshments. In August, Municipal Alliance will again host the National Night Out with more information to come. Councilwoman Hess added that Mr. Johnson’s class from the Lindenwold High School came out and helped plant a Cherry Tree and flowers at the Lindenwold Police Department for Arbor Day. Councilman Jackson also added that the demolition has started on the White Horse Pike for the former cleaners. Engineer’s Report was presented by Anthony Chadwell of Remington and Vernick including the submitted revision for the Laurel Road Pedestrian Project which has started construction and notice to proceed has been given to start the Reconstruction of South Carlton Street. Mayor Roach opened the meeting to the public. Tim Foran and Elena Stults from Commitment Community Church presented to Council their proposal for an event at the Church located on Berlin Road. Their request included permission to close a block of Berlin Road for this cultural/multi-ethnic event. He requested information on how to proceed. Elena added that it will be a festival type of event with ethic dancers and food. Mayor expressed his concern for safety on Berlin Road. President Randolph- Sharpe described a similar type of event that was held at the Lindenwold High School which is very successful. She feels this is a great idea. Representatives and Council discussed the idea. Mayor requests time to review the request and respond. There being no one desiring the floor, the Mayor closed the meeting to the public. Motion was made by President Randolph-Sharpe, second by Councilman Jackson that the meeting be adjourned. Voice vote was unanimous in the affirmative. Motion carried.
