Flag Salute Roll Call of Council Members Present: DiDomenico, Hess, Jackson, Sinon, Strippoli, President Randolph-Sharpe, and Mayor Roach Resolution 2021:106 To Read Budget by Title WHEREAS, N.J.S. 40A:4-8, as amended by L.2015, c. 95, § 14, 2015, provides that the budget may be read by title only at the time of the public hearing if a resolution is passed by not less than a majority of the full governing body, providing that at least one week prior to the date of hearing, a complete copy of the budget has been made available for public inspection, and has been made available to each person upon request; and WHEREAS, these two conditions have been met; NOW, THEREFORE, BE IT RESOLVED, that the budget shall be read by title only. Motion was made by President Randolph-Sharpe, second by Councilwoman Sinon that Resolution 2021:106 be adopted as read. Voice vote was unanimous in the affirmative. Motion carried. Business Administrator welcomed everyone and opened the Public Hearing for 2021 Budget with a presentation reviewing the 2020 year and the revenues and expenses for 2021 for both the General Fund, Sewer Fund, and Capital Budget. She reviewed the various components that are included in the tax bill that the residents receive. She also addressed the American Rescue funds from the state and that the Borough is still waiting on guidance. The Administrator opened the meeting to the public. Trevor Shaw, resident, questioned the roof on the Capital project. The Mayor responded that it was the building at the Memorial Park. He also questioned the expansion of the parking lot. The Administrator responded about suggestions in order to address the need for additional parking. He then questioned the basketball court. The Administrator will discuss with the Public Works Director. Sarah Vellner, resident, asked if the presentation will be available. The Business Administrator will have it available and the budget is on the website. She asked if the public will have input regarding the Relief funds. President Randolph- Sharpe advised that the guidelines will be very specific as to how the money may be spent. There being no one else desiring the floor regarding the budget, the meeting was closed to the public. President Randolph-Sharpe thanked the Business Administrator for all her hard work preparing this year’s budget. Adopt 2021 Budget RESOLUTION 2021:110 - Adopt 2021 Budget BE IT RESOLVED that the following statements and revenues and appropriations shall constitute the Municipal Budget for the year 2021, and 1. Appropriations within “CAPS” (a) Municipal Purposes $14,722,702.77 2. Appropriations excluded from “CAPS” (a) Municipal Purposes 1,042,396.34 Total General Appropriations excluded from “CAPS” 1,042,396.34 3. Reserve for Uncollected Taxes 1,029,878.89 4. Total General Appropriations 16,794,978.00 5. Less: Anticipated Revenues Other than Current Property Tax 6,728,588.68 6. Difference: Amount to be Raised by Taxes for Support of Municipal Budget: (a) Local Tax for Municipal Purposes Including Reserve for Uncollected Taxes 10,066,389.32 BE IT FURTHER RESOLVED that the Governing Body of the Borough of Lindenwold does hereby adopt the following budget for the year 2021. Motion was made by President Randolph-Sharpe, second by Councilman Jackson that Resolution 2021:110 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. CONSENT AGENDA: The items listed below are considered routine by the Borough of Lindenwold and will be enacted by one motion. There will be no formal discussion of these items. If discussion is desired, this item will be removed from the Consent Agenda and will be considered separately. Motion was made by President Randolph-Sharpe, second by Councilwoman Sinon that Resolution 2021:107-109 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. RESOLUTION 2021:107 Renew Copier Lease WHEREAS, the leases for the Ricoh Copiers in the Borough of Lindenwold is due to the expire in May, and WHEREAS, the Ricoh Copier in the Tax Office is in need of an upgrade, and WHEREAS, the Borough of Lindenwold leased this Ricoh Copier under State Contract #A-40467, and WHEREAS, by upgrading these copiers, the Borough will realize an annual savings as well as technology that is more compatible with the programs being used. THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that pursuant to N.J.S.A. 40A:11-12 the following state contract be awarded: COMPANY PRODUCT AMOUNT RICOH USA Ricoh IMC6000G $219.00 per month lease COUNCIL CAUCUS MEETING May 26, 2021 Page | 2 RICOH USA Ricoh MP2555SPG $ 66.00 per month lease RICOH USA Ricoh MP3555SPG $129.00 per month lease RESOLUTION 2021:108 Shared Service WHEREAS, the Borough of Lindenwold, 15 North White Horse Pike, Lindenwold, New Jersey, and the Lindenwold Board of Education, 801 Egg Harbor Road, Lindenwold, New Jersey, recognize that it is imperative to search for efficient means to reduce spending through creative and innovative ideas and programs which benefit their community, and WHEREAS, the “Uniform Shared Services and Consolidation Act”, N.J.S.A 40A:65-1 et seq. (the “Act”), authorizes local units of the State of New Jersey to enter into an agreement with any other local unit or units to provide or receive any service that each local unit participating in the agreement is empowered to provide or receive in its own jurisdiction, and WHEREAS, the respective parties have previously joined together authorizing an Interlocal Agreement for Law Enforcement Officers be assigned to the Lindenwold School District and for the upkeep of the Lindenwold Park. BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the Mayor and Borough Clerk are hereby authorized to execute the agreement with the Board of Education for the assignment of Law Enforcement Officers and the upkeep of the Lindenwold Park. RESOLUTION 2021:109 Refund Park Fee WHEREAS, Rob McMurray of GVAA scheduled the Lindenwold Fields for May 24-27, 2020 and paid $1,500, and WHEREAS, Governor Murphy declared a State of Emergency closing all businesses and activities due to COVID-19, and WHEREAS, in accordance with this directive, the Borough of Lindenwold closed offices and Borough fields to the public, and WHEREAS, as this event was canceled due to the State of Emergency, Mr. McMurray has requested a refund of the amount paid. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the fee of $1,500.00 be refunded to Rob McMurray of GVAA. Mayor Roach opened the meeting to Council. Councilwoman Hess announced the library craft for Father’s Day. Hooked on Fishing will be held at Lake Worth Park on June 5 at 9:00am. Councilman Jackson reminded residents of the program in Pennsylvania regarding criminal records and to contact him for any questions. Councilwoman Sinon presented the health report including the State Park pass for those that have been vaccinated. Camden County will start offering teens the Pfizer vaccine. More information is available on the Camden County website. She reviewed the upcoming lifting of COVID restrictions for those that have been vaccinated, however, state, local, and businesses have the option to keep the mandates in place. She reminded everyone that Governor Murphy has stated that the Pandemic has not ended. Mayor informed the resident that the Borough will continue to follow wearing masks and social distancing. President Randolph-Sharpe shared the meeting with the School Board for channel 192. She also provided an update school events including the Prom on June 18th, an extra six week program to assist students, and food distribution. The newsletter will be available on the Borough Website. Business Administrator advised the residents of the modified hours available to the public. One of the modifications to the building was the addition of the window for the Tax Assessor’s office. Mayor announced the latest COVID numbers at 2,117 and 24 deaths. Mayor Roach opened the meeting to the Public. Diane Veteri, resident, asked about evening hours. The Administrator stated that the Borough has not had evening hours even prior to the pandemic. Ms. Veteri discussed with Council the way Councilman Strippoli speaks to the residents. Sarah Vellner, resident, asked if Council will also continue to conduct meetings by phone. Mayor responded that meetings will now be conducted in person. Ms. Vellner questioned community policing. The Police Chief responded that it was a philosophy to reach out to residents. Mayor added that it has been in place for years and commended the Police Department. She also questioned about education regarding cannabis. President Randolph-Sharpe responded that they are attending numerous meetings and staying up to date on the information. Trevor Shaw, resident, again questioned the Capital program and about other possible projects. Business Administrator will contact Public Works Supervisor. Mr. Shaw asked about the resolution regarding copiers. Business Administrator stated it was for the Municipal Building to update current equipment. There being no one else desiring the floor, Mayor Roach closed the meeting to the public. Councilwoman Hess reminded the residents regarding the vaccination on June 15 at Deterdings. Residents can contact the County if a ride is needed. Motion was made by President Randolph-Sharpe, second by Councilman DiDomenico that the meeting be adjourned.
