VILLAGE OF LISBON Public Works & Utility Committee Minutes March 22, 2023 PUBLIC WORKS & UTILITY COMMITTEE MINUTES The inaugural meeting of the Lisbon Public Works & Utility Committee was held on Wednesday, March 22, 2023, at the Richard Jung Memorial Fire Station, N54 W26455 Lisbon Road, Lisbon, WI. Committee Chairman Marc Moonen called the meeting to order at 5:02 p.m. Roll Call: Present: Trustee Marc Moonen (Chair); Trustee Linda Beal (Vice-Chair); Committee members Jane Mueller, Joe Eberle, and Dan Plese; Utility Administrator Mike Sargent; Engineer Don Neitzel (via Zoom); DPW Director Joe DeStefano; Village Administrator Kathy Nickolaus; and Clerk Elisa Cappozzo Katch to record the minutes. Chairman Moonen led everyone present in reciting the Pledge of Allegiance. Citizen Comment None. Department Reports A. Public Works At Chairman Moonen’s request, Director DeStefano described his role as supervisor over the two divisions of the DPW (highway and parks) and talked about seasonal weight limit implementation on Lisbon roads. No action was taken. B. Utility District Utility Administrator Mike Sargent gave an overview of his role and a brief report on the Q1 2023 activities and expenses for the Sewer Utility. Engineer Don Neitzel described recent projects, including televising sewer lines, current issues at lift stations, sewer flows, and utility installation at Lisbon’s Business Park East. No action was taken. New Business A. Request for approval of new garage doors for the DPW maintenance buildings Motion by Eberle to approve the proposal submitted by Wilde’s Lake Country Garage Doors for the replacement and installation of new garage doors at the Highway shop in the amount of $29,834.00, and recommendation to Village Board of the same. The motion was seconded by Beal, was voted on, and carried unanimously. Motion by Eberle to approve the proposal submitted by Wilde’s Lake Country Garage Doors for the replacement and installation of new garage doors at the Parks maintenance building in the amount of $18,787.00, and recommendation to Village Board of the same. The motion was seconded by Beal, was voted on, and carried unanimously. B. Request for approval of HVAC upgrades to Parks Maintenance building Motion by Moonen to approve the proposal submitted by Interstate Heating for furnace replacement and A/C installation in the office area of the Parks maintenance building in the amount of $8,198.00, and recommendation to Village Board of the same. The motion was seconded by Mueller, was voted on, and carried unanimously. Request to change the speed limit on Hillside Road Motion by Eberle to approve changing the speed limit on Hillside Road from 45mph to 35mph, beginning at Highway Q and extending south for 1000 feet, and recommendation to Village Board of the same. The motion was seconded by Beal, was voted on, and carried unanimously. D. Request to temporarily lift weight limit on Hillside Road Motion by Beal to approve a temporary lift of the weight limit on Hilliside Road, between Highway Q and Good Hope Road during the time Highway Q is closed for road work, and recommendation to Village Board of the same. The motion was seconded by Moonen, was voted on, and carried unanimously. E. Request for approval of annual grinder pump maintenance contract Motion by Moonen to approve the proposal submitted by Joe DeBelak Plumbing for the 2023 annual Grinder Pump maintenance at a cost of $355.00 each, and recommendation to Village Board of the same. The motion was seconded by Mueller, was voted on, and carried unanimously. F. Request for public hearing & amendment to sewer service area to serve N71W22339 Good Hope Road Motion by Mueller to recommend that the Village Board hold a Public Hearing to amend the sewer service area to add service to the property located at N71W22339 Good Hope Road. The motion was seconded by Beal, was voted on, and carried unanimously. Items for next Public Works & Utility agenda Committee members requested the following items be placed on the next meeting’s agenda for discussion: • Richmond School & Willow Springs utility history • Manhole leaks and related repair bills • Grinder Pump history Adjournment There being no further business, Beal moved to adjourn. The motion was seconded by Eberle, was voted on, and carried unanimously.
