PUBLIC WORKS & UTILITY COMMITTEE MINUTES
The regular meeting of the Lisbon Public Works & Utility Committee was held on Wednesday,
May 15, 2024, at the Lisbon Village Hall, W234 N8676 Woodside Road, Lisbon, WI.
Committee Vice-Chair Linda Beal called the meeting to order at 5:00 p.m.
Roll Call: Present: Trustee Linda Beal (Vice-Chair); Committee members Jane Mueller, Joe
Eberle, and Dan Plese; Utility District Accountant Mike Sargent; DPW Director Nick Wilichowski;
Administrator Kathy Nickolaus; and Clerk Elisa Cappozzo Katch to record the minutes. Trustee
Marc Moonen and Engineer Don Neitzel were absent and excused.
The Committee and members of the public recited the Pledge of Allegiance.

Minutes – 4/17/2024 Public Works & Utility Committee
Motion by Mueller, second by Eberle, to approve the minutes of the April 17, 2024 Public Works
& Utility Committee meeting as presented. Motion carried.
Department Reports
A. Dept. of Public Works
DPW Director Nick Wilichowski gave a brief update on current DPW projects and
accomplishments. No action was taken.
B. Utility District
Utility Administrator Mike Sargent reported on April flows for the Utility District.
Administrator Nickolaus reviewed highlights from the Engineer’s monthly report (see
attached). No action was taken.
Unfinished Business
A. Discussion only re: Sabel Mechanical quote for Air Relief Valves for the Richmond Force Main
There was discussion regarding one or two valves, and epoxy vs stainless. No action was
taken; bring back in June.

Motion by Beal to DENY the request. The motion was seconded by Eberle, was voted on, and
failed 2:2 (Beal, Eberle AYE; Mueller, Plese NAY). Bring back in June for reconsideration by the
full committee.

Subject: Walnut Grove
Good Morning Kathy and Marc,
I received your info from Nick regarding our neighborhood situation. I live at N57W27908 Walnut
grove court. Our neighborhood has become a highway as a cut through from Ainsworth to K –
with all the new building and neighborhoods, our street is quickest for anyone to get to K. The issue
we have seen that is our neighborhood has grown to roughly 18 school age kids in the matter of 8
homes over the last 5 years. That is great news but the safety is a real concern. From 6am – 8 am
and 3-6pm each day it is truly unsafe for kids running around neighborhood in addition to simply
walking the streets.
I reached out to Lisa from the Sheriffs office last June regarding situation and I believe I finally
annoyed enough that they put on a speed detector for 1 week to see the traffic in the fall. The week
rained the first 2 days and then schools were off the last 2 days of the week. Based on the info she
received from that week – which wasn’t a true accurate due to no construction trucks cutting
through and no school – the evidence was enough that they(with Joe from Village) added a digital
speed sign with in a couple of weeks – which was a great start. (it is currently down as they took
down so salt didn’t hurt the unit) People have noticed the sign but not much has really happened in
regards to slowing down or driving a little more aware. We have asked for some patrol as we felt 1
day of Sheriff on road – would detour others on ways they took, we were assured patrol would
happen – but it just hasn’t, I understand the Sheriff has a larger area and short staff but that just
hasn’t been an option either.
We are inquiring what next steps would be to have speed bumps installed on this road. It truly is a
safety hazard. This winter alone – we had 3 spin outs into ditch on road ( I personally helped dig out
and get the high school kid to school out of the ditch) and 1 school bus slide into snow bank ( that
same school bus literally got stuck for 3 hours about 30 minutes later in another neighborhood with
students on it). The scariest part was 2 different times vehicles have swerved around the stopped
school bus, the driver obviously did the long honks etc and Sheriff says we should report anything we
see like that but shows how much other inattentive driving has/can happen that no one has noticed.
Sorry for the long , rambling email but very passionate about this as it truly is an unsafe road.

need for more folks to officially enter their inputs regarding the speed issues in Walnut Grove Ct. I
can confirm that we regularly see folks traveling too fast through the subdivision which is very
concerning with all the kids in the area. Let me know if there is anything else I can do to help elevate
the need/awareness of this so it can be addressed appropriately.

Subject: Safety Issues with Speeding on Walnut Grove Drive

Dear Village of Lisbon Team,
Thank you for recently discussing solutions for the concerning amount of speeding on
Walnut Grove Drive. I live on the corner of Walnut Grove Drive and Walnut Grove Court
and have two young boys, ages 6 and 9 years old. With fast-growing subdivisions to the
north of our neighborhood and increased traffic volume, we have seen the speeding issue
increase significantly over the past 5 years which has led to an unsafe environment for
residents. The results from the October 2023 speed study with an average speed of 37
MPH (12 over) further illustrate the issue.
I believe drivers are using Walnut Grove Drive as a cut-through shortcut to get to
Arrowhead High School, Hartland and HWY 16 instead of using Winkleman Road (KE) to
the East. Therefore, traffic calming measures must be taken to slow traffic and
encourage them to use Winkleman Road (KE) as it was intended.
A major reason neighbors are deeply concerned about the speeding is the amount of young
children that live along this road. There are currently 25 children under the age of 10
that live on Walnut Grove Drive and Court and 4 different bus stops. Additionally, there
are no sidewalks within Walnut Grove, thus compounding the safety issues caused by
speeding.
I understand there have been discussions within the group about ways to address this
issue including speed humps, stop signs and traffic enforcement. I believe speed humps
are the best traffic calming device to solve this issue permanently. The Federal
Highway Commission states that they can effectively reduce speeds by an average of 10
MPH. By using a paved speed hump design (vs a bump), snow plows can easily plow
them. Currently the City of Milwaukee is in the process of adding 50 speed humps and
Hartland just added several in Nixon Park.
Additionally, research by several communities suggests that the use of stop signs for
controlling speed is ineffective and potentially more unsafe. A study by River Falls, WI
found "When not required to stop by a cross street traffic, only 5 to 20% of all drivers come
to a complete stop, 40 to 60% will come to a rolling stop below 5 mph, and 20 to 40% will
pass through at higher speeds." I’m afraid if stop signs are used to address the speed, we’ll
just have another issue to address. Below are more references on this topic.
Based on the traffic study results, amount of small children in the area, and research from
other communities, I ask that the Public Works Committee approve the implementation
of speed humps along Walnut Grove Drive as a traffic calming solution. Please let me
know if you have any questions.

The City of Milwaukee: “Stop and yield signs are used to assign right-of-way between
conflicting movements including vehicles, bicycles, and pedestrians at intersections.
Traffic control devices such as stop and yield signs are not used to control vehicle
speeds or traffic volumes.”
Lake Forest, Illinois: "Research indicates that stop signs are ineffective at controlling
vehicular speeds as that is not their purpose."
Fort Collins, Colorado: "STOP signs are not effective for speed control."
Safety Harbor, Florida: "Numerous studies nationwide have shown that speeds within
a block of the stop sign are largely unaffected by the stop."
Spokane, Washington: "Impatient drivers view the additional delay caused by
unwarranted STOP signs as "lost time" to be made up by driving at higher speeds
between STOP signs."
Portland, Oregon: "In fact, most drivers reach their top speed within 100 feet of a stop
sign."

B. Discussion & necessary action re: Richmond Force Main maintenance or replacement
Motion by Mueller to approve installation of epoxy air release valve for manhole #4, and
recommendation to Village Board of the same. The motion was seconded by Moonen, was
voted on, and carried failed 2:3 with Eberle, Beal, and Moonen voting “Nay.”
The Committee determined they needed updated numbers before making a
recommendation. Engineer Neitzel will obtain an updated quote and bring back next
month. No further action was taken.
New Business
A. Kunkel proposal for Sewer Area Study for possible Gravity Sewer Extension
Motion by Eberle to approve the Kunkel proposal for a Sewer Area Study for possible future
extension of Gravity Sewer for a cost not to exceed $8,960.00, and recommendation to
Village Board of the same. The motion was seconded by Mueller, was voted on, and carried
4:1 with Beal dissenting.
B. Discussion and necessary action re: Mary Hill Rd/ Walnut Rd Speed Study
Deputy Farrell presented the recent Speed Study. No action was taken.
C. Request for speed reduction on Mary Hill Road
Motion by Eberle to lower the speed limit on Mary Hill Road from 45 to 35, and
recommendation to Village Board of the same. The motion was seconded by Beal, was
voted on, and failed 1:4 with all but Eberle voting “Nay.”
Motion by Eberle, second by Beal, to table the item pending additional information
regarding who has jurisdiction over which parts of Mary Hill Road, and to check with the
Village Attorney whether Lisbon has authority to lower speed limits on the road. The motion
carried unanimously.
D. Discussion and necessary action re: Walnut Grove Dr/ Teri Ln Speed Study
Deputy Farrell presented the recent Speed Study. The Committee requested targeted
enforcement and a follow-up speed study be done. No formal action was taken.
E. Request for speed bumps/ humps on Batterjohn and Walnut Grove Dr
Deputy Farrell stated that prior studies and enforcement have indicated a low enforcement
need, and minimal to no violations. The Committee requested a new speed study be
conducted. No formal action was taken.

Pipeline Systems
Effects of air in a pressurized closed-pipeline system must be recognized. An air pocket will decrease the
cross sectional area and increase frictional pressure loss. The combined loss for two-phase flow (air and water)
is always greater than the pressure loss for each phase flowing alone. Thus, air in a pipeline increases system
flow resistance and increases system head against which pumps must operate.
Air may enter a piping system in many ways:
(1) Air in the pipeline when initially filled may not be completely purged.
(2) Air may be drawn in at a pump inlet by entrainment if the liquid level falls below the inlet elevation.
(3) Air in solution (about 2% by volume) will be released at points in the pipeline where the pressure is
reduced, especially where the line elevation is close to the hydraulic gradient.
(4) Gas created from digested sewage.
(5) Air may be drawn in through packings, seals and flanged joints.
(6) Air may enter by vortexing at the pump.
Air in piping tends to collect at high points in the line when flow velocities are low. If the air pocket formed is
large, part of it will be removed when the velocity increases. This partitioned air may or may not go through
the system. It all depends on velocity, pipe size, and pipe down-slope. It may only move into the sloping
straight section and then return to the summit when the velocity decreases.
While it is impossible to totally prevent accumulation of air (or gases) within the piping system, the volume can

When air is present in a hydraulic pipeline, flows are erratic, unpredictable and have high head losses. Sewage
works require Air Release Valves on pipeline high points.
All APCO Sewage Valves are furnished for 150 psi (1034 kpa). Higher pressures available. Specify if operating
pressure is below 20 psi (138 kpa) for a lower durometer seat.
Backflushing Attachments Optional for All Sewage Valves
While sewage media is standing in the valve body, sediment will attempt to settle out at the bottom.
This sediment may be flushed out periodically.
After installation, Sewage Valves should be inspected to determine need to backflush approximately
once a year. Inspection takes only a few minutes and is simple:
1. Shut off the inlet valve.
2. Open the blow off valve and observe. If fluid drains out the valve body rapidly, flushing is not required.
Should heavy suspended solids and grease be anticipated, attachments shown are recommended for ease
of flushing.

1. Spillage
People easily tolerate and are reasonable about
water spillage from valves but sewage is cause
for some engineers and users alike to avoid use of
Sewage Air Valves, regardless of need to a system.
During the past 30 years, the single most highly
objectional complaint about the Sewage Air Valve is,
“it spills” or “it spurts sewage.”
The concave float eliminates this complaint because
of the unique impact zone which is extremely
sensitive to sewage media entering the Sewage
Air Valve. The impact zone causes instantaneous Concave Float
and upward movement of the float to shut-off the Optional
discharge orifice as soon as media contacts the float. Inlet Shutoff Valve

Sewage Combination Air Valve Series 440 SAVV
Sewage Combination Air Valve (single body, double orifice) allows large volumes of air to escape or enter
through the larger diameter orifice when filling or draining a pipeline.
When the pipeline is filled and pressurized the large air/vacuum orifice shall stay closed, but the smaller
diameter air release orifice shall remain operative and open to allow small pockets of air accumulation to
escape automatically and independently of the large orifice.
The large air/vacuum orifice shall shut off when the free floating-center guided plug is raised into the orifice
by the lifting force of the concave - bottom float. The large orifice shut-off shall be “without spilling.”
The Buna-N seat must be fastened to the valve cover, without distortion, for drop-tight shut-off.
The overall height and width shall not exceed the dimensions shown on the table on page 3.

Sewage Air/Vacuum Valves shall allow unrestricted venting or re-entry of air through it during filling or
draining of the force main to prevent vacuum. The Sewage Air/Vacuum Valve shall incorporate (2)
stainless steel floats directly connected by a stainless steel stem, to maintain an air gap between the bottom
concave float and top shut-off float. The air gap shall retard waste solids from fouling or clogging the top
shut-off float. The internal baffle shall be fitted with a guide bushings and act to protect the shut-off float from
direct air flow. The baffle shall retain the Buna-N seat in place, without distortion for tight shut-off.
All internals shall be easily removed thru the top cover without removing the main valve from the line. The
complete valve shall withstand 500 psi (3447 kpa) test. Optional - Inlet and blow off valves, quick disconnect
couplings and minimum 5' (1.5m) hose for flushing. Engineer to specify.
The valve manufacturer shall furnish professionally printed installation and maintenance instruction manuals
with each valve.

Sewage Air Release Valve Models 400 & 450
Sewage Air Release Valves shall have an elongated body and be designed to operate (open) while pressurized
allowing entrained air in a sewage force main line, sewage pump or waste water system to escape through
the air release orifice without spillage or spurting. After entrained air escapes through the air release orifice,
the valve orifice shall be closed by a needle mounted on a compound lever mechanism, (energized by a
concave float) and prevent media from escaping. The air release orifice will then remain closed until more
air accumulates and the opening cycle repeats automatically. The internal compound lever mechanism shall
be stainless steel to prevent corrosion. Optional: Inlet and blow off valves, quick disconnect couplings and
minimum 5’ (1.5m) hose for flushing. Engineer to specify.
The internal linkage shall be fitted with a stem, having a stainless steel concave float threaded onto the
opposite end. The concave float shall hang inside the valve body, slightly above the inlet and maintain an
air gap between the lever mechanism and the waste media. The valve body and float shall withstand 500
psi (3447kpa) shell test pressure. The valve inlet shall be 2", 3", 4" NPT (50, 80, 100mm) Model 400 or 450.

Custom Combination Sewage Air Valve Series 400C
Custom Combination Sewage Air Valve shall be dual function; venting large volumes of air through the large
orifice and small pockets of air through the small orifice before shutting off. Thereafter, while pressurized,
collecting pockets of air will be vented through the small orifice automatically. Should vacuum develop in the
force main, both orifices shall be open permitting large volumes of air to re-enter to break the vacuum.
The Custom Combination Sewage Air Valve shall consist of an independent large orifice Air/Vacuum Valve with
an independent small orifice Air Release Valve side connected. The small orifice air valve shall be separated
from the large orifice by a 2" (50mm) gate valve. The large orifice air valve shall incorporate one upper float and
one lower concave float; thereby maintaining an air gap between the concave bottom float and upper shut-off
float.
The small orifice air valve shall have an internal compound lever mechanism including a long float stem with
a stainless steel float thereby maintaining an air gap between the float and the mechanism. The air gaps shall
retard waste solids from clogging the upper shut-off float of the large orifice and the lever mechanism of the
small orifice valve.
The Air/Vacuum Valve inlet shall be flanged 6" - 14" (150 - 350mm). The outlet shall be plain with hood or
flanged. Engineer to specify.
The side connected Air Release Valve shall have a 2" (50mm) NPT inlet and 1/2" (15mm) NPT outlet. The small
orifice shall be 1/4" (6mm) diameter for operating (opening) pressure up to 150 psi (1034kpa) and venting
capacity of 90 CFFAM.
Optional Backflushing Attachments:
Custom Combination Sewage Air Valve shall be fitted with two inlet isolation Valves: 2" (50mm) all Bronze gate
valve to isolate the Air Release Valve from the Air/Vacuum Valve. One 6" - 14" (150 - 350mm) APCO Butterfly
Valve or Gate Valve to isolate the Air/Vacuum Valve from the force main. Two blow off valves, two flush valves
and minimum of 5' (1.5m) rubber hose with quick disconnects for back-flushing. The manufacturer shall certify
venting capacity and provide maintenance manuals with each valve.

HISTORICAL DATA RE: COST-SHARE AGREEMENTS
1) Dennis Golner located a copy of the original agreement regarding
the Richmond School Lift Station and Force Main. The following
are a few excerpts from the documents. Please see attached
copy of the 2009 agreements.
a) The document was signed Mar 9, 2009.
b) The document states the split of major improvements over $
5,000.00 between Richmond School and the Town of Lisbon
was to be 80% to the School and 20% to the Town of Lisbon.
This split was to last for 15 years.
c) After 15 years the cost will be split based on the prior year’s
usage as measured by the Richmond School and Lisbon Fire
House flow meters
d) The document indicates the split for routine maintenance of
the lift station and force main was to be 65% to the Richmond
School and 35% by the Town of Lisbon
e) The document indicates the agreement for maintenance would
expire fifty years after mutual agreement or sooner by mutual
agreement.
2) See attached analysis of historical maintenance cost of the
Richmond Lift Station and Force Main.

Hi Kathy,
I live at N57W27242 Autumn Run in the Harvest Ridge subdivision. My neighbors and I feel strongly that we need
stop signs throughout the neighborhood. Recently the traffic from construction, the growth of the neighborhood, and
cars now cutting through from neighboring subdivisions have made for more than a few close calls. There are a lot
of young children who walk, play, and ride bikes along the pathways and on the road to reach the neighborhood
park. When I see more than 4 vehicles in one afternoon drive so inattentively that they blow past the exit of the
neighborhood, screech their tires and either backup or speed around crispin’s circle it’s apparent that there’s a
growing issue. Is it also possible to look into getting “Children at Play” signs to be installed throughout the
neighborhood or at least surrounding the park?

Hi Kathy,
My name is Marian Nuckolls, I live at N57W27309 Autumn Run in the Harvest Ridge subdivision. My neighbors
and I feel strongly that we need a stop sign at the intersection of Autumn Run and Harvest Ridge Dr. coming into
the neighborhood. I have witnessed multiple close calls where cars speed and do not slow down coming into the
neighborhood when children, families and dogs are present, almost hitting them.
There are many people who live in surrounding neighborhoods who also use our park and path, adding to the
number of people around who may put themselves in harms way. This corner is also where the bus stop is located,
and other neighborhoods near us have stop signs and even bus stop signs attached to ensure safety in their
neighborhood. We would like the same.
Our neighbors on the other side of the neighborhood have also voiced concern about the need for a stop sign on the
corner of Basham and Autumn run (Ainsworth entrance).
We would also like to request that multiple “Children at Play” signs be installed throughout the neighborhood, or
that you can grant us the ability to buy them ourselves.
