VILLAGE OF LISBON Village Board Minutes October 9, 2024 DRAFT REGULAR MEETING The regular monthly meeting of the Village of Lisbon Board of Trustees was held on Wednesday, October 9, 2024, in the Lisbon Village Hall Board Room, W234N8676 Woodside Road, Lisbon, WI. President Osterman called the regular Village Board meeting to order at 6:32 p.m. Roll Call: President Joseph Osterman; Trustees Paula Quinn, Marc Moonen, and Rebecca Plotecher; Treasurer Natasha Girard; Utility Accountant Mike Sargent; DPW Director Nick Wilichowski; Administrator Kathy Nickolaus; and Clerk Elisa Cappozzo Katch. Trustee Linda Beal was absent and excused. Pledge of Allegiance The Pledge of Allegiance was recited, followed by a moment of silence. Citizen Comments Lori Gitto, W270N7548 Oakwood Court, expressed concerns about potential changes to Community Park, emphasizing its intentional development as a nature park over the past 30 years. She questioned if the vision for the park had changed and raised concerns about potential additions like lights, weekend tournaments, and parking lots. Gitto suggested prioritizing year-round bathrooms and addressing the state of playground equipment. President Osterman responded that discussions in budget meetings have included a baseball diamond, bathrooms, and possibly replacing all playground equipment, though nothing has been finalized. Kurt Lesser, W260N6157 Bracklyn Drive, discussed the history of a communication tower on the Condon Farm and subsequent conditional use permits. He urged the board to carefully consider changes to ordinances governing conditional use permits for wireless communications facilities, emphasizing the long-lasting impact of such decisions. Jim Gitto, W270N7548 Oakwood Court, raised concerns about the gravel path from the park up Lake Five Road, noting issues with washout and recent grading attempts that created difficulties for bikers and strollers. He inquired about plans to address this permanently. Chris Prescott, W266N6534 Top O Hill Drive, asked the board to consider adopting a lighting ordinance for the village, citing examples from neighboring communities. He outlined potential components of such an ordinance and emphasized its importance for improving health, safety, and general welfare. She urged careful consideration of any plans for the park. Louis Frankulin, N75W27033, provided historical context about the park's development, noting that it was originally intended to be a natural park without baseball or soccer fields. He expressed concern about potentially destroying the prairie for a baseball field. Consent Agenda A. September 11, 2024 Village Board minutes B. Award 2025-2034 'Up-the-Drive' Trash/Recycling contract to GFL (PWC 4:0) C. Approve Dorner quote for Lift Station inspections for $1,750.00 (PWC 4:0) D. Approve Lisbon-Sussex 2025-2027 Police Citation Admin Support contract Trustee Moonen requested that Item B be removed for separate discussion regarding the proposals received for waste and recycling contracts. No objections. Motion by Plotecher, second by Quinn, to approve Items A, C, and D of the Consent Agenda as presented. Motion carried 4-0. Regarding Item B, Trustee Moonen explained that the Public Works & Utility Committee had presentations from both Waste Management and GFL. He noted that while there would be a fee increase, it was deemed necessary to preserve the up-the-drive service due to the diversity of property types in the community. Administrator Nickolaus added that GFL's contract includes additional services such as pickup of tires, antifreeze, oil, TVs, and freon appliances at residences. She also clarified details about garbage and recycling bin usage. Motion by Trustee Moonen, seconded by Trustee Quinn, to approve the Public Works Utility Committee recommendation to award the 2025 through 2034 up-the-drive solid waste and recycling collection and disposal contract to GFL as presented. Motion carried 4-0. Accounts Payable A. Authorize payment of the Falls Auto Parts bill dated 9/26 for $602.22 Motion by Trustee Quinn, seconded by Trustee Moonen, to authorize the payment of the Falls Auto Parts bill dated 9/26 for $602.22. Motion carried 3-0, with President Osterman abstaining. B. Authorize payment of remaining bills dated 9/26 for $452,606.58 & 10/4 for $55,132.41 Motion by Trustee Plotecher, seconded by Trustee Moonen, to accept the check registers as presented. Authorize payment of the September Utility District bills Motion by Trustee Moonen, seconded by Trustee Quinn, to authorize payment of Utility District bills dated 10/7/2024 for $17,239.28 as presented. Motion carried 4-0. Announcements/Correspondence • Public Works & Utility Committee – Wednesday 10/16/24 at 5:00p.m., Village Hall • Plan Commission – Wednesday, 10/23/24 at 6:30p.m., Richard Jung Fire Station • Fall General Election – Tuesday 11/5/24, Statewide – Polls open from 7:00am – 8:00pm • Parks Committee – Wednesday, 11/13/24 at 5:00p.m., Village Hall • Village Board – Wednesday, 11/13/24 at 6:30p.m., Village Hall Administrator Nickolaus noted the addition of a Special Village Board meeting on 10/17 at 6:30pm. Administrator Report Administrator Nickolaus reported on her work on the budget, code work, and contracts for the assessor and garbage collection. She mentioned incidents involving DPW cutting bushes and issues with Scott Construction's road work notification. Nickolaus also reported on the sale of two fire pickup trucks and incidents of fake invoices being sent to planning commission applicants. Unfinished Business A. Discussion and necessary action on RESO 2024-07 re: Fee Schedule (tabled 9/11/24) Motion by Quinn, second by Plotecher, to approve Resolution 2024-07. Motion carried 4-0. Parks Committee Recommendation A. Discussion & necessary action re: possible RFP for design firm to draft Master Park Plan The board discussed the Parks Committee’s referral regarding whether to hire a design firm to develop a Master Park Plan. Concerns were raised about the timing, cost, and potential impact on the budget process. Trustee Moonen suggested that the board consider the proposal to ensure proper planning and resource allocation. President Osterman highlighted the need to prioritize the budget and administrative tasks at hand, including new administrator training and code updates. There was also discussion about the possibility of delaying the decision to a later date once the 2025 Budget and staff transitions would allow for more thorough consideration. Additional debate ensued about the feasibility of addressing the park improvements and future planning in a timely manner, stressing the importance of aligning these actions with other pressing village matters, such as equipment replacements and upcoming community needs. Ultimately, it was agreed that there was a need to clarify the scope and financial implications of the potential project before moving forward. After extensive discussion, the board decided to take no action at this time and directed Administrator Nickolaus to add this item to the new administrator's list of tasks for them to revisit in Spring 2025. New Business Approve issuance of a Reserve “Class B” License to Connie Jean Niebauer for Par Tee Time Golf, N95W25901 County Road Q, for the period 11/1/2024 to 6/30/25 Office: (262) 246-6100 | Email: villagehall@lisbonwi.gov | Website: www.lisbonwi.gov Village Board Minutes October 9, 2024 Page 4 of 4 Clerk Cappozzo explained that this was the first of the reserve licenses to be applied for, with a mandatory state-imposed $10,000 application fee. Details were provided on the prorated annual license fees and application standards, and the clerk indicated all background checks were clean. Motion by President Osterman, seconded by Trustee Plotecher, to approve the application for a Reserve 'Class B' License by agent Connie Jean Niebauer/Par Tee Time Golf & Sports Bar. Motion carried 4-0. Adjournment Motion by Trustee Moonen, seconded by Trustee Quinn, to adjourn the meeting. Motion carried 4-0. The meeting was adjourned at 7:31 PM.
