MINUTES OF THE DESIGN REVIEW BOARD MEETING
OF NOVEMBER 27, 2012
Call to Order: Charles Kell, Village Administrator called the meeting to order at 5:30 p.m.
Roll Call:
Present: Administrator Charles Kell-Chairperson, Village President Michael Vanden Berg,
Diane DeBruin, Hollie Hammen, John Elrick (6:05), Steve Reynebeau, Rob Peterson
Also Present: Community Development Director Jim Moes, Tim Maurer owner of 112 E. Main St. and Vice
President of the LC Curves

Approval of M inutes of November 12, 2012
Moved by R. Peterson, seconded by H. Hammen to approve the minutes of November 12, 2012 as
presented. Ayes 7, Nays 0 – Motion Carried Unanimously
Review/Action – New Sign for Curves – 112 E. M ain Street
Tim Maurer stated that the Curves franchise is requiring them to update and replace their current sign by
January 1, 2013. Board members reviewed the design for the proposed sign and commented that the color
of the letters match the trim of the building and the new sign looks better than the current sign.
Mr. Maurer stated that very little of the electrical cord will be visible with the new sign and the sign will
not be a neon sign but it will be illuminated on the inside of the box. Mr. Maurer stated that the sign
would be hung by a professional.
J. Moes stated that because this sign is required by the franchise, Curves would have to move from their
downtown location if the sign isn’ t approved.
Moved by D. De Bruin, seconded by S. Reynebeau to approve the new sign for Curves located at
112 E. Main Street as presented.
Further Discussion: Mr. Maurer asked if he would have to come back before the DRB if he wanted to
freshen up the paint on the back of the building next year. Board members informed Mr. Maurer that he
would have to get approval for the paint color from the DRB.
Vote on the Motion: Ayes 7, Nays 0 – Motion Carried Unanimously
J. Moes informed Mr. Maurer that he would need to obtain a sign permit before proceeding with the
installation of the sign.
Unfinished Business
John Elrick commented on the color for the sign being purple. D. De Bruin and H. Hammen stated they
felt the purple color was very close to colors allowed in accordance with the Design Manual and the color
matched the trim of the building. J. Elrick expressed concern with bending the rules for corporate logos.
J. Moes stated that Curves would lose its franchise or they would have to move out of the CB District if
the sign was not going to be allowed. J. Elrick commented on U.S. Ventures being a local business and
giving them flack for their corporate sign colors. H. Hammen commented on florescent green being quite
different than red or purple. J. Elrick stated that the point he is trying to make is with all the excitement
coming into downtown, what happens if another national franchise comes in and their corporate sign
colors are not in the manual and now we have allowed Jets and Curves signs in the corporate colors.
Discussion took place. Board members commented on working with the corporations if the colors
wouldn’ t be allowed and hopefully the corporations would work with the Board and Board members also
indicated they would say no to any signs that didn’ t fit into the design color standards. J. Moes suggested
that Board members take pictures of acceptable old-world style buildings when they see ones they like.
