Minutes of the Meeting of the
Kimberly-Little Chute Public Library Board
May 21, 2013
The meeting was called to order at 4:30 p.m. by President Moes at the Gerard H. Van Hoof Library in Little
Chute.
PRESENT: Amanda Fletcher, Kris Graff, Jim Hietpas, Mike Hruzek, Jim Moes, Tamara Talsma, Rose Vander
Velden, Lori Vanderloop.
OTHERS PRESENT: Beth Carpenter, Ann Hardginski, Rick Krumwiede.
Carpenter gave a presentation on changes facing public libraries, a vision of future library services, and
challenges facing that vision. Discussion followed.
Rick Krumwiede, Director of the Outagamie Waupaca Library System, shared information regarding library
support in Outagamie County, tax rates for library service, and county payments for library service. Discussion
followed. Krumwiede left the meeting at 5:10 p.m.
MINUTES AND REPORTS
Vander Velden moved, seconded by Graff, to approve the minutes of the April 16, 2013 meeting. Motion
carried. Talsma moved, seconded by Fletcher, to approve the April 2013 invoices. Motion carried. The April
financial and statistics reports were discussed.
DIRECTOR’S REPORT
Carpenter reported on student bans following incidents at the Kimberly Library. Staff is also having to closely
monitor computer privilege abuse by students at that library. Public computers will likely be moved closer to the
circulation desk in the future in order to discourage abuse and help staff respond to patron computer needs
more readily.
Summer students begin the week of May 27th, and registration for the summer reading program begins May
28th. Kudos were given to Library Assistant Mary Wieczorek for her re-design of the staff timesheets. Employees
now complete a timesheet in MS Excel and email a copy to the Library Director – hours are automatically totaled
with PTO separated out, which helps streamline the payroll process.
Rick Krumwiede will be retiring as Director of OWLS in October. Carpenter responded to a survey sent by the
OWLS Board President regarding thoughts on what they should look for in a new director. SRLAAW is examining
how public library systems can remain effective in meeting member library needs in the future, including the
possibility of reconfiguring systems in Wisconsin. Carpenter has participated in their planning surveys and will
keep the Library Board informed as things progress. Carpenter noted that one of the items in SRLAAW’s draft
recommendations is to “resolve the unfair situation created by exempting counties that operate consolidated
county libraries or joint city-county libraries from having to pay libraries in neighboring counties for the service
they provide.”
The 2013 Fox Cities Book Festival and Fox Cities Reads were a success. Over 200 people participated in events at
the Kimberly-Little Chute Library. Carpenter reported that finding space for the author visits was a challenge
again this year, and that programs held in the Little Chute Civic Wing had issues with noise from other rooms in
use. Registration for the adult summer reading program begins May 28th with a great line-up of programs,
weekly activities & challenges, and grand prizes. Mid-Week Matinees with the Kimberly Senior Citizens continue
to be popular. Kornerstone students will be joining in this month at the showing of Argo.
Carpenter and Hardginski served as judges for Kimberly High School’s ACCT Theme Box Judging for Kendra
Scherg and enjoyed a great morning with the students. The next FOLKS meeting is scheduled for June 4th at 4:30
p.m. in Little Chute. The volunteer appreciation luncheon was small, but nice. The library has a core group of
about 15 faithful volunteers.
The library will be closed for Memorial Day weekend with summer hours beginning on Tuesday, May 28th.
Carpenter reported on June vacation plans and shared an article from the Times-Villager by State
Superintendent of Public Instruction Tony Evers regarding National Library Week and the important service
provided by public libraries in Wisconsin.
YOUTH SERVICES REPORT
Hardginski reported on recent youth programming, including Spring Tales, Garden story time, and Pooches &
Pages. Story times have been averaging 50 people in attendance.
Hardginski will be busy making school visits to promote the summer reading program through the end of the
month. Registration for the program begins May 28th. She shared a video made with her daughters to promote
the teen reading program. Many partnerships with other Village departments have been made in this summer’s
programs.
Carpenter showed a video regarding summer learning loss and reminded those present that this issue is why so
many resources are put into the summer program. She thanked the Library Board for supporting the program
with money from the Joint Library Trust Fund this year. An article from the Post-Crescent stating that 11% of
state kindergartners are not set to read was also shared.
OLD BUSINESS
There was no old business to discuss.
NEW BUSINESS
The Library Director’s annual review is due by her employment anniversary date in July. Carpenter sought
direction in how the Library Board would like to proceed with Administrator Hammatt’s pay for performance
review process in relation to her review. There was consensus to have the Personnel Committee of the Board
prepare Carpenter’s review and bring it to the June meeting for review & approval by the entire Library Board.
UPDATE FROM LIBRARY BOARD SCHOOL DISTRICT REPRESENTATIVES
Schools are busy wrapping things up for the year. No other updates were available.
ITEMS FOR FUTURE AGENDAS
Items for inclusion on next month’s agenda include: Library Director’s annual review, 2013-14 meeting schedule
approval, election of officers, approval of policy creation & review schedule.
Vander Velden moved, seconded by Hietpas, to adjourn the meeting at 5:36 p.m. Motion carried.
