MINUTES OF THE PLAN COMMISSION MEETING – FEBRUARY 15, 2010 Call to Order Plan Commission meeting was called to order at 6:00 p.m. by Village President Charles Fischer Roll Call PRESENT: President Fischer John Elrick Bill Peerenboom Richard Schevers Bill Van Berkel Jerry Verstegen EXCUSED: Roy Van Gheem ALSO PRESENT: Community Development Director Jim Moes Village Administrator Chuck Kell Village Clerk Vicki Schneider Public Appearance for Items Not on the Agenda None Review/Recommendation – Annexation Petition – Glaser, W2910 Progrant Road J. Moes stated the Village received the petition that had been signed by the two owners of the property and the map created by his office shows the location of the property. J. Moes stated that staff is recommending that the Plan Commission recommend denial of the annexation petition in its current form. J. Moes stated that the Village would have to run approximately 800 feet of sewer to only service this property and the church at this time because the way the annexation is shown, the other properties would not be assessable for the sewer. Also, the petition doesn’t include the road right-of-way in front of the property so the Village would need permission from the Town of Vandenbroek to do the utility work and as evidenced by previous denial from the Town to do work in the right-of-way on Buchanan Road. The County Solid Waste Department has been in contact with the Glasers and the Town Chairman about the annexation as the County needs this property to be disconnected from their private well because of the proximity to a future cell that want to build. J. Moes stated if they would have consulted the Village prior to bringing in the petition, he would have recommended that properties up to Evergreen be part of the annexation so the Village could get all of the right-of-way for utilities. J. Moes stated that he will inform the County of the Plan Commission’s recommendation. Moved by Commissioner Peerenboom, seconded by Commissioner Van Berkel to recommend to the Village Board Denial of the Annexation Petition as presented.
