Certification of Minutes / Meeting Journal A motion was made by Mayor Pro Tem Beckam and seconded by Council Member Stahlman to approve, based on the clerk's certification, the March 3, 2015 video as the minutes for the March 3, 2015 regular meeting of the city council. Consent Agenda Items A motion was made by Council Member Brinkman and seconded by Council Member Stein to approve consent agenda items 7(a), 7(b) and 7(c) Aye: 7- Council Member Cernanec, Mayor Beckman, Council Member Stein, Council Member Valdes, Council Member Stahlman, Council Member Brinkman and Council Member Cole a) Resolution Resolution approving an amendment to the Funding Agreement between 19-2015 the City of Littleton and RTD for funding of local transportation services b) Ordinance Ordinance on second reading authorizing the issuance of the City of 22-2015 Littleton, Colorado refunding development revenue note (Rocky Mountain Center for the Blind project) series 2015, in a principal amount not to exceed $1,900,000 to refinance certain facilities that provide education for blind students and training and related housing facilities; authorizing the execution and delivery by the city of a financing agreement, a note and closing documents in connection therewith; making determinations as to the sufficiency of revenues and as to other matters related to the refunding project; ratifying action heretofore taken and relating to such bond; and providing other matters relating thereto. c) ID# 15-057 Motion to approve the First Amendment to Lease Agreement with Barbara Superchi . d) ID# 15-064 Motion authorizing an advance of $50,000 to Littleton Invests for Tomorrow (“LIFT”) in accordance with the Cooperation and Loan Agreement between the City and LIFT, dated December 16, 2014 The motion authorizing an advance of $50,000 to Littleton Invests for Tomorrow ("LIFT") in accordance with the Cooperation and Loan Agreement between the City and LIFT, date December 16, 2014 was removed from the consent agenda by Council Member Cole. A motion was made by Council Member Brinkman and seconded Council Member Stein to approve the motion authorizing a second draw of $50,000 to LIFT in accordance with the December 16, 2014 Cooperation and Loan Agreement between the City of Littleton and LIFT. Ordinances for Second Reading and Public Hearing a) Ordinance Ordinance on second reading amending section 7-5-22 of the city code 19-2015 regarding sanitary sewer delinquency charges. Mayor Cernanec opened and closed the public hearing at 7:15 p.m. A motion was made by Council Member Brinkman and seconded by Council Member Valdes to approve on second reading the ordinance amending section 7-5-22 of the city code regarding sanitary sewer delinquency charges. Aye: 7- Council Member Cernanec, Mayor Beckman, Council Member Brinkman, Council Member Cole, Council Member Stahlman, Council Member Stein and Council Member Valdes b) Ordinance Ordinance on second reading amending section 7-8-11 of the city code 21-2015 regarding storm drainage fee delinquency charges. Mayor Cernanec opened and closed the public hearing at 7:17 p.m. A motion was made by Council Member Stahlman and seconded by Council Member Cole to approve on second reading the ordinance amending section 7-8-11 of the city code regarding storm drainage delinquency charges. Aye: 7- Council Member Cernanec, Mayor Beckman, Council Member Brinkman, Council Member Cole, Council Member Stahlman, Council Member Stein and Council Member Valdes c) Ordinance Ordinance on second reading removing the permitting requirement for 18-2015 placement of newsracks and removing restrictions on purposes for which newsracks may be utilized Mayor Cernanec opened and closed the pubic hearing at 7:31 p.m. A motion was made by Council Member Stahlman and seconded by Council Member Cole to approve on second reading the ordinance removing the permitting requirement for placement of newsracks and removing restrictions on purposes for which newsracks may be utilized. Aye: 7- Council Member Cernanec, Mayor Beckman, Council Member Brinkman, Council Member Cole, Council Member Stahlman, Council Member Stein and Council Member Valdes 9. General Business City of Littleton Page 3 City Council Meeting Journal March 17, 2015 a) Resolution A Resolution denying a substantial modification to the “Santa Fe Urban 22-2015 Renewal Plan” A motion was made by Council Member Stein, seconded by Council Member Stalman, to approve the resolution denying a substantial modification to the “Santa Fe Urban Renewal Plan.” be approved. The motion carried by the following vote: Aye: 6- Council Member Cernanec, Mayor Beckman, Council Member Brinkman, Council Member Stahlman, Council Member Stein and Council Member Valdes Nay: 1- Council Member Cole b) Resolution Resolution approving the removal of specific properties from the “Santa Fe 21-2015 Urban Renewal Plan This motion does not approve Resolution 21-2015 A motion was was made by Council Member Brinkman and seconded by Council Mayor Pro Tem Beckman to approve the removal of pacel 2077-32-3-00-017 Unincorporated - Arapahoe County property from the "Santa Fe Urban Renewal Plan, which is not a substantial modification to the Santa Fe Urban Renewal Plan Aye: 7- Council Member Cernanec, Mayor Beckman, Council Member Stein, Council Member Valdes, Council Member Stahlman, Council Member Brinkman and Council Member Cole A motion was made by Council Member Cole and seconded by Council Member Stahlman to approve resolution 21, with the exclusion of parcel 2077-32-3-00-017 Unincorporated - Arapahoe County; approving the removal of certain properties noted in Exhibit b from the "Santa Fe Urban Renewal Plan. Aye: 5- Council Member Cernanec, Mayor Beckman, Council Member Valdes, Council Member Stahlman and Council Member Cole Nay: 2- Council Member Stein and Council Member Brinkman A motion was made by Council Member Valdes and seconded by Mayor Cernanec to amend the main motion to allow the Melting Pot property owners two weeks to produce a letter requesting an exclusion from the Santa Fe Urban Renewal Plan Aye: 6- Council Member Cernanec, Mayor Beckman, Council Member Stein, Council Member Valdes, Council Member Stahlman and Council Member Cole Nay: 1- Council Member Brinkman 10.
