Council Member Elrod - No report Council Member Fey - Background and history on property at the corner of Mineral and Santa Fe. *Mayor Valdes asked Council Member Fey to hold her comments until this item is discussed under "Ordinances on Second Reading and Public Hearing". Council Member Grove - No report Council Member Milliman - The Paris Street Market has started up again at Aspen Grove; the first Saturday of every month. Hudson Gardens is partnering with Central City Opera; tickets available for Carousel and Rigoletto. The Littleton Housing Task Force met last Thursday. Topics of discussion were the joint study session with them in March, what the next steps are for the ULUC and where they can mobilize to provide input, upcoming meetings with Historical Preservation Board and the Planning Commission, and how to communicate with people in our community who are interested in more affordable housing. RTD was facing financial difficulties before COVID-19 and even more so now. Ridership is at 40% of pre-COVID numbers. RTD is provided 60% of pre-COVID services. At Bemis Library, since 2017, has had a GED program for Littleton residents. The program is 100% online and there is no cost to the students. Kudos for offering this program. 5. Ordinances on Second Reading and Public Hearing a) Ordinance Ordinance 10-2021: An ordinance on second reading amending Title 1, 10-2021 Chapter 14 regarding Land Development Impact Fees Mayor Valdes opened the public hearing at 7:17 p.m. and, with nobody wishing to speak, closed the public hearing at 7:17 p.m. Council Member Driscoll moved and Mayor Pro Tem Melin seconded to approve Ordinance 10-2021 amending Title 1, Chapter 14 regarding Land Development Impact Fees. Council Member Elrod moved and Council Member Driscoll seconded to amend the ordinance regarding land development impact fees regarding retail to become effective 1 year from when it is approved, i.e. year 2 instead of year 1. Council Member Elrod moved and Council Member Driscoll seconded to withdraw the amendment. The vote is 7-0. The motion to withdraw carries unanimously. The vote on the main motion is 7-0. The motion carries unanimously. Allowance of assisted living uses on the subject parcel is conditioned on a Public Improvement Fee Covenant being recorded against the subject property that is acceptable to the City; and 2. Parking: 1.2 Parking: 1.2a Within the Harvest District there shall be a maximum of seven surface parking spaces per 1,000 square feet of gross floor area for aggregate commercial development (includes assisted living gross leasable area). This limitation shall not apply to surface parking spaces within the future right-of-way reserve area along South Santa Fe Drive. 1.2b Applicant and staff shall collaborate on grant applications for third-party funding of structured parking and a pedestrian bridge over Mineral Avenue connecting the RTD light rail station to the Harvest District. Staff will take the lead on identifying partners and funding opportunities. 1.2c Applicant agrees to address dedication of land necessary for a pedestrian bridge within a future Subdivision Improvement Agreement. Any SDP for development in the Harvest District north of Nichols Avenue shall demonstrate that it can accommodate a shared parking structure (above or below ground) and pedestrian bridge connection. 3. City Council acknowledges the need for a future development and maintenance agreement for the construction of detention facilities on property owned by the City of Littleton. The vote is 2-5 with Mayor Pro Tem Melin, Council Member Elrod, Council Member Fey, Council Member Grove, and Council Member Milliman voting no. The motion fails.
