SPECIAL TELECONFERENCE NOTICE Pursuant to Executive Order N-29-20: The Brown Act, Government Code Section 54953, contains special requirements that apply when members of a legislative body participate in a public meeting by telephone. Certain of these requirements have been suspended by Paragraph 3 of Executive Order N-29-20, executed by the Governor of California on March 17, 2020, to mitigate the spread of Coronavirus (COVID-19). In particular, the Executive Order suspends that provision of the Brown Act that requires noticing, posting of agendas, and public access to each location where a member will be participating telephonically, as well as provisions that require physical presence of members of the legislative body or the public for purposes of a quorum or to hold a meeting. Llame a Jennifer Cusmir (209) 333-6702.  AGENDA ITEM B-01 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Receive Information on Turner Road/State Route 99 Interchange Improvement Project MEETING DATE: November 17, 2020 (Shirtsleeve Session) PREPARED BY: Public Works Director RECOMMENDED ACTION: Receive information on Turner Road/State Route 99 Interchange Improvement Project. BACKGROUND INFORMATION: In early 2013, San Joaquin Council of Governments (SJCOG) commissioned a study to improve safety and enhance operations of the State Route 99 (SR 99) corridor through the City of Lodi, in San Joaquin County. The safety and operational deficiencies associated with the Turner Road/SR 99 Interchange include insufficient ramp lengths, limited sight distance, conflicting weaving movements, and insufficient acceleration length for vehicles entering SR 99. In June 2018, SJCOG was notified by the State regarding available funding that would provide an opportunity to fulfill the SJCOG Board’s commitment to the Turner Road/SR 99 Interchange. A mix of State and Federal funds, along with Measure K funds (cost savings), allowed the project to move forward. Since, SJCOG, in partnership with California Department of Transportation (Caltrans) and the City of Lodi, commissioned Drake, Haglan & Associates, Inc. to conduct environmental clearance and design tasks for the interchange. Council was presented with initial design concepts during the December 18, 2018 shirtsleeve meeting. After a very thorough Caltrans environmental and design review process, the project design is nearing completion. The purpose of this presentation, given by Drake, Haglan & Associates, Inc., is to provide an overview of the latest design elements for the Turner Road/SR 99 Interchange Improvement Project and to obtain Council feedback specific to the landscape elements, gateway monument signage, and substantial public art being considered as part of the project to welcome visitors to the City of Lodi.
