SPECIAL TELECONFERENCE NOTICE Pursuant to Executive Order N-29-20: The Brown Act, Government Code Section 54953, contains special requirements that apply when members of a legislative body participate in a public meeting by telephone. Certain of these requirements have been suspended by Paragraph 3 of Executive Order N-29-20, executed by the Governor of California on March 17, 2020, to mitigate the spread of Coronavirus (COVID-19). BACKGROUND INFORMATION: The Lodi Police Department gun range was built in 1968 and has not been upgraded since. OSHA regulations have increased in the last 52 years and an upgrade to the facility is overdue. The department would like to present to council the current state of the gun range, including its hazards, and propose improvements with their estimated expenditures. The Lodi Police Department is seeking input and direction from Council on the proposed improvements to the gun range and the associated costs. FISCAL IMPACT: Not applicable. Lacks proper filtration and circulation. • Bullet trap is a plate and pit design. No longer safe in comparison to modern options. • Lead contamination.  Lead Concerns • OSHA established a permissible exposure limit of 50 micrograms per cubic meter of air over 8 hours. • The current indoor range may exceed OSHA limits after 52 years of use. Rubber Granular Bullet Trap • Bullets are de-energized, captured intact. • Little to no lead dust. • Reduced noise.
