A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, February 2, 2021, commencing at 7:01 a.m.
Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members
participated in the meeting via teleconference and the meeting was available for viewing by the
public via livestream at https://www.facebook.com/CityofLodi/ and

opportunity for public comment was available through councilcomments@lodi.gov and

Present: Council Member Khan, Council Member Kuehne, Mayor Pro Tempore Chandler, and
Mayor Nakanishi
Absent: Council Member Hothi
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Cusmir
B. Topic(s)
B-1 Presentation Regarding Emergency Operation Plan Update (FD)
Interim Fire Chief Ron Penix provided a PowerPoint presentation regarding the Emergency
Operations Plan (EOP) update. Specific topics of discussion included background and purpose
of EOP; organization; elements; hazardous analysis; hazards; emergency notifications;
operational goals; Standardized Emergency Management System (SEMS); National Incident
Management System (NIMS); reason for all agencies to use NIMS; mutual aid; transition to
recovery; damage assessment; finance; plan development and maintenance; preparedness,
training, and exercises; and summary.
Interim Fire Chief Penix responded to questions asked by Mayor Pro Tempore Chandler
regarding development of the Emergency Operations Plan appendices.
Interim Fire Chief Penix explained how the public is notified during an emergency event and how
visitors to Lodi may receive notifications, in response to questions asked by Mayor Nakanishi and
Council Member Kuehne. City Manager Schwabauer said that the County also uses Nixle alerts
based on geographic locations.
Council Member Khan asked about the Fire Department's inventory of vulnerable buildings in the
City. Interim Fire Chief Penix stated the Fire Department works with Public Works to create pre-
fire plans to protect businesses in Lodi and that the Fire Department has ways to access
hazardous material information in case of emergency as well.
Interim Fire Chief Penix responded to questions asked by Council Member Kuehne regarding
using the City's radio station for emergency messaging.

No action was taken by the City Council. The meeting was adjourned at 7:27 a.m.
